Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 45/2003/NĐ-CP dated May 9, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;

Article 1. The Planning-Finance Department under the Ministry of Home Affairs is hereby established.
Article 2. The Minister of Home Affairs shall specify in detail the functions, tasks, powers, and organizational structure of the Planning-Finance Department.
Article 3. This Decision takes effect fifteen days from the date of signature.
The Minister of Home Affairs, the Minister of Planning and Investment, the Minister of Finance, and the heads of relevant agencies are responsible for implementing this Decision./.
