Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law Amending and Supplementing Certain Provisions of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;

Pursuant to the Law on National Reserves dated November 20, 2012;

Pursuant to Resolution No. 1024/2020/UBTVQH14 dated October 9, 2020 of the Standing Committee of the National Assembly on supplementing groups of medical supplies and equipment to the List of National Reserve Commodities;

At the proposal of the Minister of Finance;

The Government promulgates this Decree providing detailed regulations for Resolution No. 1024/2020/UBTVQH14 dated October 9, 2020 of the Standing Committee of the National Assembly on supplementing groups of medical supplies and equipment to the List of National Reserve Commodities.

Article 1. Detailed list of groups of medical supplies and equipment included in the National Reserve includes the following items:

1. X-ray machines.

2. Ventilators.

3. Defibrillators.

4. Patient monitoring devices.

5. Ultrasound machines.

6. Suction machines.

7. Electric syringe pumps.

8. Surgical kits.

9. Chemical spraying machines.

10. Personal protective equipment.

11. Rapid detection devices for chemical, biological, and radiological agents.

12. Body bags.

Article 2. Allocation of agencies responsible for managing national reserve commodities

The Ministry of Health shall be responsible for managing the national reserve commodities listed in Article 1 of this Decree in accordance with the Law on National Reserves.

Article 3. Effectiveness

This Decree takes effect from the date of issuance.

Article 4. Responsibilities for Implementation

The Minister, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and centrally-administered city People's Committees, relevant agencies, organizations, units, and individuals are responsible for implementing this Decree.
