Regarding the issuance of criteria and classification lists for state-owned enterprises and State Corporations

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

To implement the Resolution of the 3rd Plenary Session of the Central Committee of the Communist Party of Vietnam, Term IX, on continuing to restructure, renovate, develop, and enhance the efficiency of state-owned enterprises;

At the proposal of the Minister of Planning and Investment.

DECISION:

Article 1. The criteria and classification lists for state-owned enterprises and State Corporations are hereby issued together with this Decision.

Article 2. The objects subject to this Decision include independent state-owned enterprises, member enterprises of State Corporations, and existing State Corporations.

Article 3. This Decision shall take effect fifteen days from the date of issuance. Previous regulations that conflict with the criteria and classification lists for state-owned enterprises and State Corporations issued together with this Decision shall be abolished.

Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally governed cities, and the Chairman of the Board of Directors of State Corporation 91 shall be responsible for developing comprehensive restructuring plans for state-owned enterprises and State Corporations under their management based on this Decision, and submitting them for approval by the Prime Minister.

The Steering Committee for Enterprise Renewal and Development shall monitor and urge ministries, sectors, localities, and State Corporation 91 to develop and implement comprehensive restructuring plans for state-owned enterprises that have been approved in accordance with the set schedule.
