CIRCULAR

Measures for preventing and controlling the black-streaked dwarf disease affecting rice are stipulated.

Pursuant to Decree No. 01/2008/ND-CP dated January 3, 2008 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development; Decree No. 75/2009/ND-CP dated September 10, 2009 of the Government amending Article 3 of Decree No. 01/2008/ND-CP dated January 3, 2008 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to the Plant Protection and Quarantine Ordinance;

Pursuant to Decree No. 58/2002/ND-CP dated June 3, 2002 of the Government on the Plant Protection Regulations, Plant Quarantine Regulations, and Pesticide Management Regulations;

The Ministry of Agriculture and Rural Development stipulates measures for preventing and controlling the black-streaked dwarf disease affecting rice as follows:

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

This Circular applies to agencies, organizations, and individuals related to the implementation of measures for preventing, the black-streaked dwarf disease affecting rice.

Article 2. Support Policy for Disease Prevention and Control

Support for disease prevention, and control shall be carried out in accordance with Decision No. 1459/QD-TTg dated November 7, 2006 of the Prime Minister on support policies for preventing and controlling brown planthopper outbreaks, yellow dwarf, and leaf curl diseases affecting rice; Document No. 1486/TTg-KTN dated September 9, 2008 of the Prime Minister on adjusting the level of support for preventing and controlling brown planthopper outbreaks, yellow dwarf, and leaf curl diseases affecting rice; Document No. 291/TTg-KTN dated February 11, 2010 of the Prime Minister on support policies for preventing and controlling yellow dwarf, leaf curl, and black-streaked dwarf diseases affecting rice nationwide.

Article 3. Conditions and Authority for Declaring and Revoking Disease Outbreaks

1. Conditions for Declaring a Disease Outbreak

a) The disease occurs in a locality, with a rapid spread in scale and severity, and has the potential to cause significant damage to production;

b) There is a report on the situation of the disease outbreak from the People's Committee of the district where the outbreak occurs;

 c) There is a document requesting the declaration of a disease outbreak from the competent authority for plant protection at the local level.

2. Authority for Declaring a Disease Outbreak

The Chairman of the Provincial People's Committee issues a decision declaring a disease outbreak in the locality when all conditions specified in Clause 1 of this Article are met.

3. Revocation of Disease Declaration

After the period of declaring a disease outbreak, if the disease no longer poses a significant threat, the Chairman of the Provincial People's Committee will declare the end of the disease outbreak based on the proposal of the competent authority for plant protection at the local level.

Article 4. Responsibilities of Agencies, Organizations, and Individuals When Declaring a Disease Outbreak

1. Responsibilities of the Chairman of the Provincial People's Committee

a) Establish a Steering Committee for Disease Control;

b) Direct the agricultural sector, departments, mass organizations, relevant organizations, and individuals to implement disease control measures;

c) Organize disease control activities.

2. Responsibilities of the Steering Committee for Disease Control

a) Develop and direct the implementation of plans to contain and eradicate the disease;

b) Mobilize resources to implement disease control measures;

c) Submit to the Chairman of the Provincial People's Committee for approval of support policies for disease prevention and control in accordance with regulations.

3. Local Plant Protection Agency propose measures to eradicate the disease without allowing it to spread further and develop plans to prevent its recurrence.

4. Relevant organizations and individuals in areas affected by the disease must implement measures to eradicate the disease according to the guidelines set forth in this Circular and by the local plant protection authority.

Chapter II

MEASURES FOR PREVENTING AND CONTROLLING THE BLACK-STREAKED DWARF DISEASE AFFECTING RICE

Article 5. Disease prevention measures

1. Field sanitation

Field sanitation involves plowing and burying rice stubble immediately after harvest to prevent the development of blast disease and volunteer rice; cleaning field borders, irrigation ditches, and corn residue (pest hosts on the field). Limit volunteer rice to maximize grain yield, especially in areas where the disease has occurred.

2. Control of leafhoppers

a) Avoiding leafhoppers

Monitor light traps to determine the peak of white-backed planthopper and other harmful rice leafhopper infestations, combined with sample analysis to assess the level of virus-carrying leafhoppers. The time for transplanting seedlings, planting rice, or direct seeding may be delayed by 4 to 6 days after the peak of leafhoppers entering the light trap, if the season allows.planting rice by transplanting or direct seeding may be avoided around 4 to 6 days after the peak of the pest attracted to light traps, if the season allows.

b) Protecting seedlings

Implement concentrated seedling planting in regions, covered with nylon sheets to combine with cold protection during the Winter-Spring season and possibly shielded with dense mesh or other materials during the Summer-Autumn-Winter seasons. Do not plant seedlings near fields with existing diseases, along roadsides, or places with light sources attracting leafhoppers at night.

In areas where black-streaked dwarf disease was present in previous seasons, treat seeds with chemical or biological agents to enhance seedling resistance to leafhoppers and apply systemic insecticides to seedlings two to three days before transplanting when white-backed planthoppers are detected.

Regularly inspect fields, combining light trap monitoring to forecast leafhopper density on the field, and test samples to detect virus-carrying leafhoppers.

When the disease appears on seedlings, depending on the severity of infection, destroy the entire bed or field after spraying contact insecticides; replant seedlings if the season allows.

c) Cultivation practices

 Limit the use of rice varieties confirmed to have severe black-streaked dwarf disease, using resistant (tolerant) varieties or those with low white-backed planthopper infestation.

