Pursuant to the Law on Electronic Transactions dated November 29, 2005;
Pursuant to Decree No. 26/2007/NĐ-CP dated February 15, 2007 of the Government detailing the implementation of the Electronic Transactions Law regarding digital signatures and digital signature certification services;
BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS;
At the request of the Director of the Science and Technology Department and the Director of the Information Technology Application Department,
DECISION:
Article 1. Attached to this Decision is the "List of Mandatory Standards for Digital Signatures and Digital Signature Certification Services".
Article 2. National digital signature certification service providers; public digital signature certification service providers; specialized digital signature certification service providers who have been issued certificates by the Ministry of Information and Communications confirming their compliance with security requirements for digital signatures; foreign digital signature certification service providers recognized by the Government of Vietnam must comply with the standards listed in the List of Standards issued by this Decision.
Article 3. This list of standards will be periodically reviewed, updated, amended, and supplemented in accordance with actual conditions in Vietnam.
Article 4. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
Article 5. The Head of the Office, the Director of the Science and Technology Department, the Director of the Information Technology Application Department, the Heads of agencies and units under the Ministry, relevant organizations, and individuals are responsible for implementing this Decision./.
