Pursuant to the Government Decree No. 178/NĐ-CP dated December 3, 2007, stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS;

Pursuant to the Prime Minister's Decision No. 755/QĐ-TTg dated June 17, 2008, regarding the transfer of VietNamNet Online Newspaper to the Ministry of Information and Communications;

At the proposal of the Editor-in-Chief of VietNamNet Online Newspaper and the Director of the Personnel Department,

DECISION:

Article 1. Position and Functions

VietNamNet Online Newspaper is a public service unit under the Ministry of Information and Communications, performing the function of providing information and propaganda on the Party's guidelines and State laws; contributing to education, raising the cultural level of the people, serving the spiritual life of Vietnamese people; at the same time, it is an important channel for providing truthful information about the management activities of the Ministry of Information and Communications.

Trade name: VietNamNet Newspaper

English trade name: VietNamNet

VietNamNet Online Newspaper is a public service unit with income, operating according to the Law on Press and other relevant regulations, having legal personality, its own seal and bank account, implementing financial mechanisms for self-financing public service units in accordance with the provisions of the law, with its main office located in Hanoi City.

b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;

VietNamNet Online Newspaper (hereinafter referred to as the Newspaper) has the following tasks and powers:

1. Implementing the objectives, purposes, and target audience as specified in the business license; Building and submitting to the Minister for approval planning and development plans and other activities of the Newspaper in accordance with the law and organizing their implementation after approval;

2. Providing timely and accurate information on political, economic, social, cultural, educational, sports, entertainment, scientific and technological activities both domestically and internationally; Propagating and disseminating the Party's policies, guidelines, and State laws in accordance with the objectives and purposes and in compliance with the laws on press;

3. Presenting current situations and solutions to guide public opinion through the Newspaper's articles; Publishing readers' opinions, exercising freedom of speech, raising the cultural level of the people in accordance with the Law on Press and other relevant laws;

4. Organizing the editing, publication, and distribution of VietNamNet Online Newspaper, VietNamNet TV channel, e-CHIP magazine in accordance with the provisions of the business license and the laws on press; publishing additional publications of the Newspaper (with permission from the competent authority);

5. Actively organizing production and business services related to creating additional revenue in accordance with the law, including:

- Production and provision of mobile network and Internet content and services;

- Advertising, market research, marketing, and public relations (PR) services;

- Publication distribution services (books, periodicals);

- Training services;

- Other related services consistent with the functions and tasks of the Newspaper as prescribed by law;

6. Participating in training, capacity building, and enhancing the professional skills of reporters, editors, technical staff, and other specialized positions of the Newspaper to meet assigned requirements;

7. Organizing seminars and roundtable discussions in the field of communication in accordance with the law;

8. Participating in international cooperation activities in fields within the scope of professional expertise in accordance with the laws on press and publication and the delegation of the Minister;

9. Being able to form joint ventures and associations with domestic organizations and individuals to organize other service activities to create additional revenue, preserve and develop allocated resources, meet societal needs, and be consistent with the functions and tasks of the Newspaper, reporting to the Ministry of Information and Communications for comments before implementation;

10. Implementing financial management mechanisms for public service units with income; Managing cadres, civil servants, employees, and documents in accordance with the law and the delegation of the Minister;

11. Deciding to send cadres, civil servants, and employees of the unit abroad for work and study to improve professional skills in accordance with the law and the delegation of the Minister;

12. Exercising other rights and enjoying benefits concerning the capital and assets of the Newspaper in accordance with the law.

13. Perform other tasks assigned by the Minister.

đ) Based on the regulations on the delegation of organizational and cadre management, the Director of the Department decides or submits to the competent authority for decisions regarding the appointment and dismissal of heads and deputy heads of units under the Department according to the position standards set by the provincial people's committee;

1. Leadership

VietNamNet Online Newspaper has an Editor-in-Chief and Deputy Editors-in-Chief:

- The Editor-in-Chief manages and directs the Newspaper, being responsible to the Minister and the law for all aspects of the Newspaper's operations in fulfilling the tasks and powers stipulated in this Decision;

- Deputy Editors-in-Chief assist the Editor-in-Chief and are responsible to the Editor-in-Chief for the tasks assigned to them.

2. Organizational Structure:

The organizational structure of VietNamNet Online Newspaper includes:

d. Business and Advertising Department

2.2 Specialized Units:

a. Editorial Board

b. Editorial Office Secretariat

c. VietNamNet News Center

d. VietNamNet TV Center

2.3 Representative Offices and Permanent Offices:

a. Representative Office in Ho Chi Minh City

b. Representative Office in Da Nang

c. Representative Office in Nghe An

d. Representative Office in Thua Thien-Hue

e. Representative Office in Khanh Hoa

2.4 Affiliated Organizations:

a. e-CHIP Magazine

b. Entertainment Communication Center

c. Mobile Communication Center

d. Communication Training Center

Representative offices and permanent offices of the Newspaper and affiliated organizations have separate seals for transactions in accordance with the law.

The Editor-in-Chief determines the accounting methods of affiliated organizations in accordance with the law. The functions, tasks, powers, and working relationships of specialized units, representative offices, and permanent offices within the organizational structure of the Newspaper are decided by the Editor-in-Chief.

3. Staffing

The staffing of the Newspaper is established by the Editor-in-Chief and submitted to the Minister of Information and Communications for approval.

Article 4. Effective date

This Decision shall take effect fifteen (15) days from the date of publication in the Official Gazette. Previous provisions contrary to this Decision are abolished.

Article 5. Responsibilities for Implementation

The Director of the Office, the Head of the Cadre Organization Department, the Editor-in-Chief of VietNamNet Electronic Newspaper, and the Heads of agencies and units under the Ministry of Information and Communications are responsible for implementing this Decision./.
