ON PROVIDING SUBSIDIES TO RURAL OFFICIALS IN MOUNTAINOUS AREAS AND DIFFICULT AREAS
PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to the proposal of the Minister, Head of the Personnel - Cadres Board of the Government,
DECISION:
Article 1. Each month, additional subsidies shall be provided for 16 officials currently engaged in party work, administrative work, and mass organizations in mountainous communes and communes with insufficient revenue to cover the allowances for officials currently receiving an average allowance below 40,000 VND/month, as follows:
Secretary of the Party Committee, Chairman of the People's Council of the Commune: 60,000 VND/month,
Deputy Secretary, Deputy Chairman of the Commune: 50,000 VND/month
Other positions: 40,000 VND/month.
Article 2. For retired commune officials who are elderly and have been retired according to Decision No. 130-CP dated June 20, 1975 of the Council of Ministers and Decision No. 111-HĐBT dated October 13, 1981 of the Council of Ministers, additional subsidies will be provided up to the following levels:
Secretary of the Party Committee of the Commune, Deputy Secretary, Chairman, Deputy Chairman of the People's Council of the Commune: 30,000 VND/month.
Other positions: 20,000 VND/month.
Communes that have already paid the full subsidy level as prescribed above shall not be entitled to additional allowances.
Article 3. The Chairman of the People's Committee of the province directly under the Central Government shall decide the number of communes in the province eligible to receive the prescribed subsidy, with the subsidy funds to be covered by the provincial budget. Communes that have implemented Decision No. 72-HĐBT dated March 13, 1990 of the Council of Ministers shall not be entitled to additional subsidies under this Decision.
Article 4. This Decision takes effect from January 1, 1993.
Article 5. Chairmen of the People's Committees of provinces having mountainous communes and difficult communes are responsible for implementing this Decision.
The Minister, Head of the Personnel - Cadres Board of the Government and the Minister of Finance shall provide guidance and report the results to the Prime Minister./.
