Regarding the establishment of the National Financial and Monetary Policy Advisory Council

PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on the State Bank of Vietnam dated June 16, 2010;
Considering the proposal of the State Bank of Vietnam - the permanent agency of the National Financial and Monetary Policy Advisory Council,
DECISION:
Article 1. Establish the National Financial and Monetary Policy Advisory Council to advise the Government and the Prime Minister on planning and deciding important issues regarding financial and monetary policies within the tasks and powers of the Government and the Prime Minister.
Article 2. The National Financial and Monetary Policy Advisory Council shall have the following responsibilities:
1. Discussing and proposing to the Government and the Prime Minister major policies, plans, and important issues in the field of finance and money.
2. Advising the Government and the Prime Minister on decisions concerning financial and monetary policies during each period; measures for directing and managing by the Government and the Prime Minister to effectively implement the decided policies and plans.
3. Advising on certain other issues related to the implementation of financial and monetary policies when assigned by the Prime Minister.
Article 3. The National Financial and Monetary Policy Advisory Council shall operate based on advisory principles and according to the Council's Rules of Procedure stipulated by the Prime Minister.
Article 4. The composition of members of the National Financial and Monetary Policy Advisory Council includes:
1. Deputy Prime Ministers serving as Council members;
a) The Chairman of the Council is one
b) Two Vice Chairmen of the Council, with the Standing Vice Chairman being the Governor of the State Bank of Vietnam and another Vice Chairman being the Chairman of the National Financial Supervisory Commission.
c) Members are leaders of relevant Ministries, Committees, and agencies, and some experts deeply knowledgeable about the fields of finance and money.
2. Secretariat assisting the Council
a) The Council has a Secretariat that assists it on a part-time basis.
b) The Secretariat consists of the following members:
- The Secretary is the Director of the Office of the State Bank of Vietnam;
- Other members include staff from the State Bank of Vietnam and the Office of the Government.
The list of Council members and Secretariat members is promulgated in the Appendix to this Decision. The appointment and replacement of members of the National Financial and Monetary Policy Advisory Council are decided by the Prime Minister.
Article 5. This Decision takes effect from the date of signature, replacing Decision No. 175/2007/QD-TTg dated November 19, 2007, and previous documents concerning the membership of the National Financial and Monetary Policy Advisory Council.
Article 6. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of provincial People's Committees directly under the Central Government, and members of the National Financial and Monetary Policy Advisory Council are responsible for implementing this Decision./.
