CIRCULAR

Issuing technical regulations on the operation of the coastal sea wave and surface current monitoring station system using radar

Pursuant to the Law on Marine Resources, Environment, and Islands dated June 25, 2015;

Pursuant to Decree No. 40/2016/NĐ-CP dated June 15, 2015 of the Government detailing certain provisions of the Law on Marine Resources, Environment, and Islands;

On the basis of Decision No. 36/2017/NĐ-CP dated April 4, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

At the proposal of the Director General of the Vietnam Marine and Island Administration, the Head of the Science and Technology Department, and the Head of the Legal Department;

The Minister of Natural Resources and Environment issues this Circular on technical regulations for the operation of the coastal sea wave and surface current monitoring station system using radar.

Article 1. Accompanying this Circular is the "Technical Regulations on the Operation of the Coastal Sea Wave and Surface Current Monitoring Station System Using Radar."

Article 2. This Circular takes effect from January 25, 2017.

Article 3. During the implementation process, if there are difficulties or obstacles, relevant agencies, organizations, and individuals shall promptly report them to the Ministry of Natural Resources and Environment for consideration and resolution.

Article 4. Ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally-administered cities, heads of units under the Ministry of Natural Resources and Environment, and related organizations and individuals are responsible for implementing this Circular./.

PART I
GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular applies to state management agencies, organizations, and individuals involved in the operations of the coastal sea wave and surface current monitoring station system using radar.

Article 2. Applicability

1. The coastal sea wave and surface current monitoring station system using radar includes marine radar stations, low-energy-consuming marine radar stations, and control stations:

1. TELEVISION VIEWER INDEX IS THE PERCENTAGE (%) OF THE NUMBER OF HOUSEHOLDS WATCHING A TELEVISION PROGRAM CHANNEL OR A TELEVISION PROGRAM OVER THE TOTAL NUMBER OF HOUSEHOLDS WITH TELEVISION SIGNAL RECEIVERS IN THE TELEVISION VIEWER MEASUREMENT SCOPE DURING A SPECIFIED TIME PERIOD.

a) Marine radar stations are tasked with directly measuring data on waves and centripetal currents, and they use grid power;

b) Low-energy-consuming marine radar stations are tasked with directly measuring data on waves and centripetal currents, and they are installed in areas without grid power and use local power sources such as solar panels, batteries, wind power, and wave power;

c) Control stations are tasked with monitoring the activities of radar stations, receiving, storing, and processing data transmitted from radar stations.

2. Wave and current monitoring involves collecting data on direction, height, and period of waves and direction and speed of surface currents in the sea using a radar system.

3. Hazardous weather conditions refer to abnormal weather states that may cause casualties, property damage, and affect the operation of the coastal sea wave and surface current monitoring station system using radar.

3. Dangerous weather phenomena are abnormal conditions and developments of weather that may cause harm to people, property, and affect the monitoring of sea waves and surface currents by radar.

PART II
TECHNICAL REGULATIONS

PART 1
OPERATIONS OF THE COASTAL SEA WAVE AND SURFACE CURRENT MONITORING STATION SYSTEM USING RADAR
AND SURFACE CURRENTS BY RADAR

Article 4. Marine Radar Stations

1. Shift handover and shift takeover

a) Shift handover and takeover:

The shift handover and takeover should be completed 10 minutes before the start of the shift;

Hand over and take over the shift logbook and observation logbook.

b) Shift work:

The duration of each shift is 8 hours, with three shifts per day (Shift 1 from 6 AM to 2 PM; Shift 2 from 2 PM to 10 PM; Shift 3 from 10 PM to 6 AM the next day).

2. Checking and monitoring power supply, room temperature, and auxiliary equipment

a) Power supply parameters through voltage and ammeter readings;

b) Backup power supply components;

c) Temperature and humidity inside the room housing the receiver, transmitter, and other equipment;

d) Internet network device operation.

3. Checking and monitoring the operation of the receiver, transmitter, and antenna system

a) Temperature, power supply, and transmission power of the receiver and transmitter;

b) Antenna reception and transmission system.

4. Checking and monitoring the operation of the computer

a) Adjusting the computer clock to match real-time;

b) Computer temperature;

c) Remaining memory capacity of the computer.

5. Checking and monitoring the quality of radar signals

a) Radar sweep range from received signals compared to the maximum limit according to the capabilities of each radar station;

b) Signal reflection coverage within the sweep range.

6. Checking and monitoring the wave and current spectrum data, raw data, and centripetal current data obtained by the radar.

7. Checking and monitoring the data transmission process of waves and centripetal currents to the control station

a) Connection status between the computer and the control station server;

b) Transmission status of wave and centripetal current data to the control station.

8. Information exchange with the control station

a) Daily information on equipment operation;

b) Immediate notification of equipment malfunctions during operation;

c) Information on security work and station activities;

d) Receiving information about weather conditions in the station area during hazardous weather events.

9. Daily cleaning, wiping, maintenance, and upkeep of equipment, tools, working facilities, and the station building must be ensured to keep the station operational.

