OF THE MINISTRY OF FINANCE NO. 56 TC/NSNN ON AUGUST 21, 1997 GUIDING THE IMPLEMENTATION OF RESOLUTION NO. 100 QĐ/TW ON JUNE 3, 1995 OF THE SECRETARIAT OF THE PARTY CENTRAL COMMITTEE ON OPERATING EXPENSES FOR COUNTY POLITICAL TRAINING CENTERS
OF THE COUNTY POLITICAL TRAINING CENTER

Pursuant to Resolution No. 100 QĐ/TW dated June 3, 1995 of the Secretariat of the Party Central Committee, pursuant to the provisions of the State Budget Law and Decree No. 87/CP dated December 19, 1996 of the Government detailing the division of management, preparation, implementation, and settlement of the State budget, the Ministry of Finance guides certain points regarding operating expenses for county political training centers as follows:

1- Contents of expenditures of the County Political Training Center include:

a) Expenditures ensuring regular activities of the center's organizational structure:

- Salaries and allowances for staff within the approved establishment of the center.

- Meeting and travel expenses.

- Expenses for purchasing office supplies and electricity and water for the center.

- Expenses for purchasing equipment serving teaching and learning activities.

- Repair costs for the center's assets.

- Other regular expenses.

b) Expenditures for organizing classes:

- Payment for lecturers and part-time speakers at a temporary rate of 30,000 VND per session, 60,000 VND per day.

- Expenses for textbooks and materials directly serving the training program.

- Expenses for compiling textbooks and materials.

- Other expenses related to organizing classes.

c) Support for a portion of food expenses at a temporary rate of 5,000 VND per person per day for trainees whose distance from their workplace, unit, commune, ward, town to the training center is 10 kilometers or more in mountainous areas, border regions, and islands; 20 kilometers or more in other regions.

Trainees sent by units, communes, wards, towns to attend training will be provided with transportation expenses according to current travel allowance regulations; food expenses during concentrated training periods are self-funded by the trainees outside the above support (during concentrated training periods, trainees do not receive accommodation allowances).

The County Political Training Center is responsible for arranging accommodation, living facilities, and classrooms for trainees. The People's Committee of the county (district, town, city under province) is responsible for arranging based on existing housing and premises. In cases where arrangements cannot be made, a new investment project must be prepared and submitted for approval by the competent authority according to current regulations.

2- Preparation of budgets, management, disbursement, and settlement of expenses:

Implementation shall comply with the provisions of the State Budget Law and Decree No. 87/CP dated December 19, 1996, and Circular No. 09 TC/NSNN dated March 18, 1997 of the Ministry of Finance guiding the implementation of the State Budget Law. Additionally, attention should be paid to the following points:

a) Preparation of the state budget:

Annually, based on the guidance for preparing the state budget from the competent authority and the political training programs of the party committee, the County Political Training Center prepares a detailed state budget (including regular expenses and construction investment expenses if applicable), which is submitted for approval by the People's Committee of the county and reported to the People's Committee of the province. For regular operational expenses, it is sent to the Department of Finance and Price Control; for construction investment expenses, it is sent to the Department of Planning and Investment for review and consolidation before being submitted to the People's Committee of the province for submission to the Provincial People's Council for approval. After the Provincial People's Council approves, the People's Committee of the province decides on the state budget allocation for each County Political Training Center within the provincial training and development budget for regular expenses; for construction investment expenses (if applicable), it falls within the total investment budget for construction projects of the province.

b) Management, disbursement, and settlement of expenses:

The County Political Training Center is a budgetary unit under the provincial budget, with regular operational expenses and construction investment expenses (if applicable) guaranteed by the provincial budget. Regular operational expenses for County Political Training Centers are managed and disbursed by the People's Committee of the county in the same manner as public health and education expenses managed by the county. The process of preparing the budget, managing, disbursing, and settling expenses is carried out according to the regulations for public health and education expenses managed by the county. Specifically, for class organization expenses and trainee food support, settlement must be completed within one month after the end of the class, in addition to the aforementioned regulations. Construction investment expenses are managed and disbursed according to the provisions of Clause 11, Section IV of the aforementioned Circular No. 09 TC/NSNN.

3- IMPLEMENTATION ORGANIZATION:

This circular takes effect from the date of signature. Regarding expenses handled from the annual local government training budget. During implementation, if there are difficulties, please promptly report to the Ministry of Finance for research and resolution.
