CHARTER
VIETNAM FOUNDRY AND METALLURGY ENGINEERING SCIENCE SOCIETY
Chapter 1 PRINCIPLES AND OBJECTIVES
Article 1. The Vietnam Foundry and Metallurgy Engineering Science Society is a voluntary social-professional organization of Vietnamese citizens and organizations engaged in science and technology activities in the foundry, metallurgy, heat treatment, surface treatment, metal rolling and pressing industries. The Society voluntarily becomes a member of the Vietnam Association for Science and Technology.
Article 2. The purpose of the Society is to gather and unite members; assist each other in enhancing scientific and technological expertise and professional skills; disseminate knowledge; provide social consultation and appraisal on specialized matters to promote the industry for the service of national industrialization and modernization.
Article 3. The Society operates nationwide; adheres to state laws. The Society has legal personality, its own seal, and a separate bank account. The Society publishes its own journal and operates according to the law. The headquarters of the Society is located in Hanoi.
Chapter 2 TASKS
Article 4. The Society has the following main tasks:
1. To gather and unite individuals engaged in science and technology activities in the foundry, metallurgy, heat treatment, surface treatment, metal rolling and pressing industries, etc.
2. To assist and support each other in enhancing professional skills, encourage creative activities, and promote the application of scientific and technological advancements in production and daily life.
3. To disseminate professional knowledge.
4. To provide social consultation and appraisal on science and technology and socio-economic issues of the industry. To propose scientific and technological and socio-economic measures to develop the industry.
5. To carry out economic and technical activities in accordance with current laws.
6. To cooperate internationally with specialized societies and corresponding international organizations in accordance with the law.
Chapter 3 MEMBERS
Article 5. Vietnamese citizens residing in Vietnam and Vietnamese citizens residing abroad who work in the foundry, metallurgy, heat treatment, surface treatment, metal rolling and pressing industries, etc., or related fields, agree with the Society's statutes, have enthusiasm for working for the Society, and voluntarily apply to join the Society may be admitted as members of the Vietnam Foundry and Metallurgy Engineering Science Society. The Society has individual members, organizational members, and supporting members.
- Individual members are Vietnamese citizens who voluntarily work for the Society, agree with the Society's statutes, submit an application to join the Society, and are admitted into the Society. - Organizational members are management agencies, scientific and technological agencies, educational and training institutions, production and business establishments in the foundry and metallurgy sector, who voluntarily work for the Society, agree with the Society's statutes, and are admitted into the Society upon submission of an application by their head. - Supporting members include Vietnamese citizens, Vietnamese citizens residing abroad who agree with the Society's statutes and actively support the Society's activities and are recognized as supporting members. Supporting members do not participate in elections or nominations for positions in the Society's leadership body or vote on Society matters. The Central Executive Committee of the Society specifies detailed procedures for admitting members.
Article 6. Members have the right to:
- Discuss and vote on all matters of the Association, elect and run for positions in the Association's leadership bodies, participate in the Association's organizations. - Depending on specific conditions and capabilities, the Association assists and supports members, enhances and improves professional expertise to implement research projects and inventions. - Enjoy spiritual and material benefits as stipulated by the Association. - Participate in other Associations. - Have the right to request withdrawal from the Association.
Article 7. Members have the duty to:
- Respect the Charter of the Association, implement decisions and resolutions of the Association, promote the influence of the Association, protect and enhance the reputation of the Association, and develop new members. - Participate in the activities of the Association, pay membership fees fully.
Chapter 4 ORGANIZATION AND PRINCIPLES OF OPERATION

Article 9. The organization of the Association includes:
At the Central level: Vietnam Foundry and Metallurgy Science and Technology Association At provincial level (hereinafter referred to as province): Province Foundry and Metallurgy Science and Technology Association At grassroots level: Specialized Branches. Article 13. Duties of the Chairman and Deputy Chairmen

Article 14. The Central Office of the Association.
The Association's Office has the following responsibilities and authorities: - Implementing resolutions and decisions of the Central Executive Committee and the Standing Committee of the Association. - Ensuring internal information flow within the Association and its working relations with external agencies. - Managing administrative and archival work of the Association. Article 15. Duties and Authorities of the Secretary-General:
The Secretary-General is a full-time staff member of the Association assisting the Chairman in managing all Association office work. Article 18. The finance and assets of the Association are managed under the state financial system.
Chapter 6 REWARDS AND DISCIPLINARY MEASURES
Article 19. Members or collaborators of the Association who achieve outstanding results in Association work or in scientific and technical activities will be commended by the Association or the Association may propose commendation by competent state agencies. Forms of commendation are determined by the Standing Committee.
Article 20. Members violating the Charter seriously or damaging the reputation of the Association will be subject to disciplinary measures ranging from criticism, warning to expulsion from the Association.
Forms of discipline are determined by the Standing Committee.
Chapter 7 EFFECTIVE IMPLEMENTATION
Article 21. This Charter comprises VII Chapters and 22 Articles, which were adopted by the National Congress of the Vietnam Foundry and Metallurgy Science and Technology Association on June 27, 2003, and becomes effective upon approval by the Ministry of Home Affairs.
Article 22. Only the National Congress of the Association has the right to amend this Charter.
