Regarding the enhancement of library work in institutes and universities under the Ministry of Culture-Information

In recent years, the information-library activities of institutes and universities under the Ministry have made significant contributions to serving educational tasks, teaching, and scientific research. Some libraries have applied information technology and gradually modernized their operations, effectively supporting improvements in education quality and scientific research.
However, in light of the urgent requirements for information-library work during the period of industrialization and modernization of the country, the libraries of institutes and universities under the Ministry of Culture-Information face many difficulties and reveal numerous limitations. Information-library work has not been adequately prioritized; technical infrastructure is insufficient and outdated; organizational structures are unclear, staffing is limited, policies and benefits for librarians are inconsistent, librarian qualifications are restricted, particularly in terms of computer technology access. Funding for library activities remains low and irregular in many places, failing to meet the needs for textbooks, specialized books, and reference materials for teaching, learning, and scientific research at current institutes and universities under the Ministry.
To gradually address these issues, promptly rectify and enhance the effectiveness of library operations in institutes and universities under the Ministry of Culture-Information, the directive is hereby issued:
1) Leaders of institutes and universities under the Ministry are required to pay continuous attention to information-library work; to view the library as an important component in serving and enhancing the quality of education and scientific research within their units.
2) Institutes and universities should separate the library department, refrain from merging it with other departments, and develop plans for building, renovating, and upgrading the library, applying information technology in information-library work; gradually modernizing the library.
3) Ensure funding for supplementing library resources: textbooks, specialized books, newspapers, reference materials, while combining various methods of material exchange between libraries to enrich the collection and better serve teaching, learning, and scientific research needs.
4) Leaders of institutes and universities need to implement and resolve policies and benefits for librarians, and simultaneously propose to the Ministry to amend and establish new policies and benefits that are appropriate. Regularly focus on training and professional development for librarians.
5) Strengthen cooperation with domestic information-library agencies (especially university and research institute libraries) and seek international organizations' assistance in training and technology transfer in the library field.
The Library Department shall coordinate with relevant departments (Department of Organization and Cadres, Department of Training, Department of Planning, Department of Finance and Accounting, Department of International Cooperation, Ministry Office), and the libraries and universities under the Ministry shall be responsible for implementing and enforcing this directive.
