CIRCULAR
DECISION NO. 56/TC-CV OF SEPTEMBER 16, 1995 OF THE MINISTRY OF CULTURE AND INFORMATION ON THE REGIME OF DANGEROUS SUBSIDIES FOR CIRCUS ARTISANS
BASED ON Circular No. 23/LDTBXH-TT dated July 7, 1993 of the Ministry of Labor, Invalids and Social Affairs guiding the implementation of the dangerous subsidy regime.
BASED ON Official Letter No. 3261/LDTBXH-TL dated August 29, 1995 of the Ministry of Labor, Invalids and Social Affairs agreeing to the dangerous subsidy regime for certain positions within circus art troupes. The Ministry of Culture and Information guides the implementation as follows:
I. OBJECTS
- Circus performers of all types directly participating in training and performance.
- Staff directly caring for, nurturing, and maintaining the cleanliness of animal enclosures.
II. LEVELS OF SUBSIDIES: FOUR LEVELS
Level I: Coefficient 0.1 compared to the minimum wage applicable to those directly raising animals.
Level II: Coefficient 0.2 compared to the minimum wage applicable to those directly treating animal illnesses.
Level III: Coefficient 0.3 compared to the minimum wage applicable to those directly training animals and performing animal circuses, acrobatic circuses, tightrope walking circuses, and somersault circuses...
Level IV: Coefficient 0.4 compared to the minimum wage applicable to those performing high-altitude circus acts.
III. CALCULATION AND PAYMENT OF DANGEROUS SUBSIDIES:
1. Dangerous subsidies are calculated based on actual working time at dangerous locations. If working for four hours or more, it counts as a full day, less than four hours counts as half a day, and is paid together with monthly salary.
- For those receiving salaries from the state budget, the state budget will pay according to the current budget classification.
- For enterprises, it is included in the unit price of wages and accounted for in production costs or circulation fees.
2. -The dangerous subsidy regime for the above subjects in circus art troupes shall be implemented from September 1, 1995./.
