CIRCULAR
Guidelines for managing, using, and settling accounts for the budget of the 2006 National Rural, Agricultural, and Fisheries Census
Based on Decree No. 221/2013/NĐ-CP dated December 30, 2013 of the Government stipulating the system of applying administrative handling measures for placement in compulsory drug rehabilitation facilities (hereinafter referred to as Decree No. 221/2013/NĐ-CP);
Pursuant to Decision No. 188/2005/QĐ-TTg dated July 26, 2005 of the Prime Minister on organizing the 2006 National Rural, Agricultural, and Fisheries Census;
The Ministry of Finance guides the content of expenditures, management, use, and settlement of accounts for the budget of the 2006 National Rural, Agricultural, and Fisheries Census as follows.
This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.
1. The budget for implementing the 2006 National Rural, Agricultural, and Fisheries Census shall be guaranteed by the central government budget and allocated by the Prime Minister within the state budget estimate of the General Statistics Office for 2006.
2. Within the allocated state budget expenditure plan for the census budget, the General Statistics Office is responsible for allocating funds to its subordinate units to organize and implement the census.
3. Upon completion of the census, all units must settle accounts for the funds used in accordance with the current financial management regulations.
II. SPECIFIC PROVISIONS
1. Expenditure items include:
a) Costs for developing plans, forms, procedures, and guidance materials for the survey;
b) Costs for translating and compiling foreign materials serving the census (if any);
c) Costs for training survey staff;
d) Costs for activities of the Survey Steering Committees at various levels;
đ) Costs for propaganda work related to the survey at various levels;
e) Costs for printing, transporting survey forms, and other materials serving the survey;
g) Costs for drawing maps of survey areas deemed necessary by the General Statistics Office;
h) Costs for compiling lists of survey units;
i) Costs for hiring ethnic language interpreters and guides in survey areas;
k) Costs for travel expenses for civil servants participating in the census;
l) Costs for hiring surveyors and data collectors;
m) Costs for office supplies serving the census;
n) Costs for preliminary data compilation at district and provincial levels;
o) Costs for processing survey results and preparing reports on survey outcomes;
p) Costs for publishing survey results for required recipients;
q) Costs for storing survey forms;
r) Costs for summarizing and rewarding;
s) Other costs directly related to the census.
2. Specific expenditure rates:
The expenditure rates and financial management systems for the census shall be implemented according to the current regulations set by the competent authority; some specific expenditure rates are detailed as follows:
a) Regarding travel and conference fees:
- For civil servants from the General Statistics Office traveling or attending training sessions organized by the General Statistics Office in provinces and centrally-administered cities to serve the survey, the reimbursement for travel and conference expenses shall be carried out according to the rates specified by the General Statistics Office based on the provisions of Circular No. 118/2004/TT-BTC dated December 8, 2004 of the Ministry of Finance regarding travel and conference expense regulations for administrative agencies and public service organizations nationwide.
- For civil servants from localities traveling or attending training sessions organized by localities to serve the survey, the reimbursement for travel and conference expenses shall be carried out according to the rates specified by the People's Committee Chairmen of provinces and centrally-administered cities based on the provisions of Circular No. 118/2004/TT-BTC dated December 8, 2004 of the Ministry of Finance.
- In cases where civil servants travel to supervise at grassroots level without meeting the conditions for travel expense reimbursement but spend a minimum of six hours per day at the grassroots level, they may be reimbursed up to a maximum of 20,000 VND per person per day for travel in highland, border, and island regions. For other regions, the specific reimbursement rate shall be determined by the General Statistics Office within the allocated budget.
When implementing this fixed-rate reimbursement, civil servants shall not be reimbursed for travel expenses and fixed-rate reimbursements as stipulated in Circular No. 118/2004/TT-BTC dated December 8, 2004 of the Ministry of Finance.
b) Costs for developing census plans: 1,000,000 VND per plan;
c) Costs for professional seminars and expert consultations on plans, forms, and survey procedures: the cost per participant is as follows:
- Chairperson of the seminar: 100,000 VND per seminar;
- Secretary of the seminar: 70,000 VND per seminar;
- Participant in the seminar: 50,000 VND per seminar.
d) Costs for printing guidance materials, survey forms, and fieldwork manuals for surveyors:
Printing of these materials, forms, and manuals for surveyors must be conducted through open bidding in accordance with current regulations.
đ) Rates for honoraria for trainers participating in survey training:
- Trainers and lecturers who are leaders at the Bureau, Department, Institute level, professors, doctors, senior specialists, Provincial Party Committee members, heads of provincial-level Departments, and equivalent positions: 150,000 VND per session.
- Trainers who are deputy heads of provincial-level Departments and mid-level specialists from ministries and central agencies, and provincial-level specialists: 100,000 VND per session;
- Trainers and lecturers who are county-level officials: 70,000 VND per session.
e) Costs for survey work:
- For individuals not receiving salary from the state budget participating in survey work, they will be compensated at a rate of 30,000 VND per person per day.
- Costs for hiring ethnic language interpreters兼任向导的费用为每人每天30,000盾(如有)。
- 聘请非翻译的向导费用为每人每天20,000盾。
- 对于加班或额外工作的情况,根据现行规定并基于单位领导批准的加班或额外工作考勤表进行加班费或额外工作费的报销。
3. Allocation, budgeting, and settlement of accounts for funds:
a) Allocation and budgeting of census funds:
The General Statistics Office is responsible for allocating census funds to its subordinate units together with the regular operating budget for 2006 within the allocated state budget for the census to organize and implement it.
b) Upon completion of the census: The General Statistics Office is responsible for reporting and settling accounts for the survey budget together with the administrative management budget settlement according to current regulations.
III. IMPLEMENTATION
1. The General Statistics总局负责指导和实施根据现行财政支出制度和本通函的规定于2006年进行的农村、农业和渔业普查,其预算范围依据财政部2005年11月10日第4059号决定和2006年2月9日第1675号公文关于国家预算收支计划和2006年国家预算分配审查的指示。
2. This Circular shall take effect fifteen days from the date of publication in the Official Gazette.
3. In case of difficulties during implementation, units are requested to report to the Ministry of Finance for consideration and appropriate resolution.
