Commemorating the 50th anniversary of War Invalids and Martyrs Day at all levels, sectors, and units throughout the country in a practical manner with broad public participation to remember the contributions of those who sacrificed for the independence and freedom of the nation, promote the tradition of "remembering the source of the water when drinking," and continue to improve the care for war invalids, families of martyrs, and those who have contributed to the revolution.

Pursuant to Article 20 of the Government Organization Law dated September 30, 1992;

Pursuant to the Ordinance on Preferential Treatment for Those Contributed to the Revolution issued on August 29, 1994;

Pursuant to the regulations on the working relationship between the Government and the Central Committee of the Vietnam Fatherland Front issued on April 24, 1996; after consultation with the Standing Board of the Central Committee of the Vietnam Fatherland Front,

At the proposal of the Minister of Labor, Invalids and Social Affairs,

DECISION:

Article 1. Launch a campaign to commemorate the 50th anniversary of War Invalids and Martyrs Day at all levels, sectors, and units nationwide in a practical manner with broad public participation to remember the contributions of those who sacrificed for the independence and freedom of the nation, promote the tradition of "remembering the source of the water when drinking," and continue to improve the care for war invalids, families of martyrs, and those who have contributed to the revolution.

Article 2. The campaign aims to achieve the following requirements:

1. Extensively publicize through mass media the work of war invalids and martyrs carried out by the Party, State, and people over the past 50 years.

2. Through various forms of publicity, commend localities, collectives, and individuals who have made significant contributions to the work of war invalids and martyrs; outstanding war invalids, sick invalids, and families of martyrs; disseminate experiences from movements to care for war invalids and families of martyrs, and to support mothers of heroes.

3. Focus on resolving remaining issues related to post-war policies:

- Mobilize relevant sectors, levels, and the people to participate in identifying and searching for martyrs' graves to complete the basic task of collecting martyrs' remains. - Relevant departments, organizations, and localities review and conclude on those who were injured, killed, missing, or lost contact during the revolutionary period under their jurisdiction.

4. Fully implement preferential policies for those who have contributed, organize thorough medical examinations and treatments for policy beneficiaries. At the same time, conduct inspections and investigations to handle violations of laws concerning those who have contributed.

5. Mobilize the people, state agencies, social organizations, and economic units to contribute to building the "Repaying Gratitude" fund; erect monuments inscribed with the names of martyrs at communes and wards, repair martyrs' cemeteries, and continue to strengthen programs to care for war invalids and families of martyrs, assist, guide, or sponsor children of martyrs, war invalids, and heroes in their studies and stable employment.

Article 3. Ministries, sectors, People's Committees at all levels shall coordinate with the Vietnam Fatherland Front to direct and organize the implementation of the campaign, and immediately carry out the following tasks:

1. The Ministry of Labor, Invalids, and Social Affairs is responsible for directing and guiding the full implementation of preferential policies according to the Ordinance on Preferential Treatment for Those Contributed to the Revolution and the Ordinance on the National Honor Title "Heroic Mother Vietnam"; cooperate with relevant ministries and sectors to study and submit to the Government proposals for supplementing and amending certain policies arising during the implementation of these ordinances.

2. The Ministry of Culture and Information is responsible for directing and guiding the organization of information and propaganda activities regarding this campaign; cooperate with the Ministry of Labor, Invalids, and Social Affairs and the People's Committee of Hanoi City to solemnly organize a rally commemorating the 50th anniversary of War Invalids and Martyrs Day in Hanoi, and guide the content of information and propaganda activities in provinces and centrally-administered cities.

3. The State Agency for Encouragement and Reward is responsible for guiding and directing the awarding of commendations to localities, collectives, and individuals who have made significant contributions to the work of war invalids and martyrs; award those war invalids and families of martyrs who have achieved notable results in labor, production, work, and study to be submitted to the State for decision during the commemoration.

4. The Ministry of Defense and the Ministry of Labor, Invalids, and Social Affairs are responsible for guiding and directing the organization of mid-term reviews on the work of martyrs' graves and cemeteries, and developing plans for implementation until 2000 in military regions, provinces, centrally-administered cities, and nationwide.

5. The Ministry of Education and Training is responsible for supervising and directing the implementation of policies for students and trainees who are eligible for preferential treatment; cooperate with relevant sectors and organizations to create favorable conditions for assistance in their studies.

6. The Ministry of Health is responsible for directing the organization of thorough medical examinations and treatments for those who have contributed.

7. The Vietnam Children's Protection and Care Committee is responsible for directing the care for children of martyrs, war invalids, and heroes with the spirit of preferential treatment for those who have contributed.

8. The People's Committees of provinces and centrally-administered cities are responsible for directing and organizing appropriate commemorative activities according to the situation at each level.

9. The Ministry of Finance is responsible for guiding the provision of funds to serve the commemorative activities at the central and local levels with a spirit of thrift, avoiding ostentation and waste.

Article 4. Establish a Central and Local Campaign Committee for the Commemoration of War Invalids and Martyrs Day in accordance with Point 6 of Directive No. 09-CT/TW dated December 14, 1996 of the Politburo.

Article 5. This Decision takes effect from the date of signature.

Article 6. Ministers, Heads of ministerial-level agencies and agencies under the Government, Chairmen of People's Committees of provinces and centrally-administered cities, and the Campaign Committee for the 50th Anniversary of War Invalids and Martyrs Day are responsible for implementing this Decision.
