CIRCULAR
Regulations on the process for issuing and revoking registration certificates and license plates for motor vehicles
of road transport vehicles
On the basis of Decree No. 86/2012/NĐ-CP dated October 19, 2012, issued by the Government detailing and guiding implementation of certain provisions of the Metrology Law;
Pursuant to the Civil Code on November 24, 2015;
Pursuant to Decree No. 01/2018/NĐ-CP dated August 6, 2018 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;
At the proposal of the Director of the Traffic Police Corps;
The Minister of Public Security issues the Circular stipulating the procedures for issuing and revoking registration certificates and license plates for motor vehicles of road transport.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular stipulates the procedures for issuing and revoking registration certificates and license plates for motor vehicles of road transport, including: Cars; tractors; trailers or semi-trailers pulled by cars or tractors; two-wheeled motorcycles; three-wheeled motorcycles; motorbikes (including electric motorbikes) and similar types of vehicles; police specialized vehicles used for security purposes (hereinafter referred to collectively as vehicle registrations).
Article 2. Applicability
1. This Circular applies to:
a) Officers and non-commissioned officers of the Traffic Police (hereinafter referred to collectively as officers and soldiers) performing vehicle registration tasks;
b) Public Security units and localities;
c) Domestic agencies, organizations, and individuals; foreign organizations and individuals with legal residence or offices within the territory of the Socialist Republic of Vietnam related to vehicle registration activities.
2. This Circular does not apply to the registration of military motor vehicles used for national defense purposes.
Article 3. Vehicle Registration Authorities
1. The vehicle registration authority is responsible for managing and storing files according to regulations, and unifying the management of vehicle information based on the registration database at the Traffic Police Corps.
2. The vehicle registration location has a guide map, public schedule, conveniently located to receive and process vehicle registration files and procedures, equipped with seating areas, parking spaces, suggestion boxes, identification signs of officers and soldiers performing registration tasks, and publicly posted regulations on registration procedures, registration fees, violations, and penalties for such violations.
3. The Traffic Police Corps of the Ministry of Public Security registers and issues license plates for vehicles of diplomatic missions, consular offices, international organizations' representative offices in Vietnam, and vehicles of foreigners working in these offices; and vehicles of agencies, organizations listed in Appendix No. 01 issued together with this Circular.
4. The Traffic Police Departments of provincial and centrally-administered city public security organs (collectively referred to as Traffic Police Departments) register and issue license plates for the following types of vehicles (excluding those specified in Clause 3 of this Article):
a) Cars, tractors, trailers, semi-trailers, motorcycles with engine displacement of 175 cm3 or more, seized vehicles, and similar types of vehicles owned by agencies, organizations, businesses, military enterprises, and individuals with offices or residences in the locality;
b) Motorcycles, motorbikes, electric motorbikes, and similar types of vehicles owned by foreign agencies, organizations, individuals, projects, joint ventures with foreign economic organizations in the locality, and organizations and individuals with offices or residences in districts, towns, and cities under provinces where the Traffic Police Department is headquartered.
5. County-level public security organs (collectively referred to as county-level public security organs) register and issue license plates for motorcycles, motorbikes, electric motorbikes, and similar types of vehicles owned by domestic agencies, organizations, businesses, and individuals with offices or residences in their locality (excluding those specified in Clauses 3 and 4 of this Article).
6. In cases where necessary due to practical requirements in border counties, remote areas, or localities with difficulties in material infrastructure, the Director of the Provincial or Centrally-Administered City Public Security Bureau reports to the Director of the Traffic Police Corps for guidance on organizing vehicle registration and issuance of license plates in clusters.
Article 4. Time Limit for Issuing Vehicle Registrations and License Plates
1. First-time issuance and replacement of license plates: Immediately upon receipt of valid vehicle registration files.
2. Temporary vehicle registration certificates and temporary license plates: On the same day.
3. First-time issuance and replacement of vehicle registration certificates, issuance of certificates of vehicle registration cancellation: Not exceeding 2 working days from the date of receiving complete and valid files.
4. Reissuance of lost, blurred, or damaged license plates: Not exceeding 7 working days from the date of receiving complete and valid files.
5. Reissuance of lost vehicle registration certificates: Not exceeding 30 days from the date of receiving complete and valid files.
Article 5. Responsibilities of officers and soldiers performing vehicle registration tasks
1. Adhering to the provisions of this Circular and other relevant laws concerning vehicle registration work.
2. Guiding vehicle owners to perform vehicle registration procedures in accordance with the law; accepting and processing vehicle registrations after verifying and comparing the vehicle registration files with the actual vehicle status as prescribed. Providing specific and detailed guidance for files that do not meet the procedural requirements in one go.
3. Accepting and processing vehicle registrations and issuing license plates after the vehicle owner restores the original condition of the vehicle which was altered without authorization regarding painting, markings, advertisements, equipment installation, or unauthorized changes in vehicle usage functions.
Article 6. Responsibilities of the Vehicle Owner
1. Comply with legal provisions on vehicle registration; go to the registration authority as prescribed in Article 3, fully declare all contents on the vehicle registration application form, and present documents as prescribed in Clause 9 of this Circular; bear legal responsibility for the legality of the vehicle and the registration dossier; pay the registration fee. Strictly prohibit any acts of forging documents and tampering with the original engine number and chassis number for registration purposes.
