Pursuant to the Government Decree No. 140/2003/NĐ-CP dated November 20, 2003 on the functions, tasks, powers, and organizational structure of the Government Cryptographic Office;
Pursuant to Decree No. 31/2005/NĐ-CP dated March 11, 2005 of the Government on production and supply of public goods and services;

Article 1. The following tasks in the cryptographic sector are part of the national defense and security tasks:
Advising, designing, and constructing systems to ensure information safety and confidentiality for agencies and units; designing and constructing infrastructure for cryptographic security; importing and exporting specialized cryptographic equipment; cooperating in training, scientific research, and technology transfer in cryptography.
Article 2. The Government Cryptographic Office shall be responsible for organizing the implementation of the tasks specified in Article 1 of this Decision in accordance with current regulations.
Article 3. The Ministries of Finance, Planning and Investment and relevant agencies shall be responsible for coordinating with the Government Cryptographic Office in implementing this Decision.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Chairman of the Government Cryptographic Office and the Heads of relevant agencies are responsible for enforcing this Decision./.