10. Administrative work

In addition to general administrative tasks, the following tasks must be carried out:

a) Collaborating with the shift personnel in professional work;

b) Managing and protecting all material assets of the station.

11. Handling incidents

a) When warnings are issued by public media or signs of hazardous weather conditions are detected in the station area, personnel must reinforce, secure, cover, or dismantle equipment to ensure maximum safety of the radar system and the station building. For lightning, all power supplies to the radar system must be turned off to prevent major incidents and restarted only when it is safe;

b) In case of fire or explosion, power supply to the equipment must be cut off, firefighting equipment must be used, the fire source and burning area must be isolated from the radar system, immediate reports must be made to the competent authorities for handling, and fire incidents must be reported according to regulations.

c) When the power grid source is unstable or lost, the backup generator must be operated to provide power for the radar system to continue functioning.

d) Inspect and monitor the operation of the receiver and transmitter equipment:

When the temperature of the transmitter and signal receiver equipment is outside the permitted range, the equipment must be turned off and the transmitting and receiving antennas checked, and the room temperature inspected and adjusted.

When the power supply to the transmitter and receiver equipment is unstable beyond the permitted level and the transmission and reception signal power does not meet the manufacturer's specifications, the entire system must be turned off and reported to the direct management authority.

d) Inspect and monitor the operational status of the computer

When the computer's temperature exceeds the permitted limit, the computer must be turned off and the cooling fan cleaned. During the shutdown period, if the signal transmission and reception equipment operates normally, data backup and update will be carried out immediately after the computer is repaired and restarted.

When the remaining memory capacity is less than one-tenth of the total memory capacity of the computer, data must be transferred to external storage devices.

e) Inspect and monitor wave data and radial flow

When there is no spectrum data or original data, the receiver, transmitter, and processing computer must be checked.

When there is no wave data or radial flow data, a report must be made to the direct management unit.

g) Inspect and monitor the process of collecting data and transmitting wave and radial flow data to the control station

When there is no connection between the computer and the control station server, data must be backed up to peripheral devices such as USB drives, CDs, and other forms, then internal network, internet connectivity issues must be checked and resolved, and communication with the control station established.

When data cannot be transmitted to the control station, a record must be made and reported to the management unit, followed by troubleshooting to connect the computer to the control station server.

Article 5. Low Energy Consumption Marine Radar Station

1. The work content of the low energy consumption marine radar station shall be implemented according to the provisions of Clauses 1, 3, 4, 5, 6, 7, 8, 9, and 10 of Article 4 of this Circular.

2. Inspection and monitoring of power sources and auxiliary equipment shall be conducted as follows:

a) Backup power parameters are stored using battery racks and supplied from solar panel systems or generators through power conversion systems.

b) Operation of Internet networking equipment.

3. Fault Handling

a) Conducted according to the provisions of Points a, b, d, đ, e, and g of Clause 11 of Article 4 of this Circular;

b) When the power stored in the battery rack is insufficient or below the permitted level, the backup generator must be run to provide power for the radar system to continue operating.

Article 6. Control Station

1. Monitor results received from radar stations

a) The number of wave and radial flow data over the past 24 hours;

b) Wave and radial flow data at certain observation points (1, 4, 7, 10, 13, 16, 19, and 22 hours) over the past 24 hours, recorded in the tracking logbook according to Model 3 of Appendix I issued together with this Circular.

2. Monitor the processing of two-way flow data from radial flow data

a) Coverage of the two-dimensional flow field in the overlapping area of radar stations;

b) Quality of two-dimensional flow data within the coverage area;

c) Forecast data of the two-dimensional flow field in the overlapping area.

3. Data Storage

a) Daily storage of raw data, processed wave and flow data;

b) Data stored in online storage systems on servers, network storage systems, or on external media;

c) Publication of results and products of wave and surface current monitoring by radar according to current regulations.

4. Information Exchange

a) Daily information exchange with radar stations regarding equipment operations;

b) Updating information and guidance on handling equipment failures during operations at stations;

c) Guidance on handling security situations and station activities;

d) Providing information on waves and surface currents when requested.

5. Daily cleaning, wiping, maintenance, and upkeep of equipment, tools, facilities, and office space to ensure the station operates normally.

6. Conducting inspections of radar stations

a) Inspecting and guiding the implementation of the provisions of Articles 4 and 5 of this Circular;

b) Regularly inspecting the frequency of background environment transmission at radar stations every three months per station.

7. Fault Handling

a) Cooperating in handling and resolving equipment faults, security work, and station activities when the station cannot resolve them independently;

b) Continuously monitoring and providing weather information to radar stations during hazardous weather conditions 24/7;

c) When data received from radar stations is missing or erroneous, contact the stations to find appropriate solutions;

d) In the inspection and monitoring of two-dimensional flow data processing results

When the coverage of the two-dimensional flow field in the overlapping area of radar stations is small, coverage and signal quality of each radar station must be checked to develop appropriate solutions.

