THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 73/CP dated November 1, 1995 of the Prime Minister stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decision No. 782/QĐ/TTg dated October 24, 1996 of the Prime Minister on restructuring scientific research institutions and technology transfer;

Pursuant to the Resolution of the Party Cadre Committee of the Ministry of Agriculture and Rural Development held on February 12, 2003 on personnel organization work;

Upon consideration of the proposals of the Director of the Science and Technology Department and the Director of the Personnel Organization Department,

Article 1 - Establish the Institute of Agricultural Machinery and Post-Harvest Technology based on the merger of the Institute of Agricultural Machinery and the Institute of Post-Harvest Technology.

The Institute is a scientific public service unit under the Ministry of Agriculture and Rural Development, entitled to use its own seal and open a separate account at the Treasury in accordance with current State regulations.

Article 2- The Institute of Agricultural Machinery and Post-Harvest Technology shall perform the following tasks:

1. Scientific research.

a- Researching design, manufacturing, operation, and repair of systems, equipment, and technological processes serving mechanization in: crop cultivation, animal husbandry, agricultural product preservation and processing, salt production, rural industries, and agricultural production environment;

b- Researching physiological, biochemical, and microbiological characteristics of agricultural products and food;

c- Researching preliminary processing, preservation, and processing technologies for agricultural products;

d- Researching the application of automation technology, electrical energy, and other forms of energy in agricultural production, preservation, processing of agricultural products, salt production, and rural industries;

2. Implementing metrology-standardization, testing, and quality inspection of agricultural machinery and equipment; analyzing quality and developing standardization for agricultural products according to tasks assigned by the Ministry of Agriculture and Rural Development.

3. Technology transfer, investment advisory services, technical services, and business operations in the field of agricultural machinery and post-harvest technology.

4. Postgraduate training, cadre and human resource development in agricultural machinery and post-harvest technology.

5. Signing and implementing contracts for cooperation and collaboration in scientific research and technology transfer in the field of agricultural machinery and post-harvest technology with organizations and individuals both domestically and internationally in accordance with State regulations;

Article 3 - Organizational Structure:

1. Leadership of the Institute: The Institute has a Director and Deputy Directors appointed and relieved from duty by the Minister of Agriculture and Rural Development in accordance with current regulations.

2. Professional Departments:

- Department of Science, Training, and International Cooperation;

- Department of Organization and Administration;

- Financial and Accounting Department

3. Research Units.

- Department of Automation Research;

- Department of Cultivation Mechanization Research;

- Department of Harvest Mechanization Research;

- Department of Animal Husbandry Mechanization Research;

- Department of Salt Production Mechanization Research;

- Department of Post-Harvest Microbiology Research;

- Department of Agricultural Product Physiology and Biochemistry Research;

- Department of Processing Equipment and Technology Research;

- Department of Preservation Equipment and Technology Research;

- Department of Byproduct Utilization Research;

- Experimental Workshop for Agricultural Product Processing and Preservation;

- Central Experimental and Technology Transfer Center for Agricultural Machinery in Central Vietnam

4. Subordinate organizations of the Institute having their own seals and accounts:

a-Sub-Institute of Agricultural Machinery and Post-Harvest Technology established based on the merger of the Sub-Institute of Post-Harvest Technology of the Institute of Post-Harvest Technology and the Center for Applied Agricultural Machinery Research of the Institute of Agricultural Machinery, located in Ho Chi Minh City;

b- Technology Transfer and Investment Advisory Center established based on the merger of the Technology Transfer and Prototype Manufacturing Center, the Investment Advisory and Agricultural Machinery Development Center of the Institute of Agricultural Machinery, and the Technology Transfer and Design Center of the Institute of Post-Harvest Technology, located in Hanoi;

c- Center for Agricultural Machinery Testing, Inspection, and Quality Certification established based on the merger of the Agricultural Machinery Quality Certification Center of the Institute of Agricultural Machinery and the VILAS.019 Agricultural Machinery Laboratory of the Institute of Agricultural Machinery, located in Trau Quy, Gia Lam, Hanoi;

d- Center for Agricultural Product Quality Inspection and Standardization, located in Hanoi;

e- Center for Water and Soil Machinery and Irrigation Mechanization Research;

g- Prototype Manufacturing Center;

h- Business and Service Organizations: Subordinate to the Institute, established and operated in accordance with the law.

5. The Director of the Institute of Agricultural Machinery and Post-Harvest Technology shall define tasks, organize, appoint, and relieve subordinate organizations' leadership cadres in accordance with current classification levels.

Article 4- This Decision shall take effect fifteen days from the date of signature.

Article 5- The Office Head, Director of the Personnel Organization Department, heads of relevant agencies and units under the Ministry, Directors of the Institute of Agricultural Machinery, the Institute of Post-Harvest Technology, and the Institute of Agricultural Machinery and Post-Harvest Technology are responsible for implementing this decision./.
