Establishment of the Financial Cadre Training School under the Ministry of Finance

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 77/2003/NĐ-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Considering the proposal of the Minister of Finance and the Minister of Home Affairs,

Article 1. The Financial Cadre Training School under the Ministry of Finance is hereby established.
Article 2. The Financial Cadre Training School is a public service unit with legal personality, its own seal, and separate bank account.
The Minister of Finance shall specify in detail the functions, tasks, powers, and organizational structure of the Financial Cadre Training School.
Article 3. This Decision takes effect fifteen days from the date of signature.
The Minister of Finance and the Minister of Agriculture and Rural Development issue this Circular to guide the mechanism for managing and using state budget funds to support the implementation of the Project "Comprehensive Forest Inventory and Assessment National Program 2013-2016" (hereinafter referred to as the Comprehensive Forest Inventory Project).