When two-dimensional flow analysis data has many abnormal values, the signal quality of each radar station and hazardous weather phenomena in related areas must be checked to develop appropriate solutions.

e) When the remaining memory capacity is less than one-tenth of the total memory capacity of the computer, data must be transferred to external storage devices.

8. Other Tasks

a) Discussing, evaluating, and analyzing results collected from the entire radar station network;

b) Developing plans and regular quarterly and annual reports;

c) Coordinating in the development of technical guidance materials, training plans, professional skill enhancement programs, planning for inspection, maintenance, repair, and replacement of working equipment, tools, and facilities.

Chapter 2

INSPECTION; MAINTENANCE; REPAIR AND REPLACEMENT; PRESERVATION OF THE SURFACE WAVE AND CURRENT MONITORING SYSTEM AT SEA BY RADAR STATIONS

Article 7. Inspection

1. Regular Inspection

a) The radar equipment set and auxiliary devices include:

At the marine radar station: Receiver, transmitter; transmit/receive antenna array; GPS satellite positioning device; signal adjustment device; electronic lightning protection installed inside the machine; control computer; power supply controller and storage unit; battery rack; generator; air conditioner; printer; personal computer; transformer substation; internet transmission system;

At the low energy consumption marine radar station: Receiver, transmitter; transmit/receive antenna array; GPS satellite positioning device; electronic lightning protection installed inside the machine; control computer; generator; printer; personal computer; power supply system (solar panels, battery rack, and power supply system controller); internet transmission system;

At the control station: Control computer system; power supply controller and storage unit; color and black-and-white printers; laptop; air conditioner; desktop computer; internet transmission system.

b) Regular inspections must be conducted every three months, with records kept according to Model 1 - Appendix II and reports compiled as specified in Model 3 - Appendix II issued together with this Circular.

2. Surprise Inspection

a) Conduct unscheduled inspections when the system does not operate normally or stops operating;

b) Unscheduled inspections must have records kept according to Model 2 - Appendix II and reports compiled as specified in Model 4 - Appendix II issued together with this Circular.

Article 8. Maintenance

1. Principles of maintenance

a) The surface wave and current monitoring system at sea by radar must undergo regular maintenance. Additional maintenance is carried out based on recommendations in the inspection report as stipulated in point b, Clause 2, Article 8 of this Circular;

b) Maintenance must be performed according to the manufacturer's regulations, with records kept and reports compiled as specified in Model 1 - Appendix II issued together with this Circular;

c) The maintenance cycle at radar stations is every three months, and at the control station is every six months.

2. Equipment, tools, and working means requiring maintenance

a) At radar stations: Receiver, transmitter; transmit/receive antennas; transmitter cooling fans; connectors, cables for electrical and signal connections between radar and transmit/receive antennas; signal adjustment devices; battery racks and uninterruptible power supplies; control computers, printers, desktop computers, fax machines; air conditioners; dehumidifiers; direct and indirect lightning protection systems; telecommunications equipment, internet and satellite internet transmission systems; backup generators; transformer substations; power supply systems;

b) At the control station: Uninterruptible power supplies; computer systems, servers; printers, desktop computers, fax machines; air conditioners; dehumidifiers; internet transmission systems.

Article 9. Repair and Replacement

1. Repair and replacement of equipment are based on regular and unscheduled inspection reports.

2. After repair and replacement, evaluation records must be established according to Models 3 and 4 - Appendix II issued together with this Circular.

Article 10. Preservation

1. Equipment and spare parts must be stored in environments consistent with technical guidance documents.

2. During downtime for repairs or other reasons, equipment preservation must ensure environmental conditions similar to those during normal operation; a technical condition check must be conducted every three months.

PART III
RESPONSIBILITIES FOR IMPLEMENTATION

Article 11. Management of the system of marine radar stations

1. For the system of marine radar stations managed by the General Department of Sea and Islands of Vietnam:

a) Ensure that the system of marine wave and surface current observation stations operates stably and provides data to agencies and organizations as prescribed;

b) Be responsible for managing and maintaining the operation of the system of marine radar stations;

c) Fully and strictly implement the provisions of Part II of this Circular;

d) Develop an annual maintenance plan including funds for emergency maintenance and repair of marine radar stations to be submitted for approval by the competent authority.

2. For other systems of marine radar stations managed by the investor as prescribed but not contrary to the provisions of this Circular.

Article 12. Technical management of the system of marine radar stations

1. For the system of marine radar stations technically managed by the General Department of Sea and Islands of Vietnam:

a) Organize regular and emergency inspections and evaluate the quality of data from the marine radar station system as prescribed;

b) Conduct research, testing, evaluation, and propose the introduction of new measuring equipment and technology into operation; consider and recommend the removal of unsuitable measuring equipment and technology;

c) Lead the compilation of guidance materials on maintenance, operation, and exploitation, organize training courses to enhance professional skills for those responsible for management, operation, and observation;

d) Lead and coordinate with relevant units to develop plans to maintain the operation of the marine radar station system according to current standards;

e) Implement changes to measurement modes and data transmission of the marine radar station system.

2. For other systems of marine radar stations managed by the investor as prescribed but not contrary to the provisions of this Circular.
