Decree No. 58/2006/NĐ-CP adjusts the administrative boundaries of some communes, wards, and towns under the districts of Yên Hưng, Tiên Yên, Đầm Hà, Hải Hà, Uông Bí city and Hạ Long city, Quảng Ninh province. The changes include establishing new communes Đại Thành and Tân Lập, expanding the town of Đầm Hà, adjusting the administrative boundaries between administrative units, and transferring the entire natural area of some communes to other management.

Regarding the adjustment of administrative boundaries for some communes, wards, districts; establishment of communes; expansion of market towns under the districts of Yen Hung, Tien Yen, Dam Ha, Hai Ha,

THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Adjusting the administrative boundaries of some communes, wards, districts; establishing communes; expanding market towns under the districts of Tien Yen, Dam Ha, Hai Ha, Yen Hung, Uong Bi town and Ha Long city, Quang Ninh province as follows:
DECREE:
Clause 4 of Article 6
1. Adjusting the administrative boundary of Dai Duct commune to establish Dai Thanh commune under Tien Yen district.
- Adjusting 2,058.60 hectares of natural area and 1,193 population of Dai Duct commune to establish Dai Thanh commune.
Dai Thanh commune has 2,058.60 hectares of natural area and 1,193 population.
The administrative boundary of Dai Thanh commune: East borders Dai Duct commune, Tien Yen district; West borders Vo Ngai commune, Binh Lieu district; South borders Phong Du commune; North borders Tinh Huc commune, Binh Lieu district.
After adjusting the administrative boundary:
- Dai Duct commune remains with 2,560.70 hectares of natural area and 1,496 population.
- Tien Yen district has 43,759.4 hectares of natural area and 43,293 population, including 12 administrative units comprising communes: Phong Du, Hai Lang, Dong Rui, Yen Than, Tien Lang, Dong Ngua, Dong Hai, Dien Xa, Ha Lau, Dai Duct, Dai Thanh and Tien Yen market town.
2. Adjusting the administrative boundaries of Dai Binh, Dam Ha, Quang Tan, Tan Binh communes to establish Tan Lap commune and expand Dam Ha market town under Dam Ha district.
- Adjusting 2,596.12 hectares of natural area and 1,393 population of Dai Binh commune; 591 hectares of natural area and 1,952 population of Dam Ha commune to establish Tan Lap commune, Dam Ha district.
Tan Lap commune has 3,187.12 hectares of natural area and 3,345 population. The administrative boundary of Tan Lap commune: East borders Dam Ha commune, Dam Ha district; West borders Dai Binh commune, Dam Ha district; South borders the sea; North borders Quang Tan commune, Dam Ha district.

3. Adjusting the administrative boundary of Tien Toi and Quang Phong communes under Hai Ha district:
- Adjusting 30 hectares of natural area and 432 population of Tien Toi commune to be managed by Quang Phong commune.
Quang Phong commune has 7,825.3 hectares of natural area and 3,814 population.
The administrative boundary of Quang Phong commune: East borders the sea and Quang Duyen commune, Hai Ha district; West borders Tien Toi and Duong Hoa communes, Hai Ha district; South borders the sea; North borders Quang Duyen and Quang Long communes, Hai Ha district.
- Tien Toi commune remains with 396.0 hectares of natural area and 1,541 population.
- Dai Duct commune remains with 2,560.70 hectares of natural area and 1,496 population.
- Hai Ha district has 52,611.34 hectares of natural area and 50,457 population, including 16 administrative units comprising communes: Quang Duc, Quang Thanh, Quang Thang, Quang Minh, Quang Thinh, Phu Hai, Quang Chinh, Quang Trung, Cai Chien, Quang Long, Quang Duyen, Quang Son, Duong Hoa, Quang Phong, Tien Toi and Quang Ha market town.
4. Adjusting the administrative boundary of Yen Hung district and Uong Bi town; expanding Quang Yen market town under Yen Hung district:
- Adjusting the entire natural area (1,272.25 hectares) and population (1,726) of Dien Cong commune, Yen Hung district to be managed by Uong Bi town.
- Expanding Quang Yen market town based on adjusting 126.0 hectares of natural area and 1,725 population of Yen Giang commune; 397.6 hectares of natural area and 3,442 population of Cong Hoa commune to be managed by Quang Yen market town.
Quang Yen market town has 627.8 hectares of natural area and 14,290 population.
- Yen Giang commune remains with 356.1 hectares of natural area and 2,575 population.
- Dai Duct commune remains with 2,560.70 hectares of natural area and 1,496 population.
- Cong Hoa commune remains with 810.2 hectares of natural area and 7,693 population.
- Uong Bi town has 25,313.55 hectares of natural area and 97,975 population, including 11 administrative units comprising wards: Thanh Son, Bac Son, Quang Trung, Vang Danh, Trung Vuong, Nam Khe, Yen Thanh and communes: Thuan Yen Cong, Phuong Dong, Phuong Nam, Dien Cong.
- Yen Hung district remains with 31,919.34 hectares of natural area and 135,472 population, including 19 administrative units comprising: Quang Yen market town and communes: Minh Thanh, Dong Mai, Song Khoai, Cong Hoa, Tien An, Tan An, Hoang Tan, Ha An, Hiep Hoa, Yen Giang, Nam Hoa, Yen Hai, Cam La, Phong Coc, Phong Hai, Lien Hoa, Lien Vi, Tien Phong.
5. Adjusting the administrative boundary of Bai Chay, Gieng Day, Ha Kou, Hung Thang wards and Viet Hung commune under Ha Long city.
- Adjusting 114.3 hectares of natural area and 66 population of Bai Chay ward to be managed by Gieng Day ward.
- Adjusting 16.1 hectares of natural area of Bai Chay ward; 98.3 hectares of natural area and 485 population of Ha Kou ward; 52.96 hectares of natural area and 193 population of Gieng Day ward; 40.2 hectares of natural area and 12 population of Viet Hung commune to be managed by Hung Thang ward.
- Adjusting 190.2 hectares of natural area and 714 population of Viet Hung commune to be managed by Ha Kou ward.
- Bai Chay ward has 1,936.6 hectares of natural area and 15,645 population.
- Dai Duct commune remains with 2,560.70 hectares of natural area and 1,496 population.
- Gieng Day ward has 624.04 hectares of natural area and 10,055 population.
- Ha Kou ward has 920.6 hectares of natural area and 9,658 population.
- Hung Thang ward has 596.56 hectares of natural area and 5,280 population.
- Viet Hung commune has 3,169.6 hectares of natural area and 8,686 population.
- Commune Viet Hung has 3,169.6 hectares of natural area and 8,686 population.
- The city of Ha Long has an area of 21,430.58 hectares and a population of 203,731, with 20 subordinate administrative units including the wards: Hong Gai, Bach Dang, Tran Hung Dao, Yet Kieu, Ha Khanh, Cao Xanh, Cao Thang, Ha Lam, Hong Hai, Hong Ha, Ha Tu, Ha Phong, Ha Trung, Tuan Chau, Bai Chay, Gieng Day, Ha Kou, Hung Thang, and the communes: Viet Hung, Dai Yen.
Article 2.
This Decree shall take effect fifteen days after its publication in the Official Gazette. All previous regulations that conflict with this Decree are hereby abolished.
Article 3.
The Minister of Home Affairs, the People's Committee of Quang Ninh Province, and the heads of relevant agencies are responsible for implementing this Decree./.