Apply balanced fertilization, particularly avoiding excess nitrogen fertilizer, using techniques such as "3 Reductions 3 Increases" or "Improved Intensive Rice Cultivation System" (SRI) where conditions permit to increase rice's resilience to pests. Article 6. Disease control measures

1. Controlling disease when it appears in rice

Chapter III

IMPLEMENTATION

Article 7. Responsibilities of Departments and Agencies under the Ministry of Agriculture and Rural Development

1. Plant Protection Department

a) Training plant protection officers at all levels on black-streaked dwarf disease affecting rice.

b) Strengthening the disease reporting system from grassroots level, updating daily information on the Department's electronic information website.

c) Directing provincial Plant Protection Sub-departments to intensify investigations into the progression of the disease and provide timely guidance on measures to address it.

d) Dispatching staff to assist localities in inspecting and supervising the disease situation in specific areas.

đ) Directing technical centers under the Department to closely cooperate with provincial Plant Protection Sub-departments in collecting samples and quickly identifying the pathogen causing the disease; organizing training on methods to identify and technical measures to prevent and control black-streaked dwarf disease for farmers.

e) Inspecting and urging localities to implement preventive and control measures against the disease.

g) Guiding localities in implementing support policies for disease prevention and control; coordinating with localities to assess and submit proposals to the Ministry of Agriculture and Rural Development for the implementation of support policies against the disease.

2. Directorate of Crop Production

a) Monitoring rice production situations in localities to coordinate directives on seed structure, planting seasons, and cultivation practices, advising on care measures to rapidly recover rice fields affected by the disease.

b) For rice areas that have been completely destroyed due to the disease, guiding replanting if there is still time, otherwise suggesting alternative crops.

3. Vietnam Academy of Agricultural Science

a) Directing the Plant Protection Institute to collect samples from localities for virus testing, reporting test results; leading coordination with Hanoi University of Agriculture and the Plant Protection Department to coordinate and strengthen the virus testing system.

b) Directing and coordinating member Institutes to participate in disease surveillance work in localities when required, conducting research on insecticides to control white-backed planthoppers, evaluating the resistance of rice varieties to white-backed planthoppers, selecting and creating white-backed planthopper-resistant and black-streaked dwarf disease-resistant rice varieties.

c) Promoting international cooperation in researching black-streaked dwarf disease.

4. National Agricultural Extension Center

a) Implementing information dissemination, propaganda, and training activities on the prevention and control of black-streaked dwarf disease affecting rice.

b) Developing models for preventing and controlling black-streaked dwarf disease affecting rice.

Article 8.Responsibilities of Provincial People's Committees under the Central Government

1. Proactively allocating local budget and other lawful financial sources to fund the establishment and maintenance of light trap systems; information dissemination, propaganda, training, printing of guidance materials, and disease prevention work.

2. In case of a declared epidemic, proactively allocating local funds to promptly implement disease prevention and control measures; timely compiling reports and requesting financial support from the Ministry of Finance and the Ministry of Agriculture and Rural Development (central government budget support) as prescribed.

3. Directing mass media agencies to intensify information dissemination and propaganda, helping farmers gain knowledge about detecting and controlling white-backed planthoppers and black-streaked dwarf disease affecting rice, promoting exemplary cases in disease prevention and control.

4. Strengthening field disease monitoring, assigning monitoring tasks to grassroots authorities and plant protection officers; directing the establishment and operation of light traps to forecast white-backed planthopper density.

5. Directing increased inspection and supervision of pesticide business and usage in localities, strictly prohibiting the sale of fake and substandard pesticides, price hikes, and violations of pesticide advertising regulations.

6. Promptly implementing commendation and reward activities for organizations and individuals with outstanding achievements during the period of pest control.

Article 9. Responsibilities of the Department of Agriculture and Rural Development

1. When detecting locations where black-streaked dwarf disease in rice appears, the Department of Agriculture and Rural Development shall direct the Plant Protection Sub-department of the province or centrally-administered city to have the responsibility to inspect, verify, assess the rate of infected rice, evaluate the risk of spread, and provide a basis for advising the Chairman of the People's Committee of the province or centrally-administered city to decide on declaring the disease outbreak in specific areas (village, commune). In cases of declaring the disease outbreak throughout the entire province or centrally-administered city, the Department of Agriculture and Rural Development and the Plant Protection Sub-department of the province or centrally-administered city shall urgently report to the Plant Protection Agency for joint inspection and assessment before submitting to the People's Committee of the province or centrally-administered city for consideration and declaration of the disease.

2. Direct the Plant Protection Sub-department of the province or centrally-administered city to assess the situation of pest damage to provide a basis for advising the Chairman of the People's Committee of the province or centrally-administered city to decide on revoking the declaration of the disease if there are no longer sufficient conditions for declaring the disease or the season has ended.

Chapter IV

IMPLEMENTING PROVISIONS

Article 10. Effective Date

This Circular takes effect from the date of signature. certain legal normative documents issued by the Minister of Education and Training Circular No. 17/2010/TT-BNNPTNT dated March 26, 2010, issued by the Minister of Agriculture and Rural Development guiding measures to prevent and control black-streaked dwarf disease affecting rice.

During implementation, if there are difficulties or obstacles, units shall report to the Ministry of Agriculture and Rural Development (Plant Protection Agency) for review, amendment, and supplementation./.
