Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 78/2018/NĐ-CP amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 55/2025/NĐ-CP dated March 2, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;

At the proposal of the Chairman of the National Standardization, Metrology, and Quality Control Committee,

The Minister of Science and Technology issues this Circular to promulgatetheNational Technical Regulation on Safety and Electromagnetic Compatibility for LED Lighting Products.

Article 1.Attached to this Circular is the National Technical Regulation on Safety and Electromagnetic Compatibility for LED Lighting Products (QCVN 19:2025/BKHCN).

Article 2. Effective Date

Article 2. This Circular shall take effect from June 1, 2026.

Article 3. Circular No. 08/2019/TT-BKHCN dated September 25, 2019 of the Minister of Science and Technology promulgating the National Technical Regulation on LED Lighting Products shall cease to be effective from the date this Circular takes effect.

Article 4.Transitional Provisions

Products specified in Appendix A issued with QCVN 19:2019/BKHCN that have been produced, assembled domestically, or imported and certified as compliant under QCVN 19:2019/BKHCN before the timeline set forth in Article 4 shall continue to circulate in the market.

Article 4. Implementation Timeline

1. As of June 1, 2026, all LED lighting products specified in Appendix A of QCVN 19:2025/BKHCN, except for LED lighting products with HS code 9405.11.99, must comply with the provisions of QCVN 19:2025/BKHCN before being circulated in the market.

2. As of January 1, 2027, all LED lighting products specified in Appendix A of QCVN 19:2025/BKHCN must comply with the provisions of QCVN 19:2025/BKHCN before being circulated in the market.

Article 5. Implementation Organization

The Director of the Office, the Chairman of the National Standardization, Metrology, and Quality Control Committee, the Heads of agencies and units under the Ministry of Science and Technology, the Directors of Provincial and Municipal Science and Technology Departments directly under the Central Government, and related organizations and individuals are responsible for implementing this Circular./.
