CIRCULAR

CIRCULAR NO. 57/2000/TT-BTC OF JUNE 15, 2000 GUIDING THE ISSUE, MANAGEMENT, USE AND SETTLEMENT OF EXPENSES FOR VOLUNTEER TEENAGE INTELLIGENT GROUPS PARTICIPATING IN RURAL DEVELOPMENT IN MOUNTAINOUS REGIONS

Pursuant to Decision No. 354/QĐ/TTg dated April 28, 2000 of the Prime Minister on organizing volunteer teenage intelligent groups participating in rural development in mountainous regions, the Ministry of Finance guides the issuance, management, use and settlement of expenses for volunteer teenage intelligent groups participating in rural development in mountainous regions as follows:

1. The subjects to which this Circular applies are university, college, and vocational school graduates who voluntarily join the Volunteer Youth Development Team in Rural Areas and Mountainous Regions organized by the Ho Chi Minh Communist Youth Central Committee during their time working directly in rural and mountainous areas.

2. The expenses for volunteer teenage intelligent groups participating in rural development in mountainous regions shall be guaranteed by the central budget. The Ministry of Finance will issue these funds through the Ho Chi Minh Communist Youth Central Committee according to the progress of implementation.

Contents of expenditure:

a) Expenditure for members of volunteer teenage intelligent groups:

- Living allowance:

+ For members who have graduated from universities or colleges, the amount is 335,000 VND/person/month;

+ For members who have graduated from secondary schools, the amount is 283,000 VND/person/month.

- Uniform allowance, amount: 150,000 VND/person/year.

- Travel subsidy, amount: 50,000 VND/person/month.

- Sleeping allowance, amount: 30,000 VND/person/month.

- Regional allowance, amount: 30,000 VND/person/month

- Health insurance (2% of living allowance):

Regarding health insurance, members of volunteer teenage intelligent groups participating in rural development must comply with current regulations on health insurance contributions (the contribution rate for health insurance is 3% of the living allowance, of which 2% is provided by the State and 1% is contributed by the member from their living allowance).

b) Project management costs include:

- Travel expenses, office supplies.

- Costs for training meetings, mid-term and final reviews.

- Costs for competition activities, propaganda.

All expenditures above shall be implemented in accordance with the current financial expenditure regulations.

4. Issuance, management, use and settlement of expenses:

Based on the total amount of expenses approved by the Prime Minister, the progress of work implementation, and the expenditure rates specified above, the Ho Chi Minh Communist Youth Central Committee will prepare a budget for expenses according to the content of the work, current financial expenditure regulations, and the provisions of this circular. Quarterly and annually, the Central Committee will organize inspections and supervision of the use of expenses by volunteer teenage intelligent groups and settle the expenses used according to current financial regulations.

5. This Circular shall apply during the implementation period of the project to organize volunteer teenage intelligent groups in 2000-2002. During the implementation process, if there are any difficulties or obstacles, units are requested to promptly report to the Ministry of Finance for timely supplementation and amendment.
