DIRECTIVE NO. 570-TTr OF MAY 15, 1992 OF THE MINISTRY OF CULTURE - INFORMATION AND SPORTS GUIDING THE IMPLEMENTATION OF DIRECTIVE NO. 551/CT-TTr OF MARCH 16, 1992 ON INSPECTION WORK IN 1992 AND SUBSEQUENT YEARS IN THE FIELD OF CULTURE - INFORMATION AND SPORTS

 To implement Directive No. 551-CT-TTr dated March 16, 1992 of the Minister of Culture - Information and Sports on inspection work in 1992 and subsequent years, the Ministry's Inspectorate requests to guide the following points:

I. REGARDING THE ORGANIZATION OF THE INSPECTION BODY

For the Ministry's Inspection Body as specified in the directive:

For the Inspection Body of the Department, based on Article 19 of the Inspection Ordinance, Decree No. 144-HĐBT dated June 30, 1990 of the Council of Ministers and Circular No. 124-TT-TTg dated July 18, 1991 of the State Inspectorate, the Department shall establish a specialized inspection body with its own staffing and seal.

It is requested that Departments promptly stabilize their organization and report to the Ministry the list of inspectors of the Department in the third quarter of 1992.

For units under the Ministry where people's inspection committees have been established, review according to the spirit of Decree No. 241-HĐBT dated August 5, 1991 of the Council of Ministers. Where such committees have not been established, elect them through workers' and staff congresses (based on Chapter III of this decree).

Report the list of heads and deputy heads of people's inspection committees to the Ministry's Inspectorate before September 30, 1992. On this basis, the Ministry's Inspectorate will organize training for people's inspectors in the third and fourth quarters of 1992.

II. REGARDING THE INSPECTION PROGRAM FOR 1992

2.1 In the second quarter of 1992, the Ministry will organize a conference to summarize inspection work, promote the implementation of Decision No. 240 of the Council of Ministers, raise awareness among cadres at all levels about two ordinances issued by the State Council: the Inspection Ordinance and the Ordinance on Citizens' Complaints and Accusations.

Units under the Ministry are required to conduct a preliminary summary and evaluation of achievements and shortcomings, current difficulties and obstacles, and recommendations in implementing Decision No. 240 of the Council of Ministers regarding the struggle against corruption.

Reports should be sent to the Ministry's Inspectorate in May and June 1992.

2.2 Film industry inspection:

The Ministry's Inspectorate will coordinate with the Ministry of Finance and the Ministry of Home Affairs to conduct financial inspections of the film industry for the three years 1989, 1990, and 1991 from March to June 1992.

By the fourth quarter of 1992, the Ministry's Inspectorate will send an inspection team to the Department of Culture, Information, and Sports in Hai Phong to examine the situation of the film and video industries.

It is requested that the Director of the Department of Culture, Information, and Sports instruct the Department's Inspectorate to inspect one unit within the Department after the inspection report is submitted to the Ministry's Inspectorate. Local film companies and video companies are urged to self-inspect four issues mentioned in the directive over the period of 1989, 1990, and 1991.

Regarding the video film situation, provide information on any local regulations outside those of the Ministry, local experiences, and recommendations to enhance practical effectiveness in managing this field.

2.3 Inspection of book and newspaper publishing activities:

In May 1992, the Ministry directed the inspection to improve the organization of the publishing and press sectors.

After the organization of the publishing and press sectors has been improved, the Ministry's Inspectorate will coordinate with the Publishing Bureau to form an inspection team to inspect two to three publishing houses under various ministries and departments in Hanoi and Ho Chi Minh City. The goal of these inspections is to assess good practices and violations in the operations of the publishing houses, identify causes, and propose measures to address violations.

Departments of Culture, Information, and Sports should base on their functions and powers stipulated by the Inspection Ordinance to organize inspections of publishing houses under their management. The content of the inspections has been outlined in Directive No. 551 of the Ministry.

Plans and results of inspections need to be reported to the Ministry in October 1992.

2.4 Construction project inspection:

In addition to the points guided in the Ministry's directive for units to self-inspect, the Ministry's Inspectorate requires units with construction projects (or upgrades, renovations...) to compile statistics according to the form below and submit to the Ministry's Inspectorate in the third quarter of 1992. Based on this, the Ministry's Inspectorate will carry out spot checks on key projects.

In May 1992, the Ministry will coordinate with the Radio and Television Bureau and the Association of Science and Production of Radio and Television to inspect construction projects and satellite head installation; Inspect the Guest House No. 6 Giang Vo project.

In the third and fourth quarters, the Ministry's Inspectorate will coordinate with the Planning Department, the Financial Accounting Department, and related sectors to inspect two to three large-scale construction projects such as the Puppet Theater, Can Tho Television Station...

2.5 Inspection of the implementation of the ordinance on the protection of historical sites and scenic spots

Due to insufficient understanding, there is currently a situation where historical sites and scenic spots are being destroyed due to stone mining... the situation of tomb excavation and gold-seeking activities, theft of antiques at architectural temples and pagodas... is increasing.

The condition of historical sites deteriorating is becoming widespread, although the Ministry and localities have taken measures to overcome many difficulties; Around the issue of utilizing historical sites and scenic spots, there are many different views and opinions on approval, decision-making, and funding.

Conducting inspections and making recommendations for the Ministry to formulate new policies and measures is very necessary. In the fourth quarter of 1992 and the first quarter of 1993, the Ministry's Inspectorate will coordinate with the Preservation and Museum Department and other relevant agencies to form one to two inspection teams to check the implementation of the ordinance on protecting historical sites and scenic spots in provinces such as Ha Bac, Nam Ha, and Hanoi city.

Departments of Culture, Information, and Sports should develop plans to inspect the implementation of the ordinance in their locality and report the results to the Ministry in the fourth quarter of 1992.

2.6 Inspection of mountain culture:

In 1992, the Ministry's Inspectorate will coordinate with the Department of Mass Culture and the Department of Ethnic Culture to inspect and grasp the actual situation of cultural life among ethnic minorities in order to make specific recommendations to the Ministry's leadership for subsequent steps in the following years:

The implementation of this directive must be linked to the implementation of Decision 240-HĐBT dated June 26, 1990 of the Council of Ministers on combating corruption. It is requested that Departments and units under the Ministry base their activities on these guidelines to develop specific programs for implementation within their respective units and localities.
