||| Pursuant to the Law on Organization of the Government dated June 19, 2015; Law Amending and Supplementing Certain Provisions of the Law on Government Organization and the Law on Local Administration dated November 22, 2019;
Pursuant to the Law on People's Police dated November 20, 2018; Circular detailing certain provisions of the Law on Fire Prevention, Combating, Rescue and Evacuation and the Government Decree No. 105/2025/NĐ-CP dated May 15, 2025 detailing certain provisions and implementation measures of the Law on Fire Prevention, Combating, Rescue and Evacuation.
The Government promulgates this Decree on regulations regarding entry, exit, and residence policies for foreigners at the International Financial Center in Vietnam.
The Government issues this Decree "7. A flexible power plant is a thermal power plant using reciprocating internal combustion engines (RICE) or aeroderivative gas turbines (Aero-GT) with fast start-up capabilities, designed in modular form to generate electricity for balancing capacity and maintaining power system stability."2019 of the Government detailing and implementing certain provisions of the Law on People's Police. the 6 year Article 1. 1. Supplementing Article 2a after Article 2 as follows:
Article 2a. Early promotion to general rank
"The criteria and standards for outstanding achievements in national security protection, maintaining public order and safety, fighting crime and law violations, building the People's Police, scientific research, work, and study for early promotion to general rank as stipulated in Clause 1, Article 23 of the Law on People's Police are specified as follows:
1. People's Police officers may be considered for early promotion to general rank if they have achieved outstanding results in national security protection, maintaining public order and safety, fighting crime and law violations, building the People's Police, scientific research, work, and study and have been awarded one of the following honors (excluding awards based on years of service and contributions):
a) Orders: Golden Star Order; Ho Chi Minh Order; Independence Order, First Class, Second Class, Third Class; Military Merit Order, First Class, Second Class, Third Class; Labor Order, First Class, Second Class, Third Class; National Defense Order, First Class, Second Class, Third Class; Combat Merit Order, First Class, Second Class, Third Class;
2. During the tenure of a position, early promotion to a higher rank can only be considered once, and the award of the order must occur within the current rank's term.
b) State Honorary Titles: Hero of the People's Armed Forces; Hero of Labor.
3. The period for early promotion to general rank shall not exceed twelve months and shall be determined by the competent authority when examining specific cases based on the level of achievement and the scope of influence of the awards to decide the appropriate time for early promotion to general rank."
Article 3a. Maximum age limit for female police officers with the rank of Senior Lieutenant Colonel, Colonel; male police officers with the rank of Colonel, general; and police workers
2. Supplement Article 3a following Article 3 as follows:
"1. From August 15, 2023 to December 31, 2023, the maximum age limit for female police officers with the rank of Senior Lieutenant Colonel is 56 years old; from January 1, 2024, it will increase by four months each year until reaching 58 years old in 2029 according to the following schedule:

The comparison of the date of birth of female police officers with the rank of Senior Lieutenant Colonel with the maximum age limit prescribed in this clause shall be made according to Appendix I attached to this Decree. |
2. From August 15, 2023 to December 31, 2023, the maximum age limit for male police officers with the rank of Colonel, general is 60 years 9 months, and for female police officers with the rank of Colonel is 56 years old; from January 1, 2024, it will increase by three months each year for males until reaching 62 years old in 2028 and by four months each year for females until reaching 60 years old in 2035 according to the following schedule:

3. From August 15, 2023 to December 31, 2023, the maximum age limit for male police workers is 60 years 9 months, and for female police workers is 56 years old; from January 1, 2024, it will increase by three months each year for males until reaching 62 years old in 2028 and by four months each year for females until reaching 60 years old in 2035 according to the following schedule:

4. As of August 15, 2023, female police officers with the rank of Senior Lieutenant Colonel, Colonel, male police officers with the rank of Colonel, general, and police workers currently working shall apply the regulations on the maximum age limit according to the Law amending and supplementing certain provisions of the Law on People's Police and Decree No. 135/2020/NĐ-CP dated November 18, 2020 of the Government on retirement age."
3. Amending Point b Clause 1 Article 12 as follows:
"b) Male aged 55 to under 62 years old, female aged 50 to under 60 years old, and having at least 20 years of social insurance contributions but not falling under the circumstances stipulated in Point a Clause 1 of this Article, but due to changes in organizational structure, the People's Police no longer has the need to arrange employment;"
4. Amending Clause 3 Article 14 as follows:
"3. Officers specified in Clause 1 of this Article may be extended their service age one or more times, each extension not exceeding two years (24 months), with the total extension time not exceeding five years (60 months)."
Abolishing Article 11 of Decree No. 49/2019/NĐ-CP dated June 6, 2019 of the Government detailing and implementing certain provisions of the Law on People's Police.
Article 2. This Decree takes effect from August 15, 2023.
Article 3. Effectiveness
1. The Minister of Public Security is responsible for guiding the implementation of this Decree.
Article 4. Responsibilities for Implementation
1. The Minister of Public Security is responsible for guiding the implementation of this Decree.
2. Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial and centrally-administered city People's Committees are responsible for implementing this Decree./.
