Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Directive No. 36-CT/TW dated March 24, 1994 of the Central Committee of the Communist Party of Vietnam (Term VII) on physical education and sports work in the new period;
Directive No. 133-TTg dated March 7, 1995 of the Prime Minister on the construction of the Planning for the Development of Physical Education and Sports;
Pursuant to Directive No. 32/1998/CT-TTg dated September 23, 1998 of the Prime Minister on planning for overall economic and social development during the period up to 2010;
Considering the proposal of the Minister of Planning and Investment (report No. 2449/BKH-VPTĐ dated April 21, 1999 and letter No. 6289-BKH/VPTĐ dated September 18, 2001), and that of the Minister and Chairman of the National Sports Committee (report No. 168/UBTDTT dated June 15, 2001 and letter dated March 7, 2002) requesting the approval of the Planning for the Development of Physical Education and Sports until 2010.
DECISION:
Article 1. Approve the Planning for the Development of Physical Education and Sports until 2010 with the following main contents:
1. Viewpoints:
a) Physical education and sports is an important component in the cause of national economic and social development aimed at nurturing and promoting human factors; contributing to enhancing physical fitness, educating personality, moral values, healthy lifestyles, enriching cultural life, and promoting the spirit of the nation of Vietnam, serving effectively the Strategy for Economic and Social Development over the Ten-Year Period 2001-2010.
b) Building a foundation for physical education and sports that develops progressively, has national characteristics, scientific basis, and is people-oriented. Preserving and promoting the national identity and traditions while quickly absorbing modern scientific achievements.
Widely developing mass physical education and sports, ethnic sports, and activities that are widely accessible to all age groups and social categories, forming a mass physical education and sports movement "Healthy to build and defend the Homeland."
Concentrating on developing key sports disciplines suitable to the characteristics and physique of the Vietnamese people to rapidly improve sports achievements. Gradually building a professional sports force.
c) Promoting the socialization of physical education and sports under unified state management.
d) Expanding international exchanges and cooperation in the development of physical education and sports, contributing to enhancing mutual understanding, friendly relations, and cooperation between our people and the people of other countries in the region, continent, and worldwide.
2. Objectives:
a) Implementing physical education in all schools. The vast majority of students, young people, soldiers of various armed forces, officials, civil servants, employees, and an increasingly large portion of the general public regularly engage in physical education and sports.
b) Training a talented national sports athlete team with complete lines and classes, having high professional levels and achievements, good qualities and morals; striving to rank Vietnam among the top countries in the region and achieve high rankings in some sports suitable to the characteristics and physique of the Vietnamese people in continental and world competitions.
c) Improving the system for training managers, scientists, coaches, and physical education teachers.
Upgrading, constructing new, and modernizing physical education and sports facilities. Establishing research and application centers for science, technology, and sports medicine to meet the needs of mass physical education and high-performance sports development.
3. Directions:
a) On mass physical education and sports:
- For schools:
By 2010: 95% of schools in cities, towns, and industrial zones (currently 36.4%) will ensure sufficient physical education and sports classes; 70-80% of students (currently 60%) and 90-95% of university students (currently 80%) will meet the physical fitness standards.
- For the armed forces:
By 2010: 100% of officers and soldiers will participate in regular training and meet the physical fitness standards according to their age group; 50% of units will have strong physical education and sports movements.
- For officials, civil servants, employees, and workers:
Each person regularly practices one sport. Consolidating and developing sports clubs in agencies and enterprises under various forms (welfare, public benefit, service activities).
- For the general public:
Encouraging and promoting the movement to maintain health, exercise for health, and exercise for longevity among the elderly. Paying attention to developing popular sports and ethnic sports. By 2010, 18-20% of the population will regularly practice physical education and sports.
b) On high-performance sports:
- Developing sports included in the competition programs of the Southeast Asian Games (SEA Games), Asian Games (Asian Games), and Olympic Games. Focusing on improving achievements in sports where Vietnamese athletes have strengths.
- Striving to be one of the top three countries in the region at the 22nd Southeast Asian Games and one of the top 15 countries with high sports achievements in Asia. Achieving high results in 4-5 sports events in world competitions.
4. Solutions regarding organization and training:
a) Socializing physical education and sports activities:
- Developing physical education and sports training facilities in various forms.
- Diversifying sports competition formats.
- Linking physical education and sports activities among sectors, mass organizations, and social organizations. Integrating physical education and sports activities with cultural and tourism activities.
- Mobilizing resources from the people and society to invest in sports facilities.
- Consolidating and developing national sports federations and associations.
b) Training and capacity building:
Emphasizing training and capacity building to enhance the professional management and vocational skills of existing cadres, while expanding the scale and improving the quality of training at universities and colleges of physical education and sports; expanding cooperation in training cadres and experts in physical education and sports with some countries.
- For senior researchers and lecturers:
Gradually perfecting postgraduate, undergraduate, and college-level training programs in physical education and sports.
