Pursuant to the Decree No. 74/CP dated November 1, 1995 of the Government on functions, tasks, powers, and organizational structure of the Ministry of Industry;
Pursuant to Decision No. 4014/QĐ-TCCB dated December 31, 1996 of the Minister of Industry on the establishment of the Institute of Geology and Mineral Resources;
To be consistent with the Law on Minerals and the State Budget Law;
At the proposal of the Director of the Institute of Geology and Mineral Resources (in Circular No. 109/CV-TC dated July 22, 1998) and the Director of the Department of Organization and Cadres;

Article 1. Amends and supplements Clause 1, Article 13, Chapter IV of the Regulation on Organization and Operation of the Institute of Geology and Mineral Resources promulgated together with Decision No. 611/QĐ-TCCB dated April 24, 1997 of the Minister of Industry as follows:
- Operating funds provided by the State include:
- Salaries, administrative expenses, development investment, and research project funding at the national and ministerial levels from operating funds for scientific research.
- Research project funding in geology and mineral resources from operating funds for economic activities (geology).
Article 2. The Head of the Ministry's Office, the Inspector General, Heads of functional Departments, Heads of specialized State Management Agencies, Heads of agencies and units under the Ministry, and the Director of the Institute of Geology and Mineral Resources shall implement this Decision.
