Issuing standards for the import, export, and storage of rice seeds and corn seeds managed by the Ministry of Agriculture and Rural Development

Pursuant to Decree No. 17/2004/PL-UBTVQH11 dated April 29, 2004 of the Standing Committee of the National Assembly on the National Reserve;
Pursuant to Decree No. 196/2004/NĐ-CP dated December 2, 2004 of the Government detailing the implementation of the Decree on the National Reserve;
Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development; and Decree No. 75/2009/NĐ-CP dated September 10, 2009 of the Government amending Article 3 of Decree No. 01/2008/NĐ-CP dated January 3, 2008 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Circular No. 143/2007/TT-BTC dated December 3, 2007 of the Ministry of Finance guiding the implementation of Decree No. 196/2004/NĐ-CP dated December 2, 2004 of the Government;
Pursuant to the appraisal opinion of the State Budget Estimate Council of the Ministry of Finance regarding the standards for the import, export, and storage of rice and corn seeds managed by the Ministry of Agriculture and Rural Development at Circular No. 11419/BTC-TCDT dated August 27, 2010;
The Ministry of Agriculture and Rural Development hereby stipulates the standards for the import, export, and storage of rice and corn seeds managed by the Ministry of Agriculture and Rural Development as follows:
Article 1. Attached to this Circular is a system of detailed standard lists for the import, export, and storage of rice and corn seeds managed by the Ministry of Agriculture and Rural Development (including six detailed appendices).
Article 2. The issued standards shall be applicable for the years 2010 and 2011. The implementation of the standards for the year 2011 shall be adjusted according to the average price increase or decrease index of products, goods, and services published by the General Statistics Office in 2010.
Article 3. Units responsible for seed reserves shall base their operations on the storage standards set forth in this Circular and the provisions of Decision No. 21/2006/QĐ-BTC dated April 3, 2006 of the Minister of Finance on the regulations for the establishment, issuance, and management of storage standards for national reserve goods, to guide and organize the implementation thereof without exceeding the prescribed standards.
Article 4. This Circular shall take effect forty-five days from the date of signature. The Directors of units assigned the task of managing state reserves of rice and corn seeds and the Heads of units related to the management of national reserve goods shall be responsible for organizing its implementation./.