Strengthen training and capacity building for the cadre of researchers and lecturers at advanced levels; send some subjects abroad for training in basic sports science disciplines.
- For physical education teachers at all levels:
Continuously improve the professional quality of physical education teachers at all levels; ensure 80% of the demand for physical education teachers for schools and educational levels by 2010.
Consolidate, upgrade, expand, and develop physical education and sports schools.
- For coaches, instructors, and referees in physical education and sports:
Vigorously promote training and capacity building; enhance the quality of training to quickly improve the level of the coaching, instructing, and refereeing teams, approaching international standards.
Implement necessary measures to rapidly increase the number of coaches, instructors, and referees reaching international standards.
c) Research and application of science, technology, and sports medicine:
- Vigorously promote research and application of science, technology, and sports medicine to practically serve mass physical education and sports movements and improve sports achievements. Pay attention to applying technical solutions and biophysical methods in sports. Intensify theoretical research on physical education and sports training, adapting appropriately to Vietnam's conditions and characteristics. Promote sociological and economic research on physical education and sports to determine additional scientific bases for formulating policies on physical education and sports.
- Increase investment in building scientific, technological, and medical potential in sports to match advanced countries in the region.
- Establish mechanisms for collaboration between science, technology, and medicine with training, coaching, and competition in sports.
- Regularly survey the physical condition of the people. Develop solutions for physical education and sports to contribute to improving the stature and physical condition of young people, teenagers, and children.
- Emphasize the dissemination of knowledge on science, technology, and sports medicine and guide general physical education and sports knowledge to the masses.
5. Solutions concerning material infrastructure and technology.
a) For communes and wards:
- Each commune and ward has land and locations for physical education and sports practice facilities.
- Progressively, every secondary school in the area should have a location serving physical education classes and extracurricular training.
- Gradually complete physical education and sports practice facilities.
b) For districts and urban districts:
- Each district and urban district has land and locations reserved for physical education and sports practice and competition activities.
- Depending on characteristics, scale, population, progressively build facilities such as stadiums, training and competition halls, swimming pools.
c) For provinces and centrally governed cities:
- On the basis of upgrading, supplementing, and developing existing facilities, each province and centrally governed city will progressively have sports facilities: stadiums, sports centers or competition halls, training rooms or specialized training rooms, sports parks - entertainment areas.
For provinces and centrally governed cities with functions as regional centers (Hanoi, Hai Phong, Thai Nguyen, Nghe An, Da Nang, Khanh Hoa, Dak Lak, Ho Chi Minh City, Can Tho), conditions are created to build larger-scale sports facilities earlier to implement this function.
d) For sectors:
- Each sector has planning, plans, and measures to vigorously promote and improve the quality of physical education and sports activities, gradually build material infrastructure and sports staff in the sector.
- The education and training sector particularly emphasizes physical education in schools, improves the content of physical education and sports teaching both within and outside the curriculum; ensures that schools have fields and training rooms.
- The military and police sectors develop physical education and sports activities to enhance the health and combat spirit of armed forces personnel; gradually upgrade, complete, or construct new sports facilities to meet the needs of developing sports disciplines suitable for the sector's characteristics and key national sports disciplines.
đ) For national-level facilities:
- Hanoi and Ho Chi Minh City are regional centers and simultaneously perform the role of national sports centers.
In these two cities, national sports complexes including many facilities meeting international standards are formed based on upgrading and modernizing some existing facilities combined with investing in new necessary facilities.
- National-level facilities and some priority facilities of related localities meet the requirements for organizing the 22nd Southeast Asian Games in 2003 and hosting international sports events, including the Asian Games in subsequent years.
6. Solutions concerning international cooperation:
a) Expand and strengthen international relations and cooperation in physical education and sports with ASEAN countries, traditional partner countries, and other regions around the world.
b) Take advantage of support and assistance from international sports organizations in aspects such as organizational experience, management, athlete and coach training, scientific, technological, and medical staff, finance.
c) Successfully organize the 22nd Southeast Asian Games in 2003 in Vietnam.
Prepare to host the Asian Games in subsequent years at appropriate times.
7. Sources of Investment Capital:
Funds for planning and developing physical education and sports are mobilized from the following sources:
a) State budget funds.
b) Foreign capital.
c) Capital of domestic organizations and individuals.
d) Non-reimbursable aid from countries or international organizations.
đ) Capital of foreign-invested enterprises operating in the field of physical education and sports in Vietnam.
e) Other sources of funds.
Article 2. The Sports Committee shall coordinate with the Ministries of Planning and Investment, Finance, Construction, the General Department of Land Administration, relevant ministries and sectors, localities, based on the main contents of Article 1 of this Decision, to develop detailed planning for submission to competent authorities for approval, organize the implementation of project investment lists, funding mobilization solutions for each project, propose necessary supplements and adjustments, and gradually invest in and develop physical education and sports according to five-year and annual plans.
Article 3. This Decision takes effect from the date of signature.
Article 4. The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
