Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to the Government Decree No. 15/CP dated March 2, 1993 on the tasks, powers, and responsibilities of state management of ministries and ministerial-level agencies;
Pursuant to Decree No. 90/CP dated November 24, 1993 of the Government stipulating the framework structure of the national education system, the system of certificates and diplomas on education and training in the Socialist Republic of Vietnam;
Considering the proposal of the Minister of Education and Training in Circular No. 4681/KHTC dated July 8, 1996,
DECISION:
Article 1.- Upgrade Ho Chi Minh City Cultural Arts Secondary School to Ho Chi Minh City College of Cultural Arts.
Article 2.- Ho Chi Minh City College of Cultural Arts shall be responsible for training and developing cadres at college level, conducting scientific research to serve the requirements of economic and social development.
Article 3.- Ho Chi Minh City College of Cultural Arts is under the Ho Chi Minh City People's Committee, subject to the sectoral management of the Ministry of Education and Training; it shall enjoy policies and systems issued by the State for the university and college system.
Article 4.- This Decision takes effect from the date of signing.
Article 5.The Minister of Education and Training, the Chairman of the Ho Chi Minh City People's Committee, the Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of provincial and centrally-run city People's Committees are responsible for implementing this Decision.
