DECREE

PURSUANT TO THE PRIME MINISTER’S DECREE NO. 577/TTG
DATED NOVEMBER 27, 1957 ESTABLISHING IDENTITY CARDS AND
REGULATING THE ISSUANCE OF IDENTITY CARDS

PRIME MINISTER

To meet the people's desire for a formal identification certificate to facilitate daily transactions and to assist in maintaining public order and security.

At the proposal of the Ministers of the Ministry of Interior and the Ministry of Public Security.

DECREE

Article 1: Now establish "Identity Cards" to certify the identity of each individual in daily transactions between individuals and between individuals and state agencies. The content and size of the Identity Card shall be according to the uniform model attached to this Decree.

Article 2: Identity Cards will be issued to all Vietnamese citizens aged 18 years and above. Government officials and employees will also be issued Identity Cards. Active military personnel will have separate Identity Cards issued by the military.

Persons suffering from mental illness will not be issued Identity Cards.

Article 3: Identity Cards will be issued by the Administrative Committee of the city or the Administrative Committee of the province. The Administrative Committee of the city or the Administrative Committee of the province may delegate the head of the same-level public security agency to perform this issuance.

Article 4: An Identity Card is valid for a period of five years. Upon expiration, a new card must be applied for.

Article 5: The person receiving an Identity Card must return the cost of the card and printing fees as determined by the Administrative Committee of the city or province to the issuing authority.

Article 6: Those who falsely declare their identity to obtain an Identity Card, forge an Identity Card, alter, tamper with an Identity Card for fraudulent purposes, lend, rent, sell an Identity Card, and those who use another person’s Identity Card will be prosecuted under the law.

Those who lose their Identity Card must report it to the Administrative Committee or public security agency within 24 hours. Those who find another person’s Identity Card must hand it over to the nearest Administrative Committee or public security agency.

Article 7: The issuance of Identity Cards will initially be implemented in cities, towns, and market towns; when conditions permit, it will be extended to rural areas. AT In places where the issuance of Identity Cards has not yet been implemented, citizens will use voter cards or certificates of introduction issued by the local Administrative Committee for daily transactions.

Article 8: The Ministers of the Ministry of Interior and the Ministry of Public Security are responsible for implementing this Decree.