2. Bring the vehicle to the registration authority for inspection for initial registration, transfer registration, reconstruction, or color change. Before reconstructing the vehicle or changing its paint color (including painting advertisements), the owner must declare on the traffic police corps' electronic information page under the section for declaring vehicle reconstruction or color change, and obtain confirmation from the registration authority before proceeding; apply for a new certificate of registration when the vehicle has been reconstructed or when the owner's address has changed.
3. Within seven days from the date of transferring ownership rights to an organization or individual:
a) Transfer to another organization or individual in a different province or centrally-administered city (hereinafter referred to as "transfer to another province"): The owner shall directly or authorize an individual or service organization to submit the certificate of registration and license plate to the registration authority;
b) Transfer to an organization or individual within the same province or centrally-administered city (hereinafter referred to as "transfer within the same province"): The owner shall directly or authorize an individual or service organization to submit the certificate of registration to the registration authority; In cases where an organization or individual purchases, receives a transfer, is given, donated, allocated, or inherits the vehicle and immediately processes the transfer, there is no need to process the recovery of the certificate of registration.
4. Within thirty days from the date of transferring ownership rights, organizations or individuals purchasing, receiving a transfer, being given, donated, allocated, or inheriting the vehicle must go to the registration authority to process the issuance of a new registration certificate and license plate.
5. Within seven days from the date the vehicle reaches its usage period limit, becomes unusable due to damage, or is destroyed due to external causes, the owner must declare on the traffic police corps' electronic information page under the section for declaring recovered vehicles and submit the certificate of registration and license plate directly to the registration authority or to the local police station (hereinafter referred to as "local police") or authorize an individual or service organization to go to the registration authority to process the recovery of the certificate of registration and license plate.
PART II
PROCEDURES FOR VEHICLE REGISTRATION, ISSUANCE, RENEWAL, AND RECOVERY OF THE CERTIFICATE OF REGISTRATION AND LICENSE PLATE
PART A
REGISTRATION DOSSIER AND LICENSE PLATE
Article 7. Vehicle Registration Application Form
The owner is responsible for accurately and completely declaring all contents in the vehicle registration application form according to Model No. 01 issued together with this Circular.
Article 8. Vehicle Documents
1. Original vehicle documents:
a) For imported vehicles:
Vehicles imported under commercial contracts, tax-exempt vehicles, special-purpose vehicles, project aid vehicles: Declaration forms for the origin of imported motor vehicles as prescribed.
Non-commercial imported vehicles, gifts, donations, or imported movable assets, non-repayable project aid, humanitarian aid vehicles: Customs declaration forms as prescribed, Import Permit for Temporary Importation, Import Tax Receipt, Special Consumption Tax Receipt, Value Added Tax Receipt for Imported Goods (if required), or orders for revenue and expenditure records or receipts indicating payment into the state budget showing payment of taxes as prescribed. In cases of tax exemption: An additional decision on tax exemption or a document granting tax exemption from the competent authority or a certificate of aid goods (substituting for the tax receipt) or an import permit clearly stating tax exemption.
Vehicles with a zero percent tariff rate: Non-commercial goods declaration forms for import and export as prescribed, including the brand name and engine number, chassis number.
Vehicles imported under temporary importation and re-exportation regimes for entities entitled to diplomatic privileges and exemptions under Vietnamese laws or international treaties to which Vietnam is a party, foreign experts' vehicles implementing ODA programs in Vietnam, or overseas Vietnamese invited back to work: Customs declarations as prescribed and Import Permits for Temporary Importation.
b) For domestically produced or assembled vehicles: Quality inspection certificates for road motor vehicles as prescribed;
c) For reconstructed vehicles:
Certificate of registration (for registered vehicles) or import origin documents (for used vehicles) as prescribed in Point a, Clause 1 of this Article.
Certificate of technical safety and environmental protection for reconstructed motor vehicles as prescribed;
d) For vehicles originating from confiscated national funds:
Decision on confiscation of the vehicle or Decision on establishing full public ownership of the vehicle or Extract from the Judgment Content on Confiscation of the Vehicle, detailing all characteristics of the vehicle: Brand name, model, type, engine number, chassis number, cylinder capacity, year of manufacture (for automobiles).
Sales invoice for confiscated or national fund assets or sales invoice for public assets or sales invoice for state assets (disposal through auction); handover receipt (disposal through transfer); Payment receipt or receipt of payment or handover record (if the person is a victim).
2. Ownership transfer documents, including one of the following documents:
a) Invoice, financial voucher (receipt, payment slip) or purchase, gift, donation documents (decision, contract, inheritance document) as prescribed by law;
b) A vehicle sale, gift, or transfer certificate issued by an individual, accompanied by a notarized confirmation or certified confirmation, or a confirmation from the agency, organization, or unit where the force personnel or foreign individuals working at diplomatic missions, consular offices, or international organizations' representative offices are employed, registered under the address of the agency, organization, or unit.
c) For police vehicles being liquidated: The decision on liquidation issued by the competent authority and the invoice for selling state assets or the invoice for selling national assets.
d) For military vehicles being liquidated: The vehicle registration certificate, a letter confirming that the vehicle has been removed from military equipment issued by the Motor Vehicle Department of the Ministry of National Defense, and the invoice for selling state assets or the invoice for selling national assets.
3. Vehicle stamp duty payment receipts:
a) Receipts or certificates of tax payment to the State budget, or bank payment orders for stamp duty payment, or other stamp duty payment receipts as prescribed by law, or data printouts from the vehicle registration management system indicating the brand name, type number, vehicle type, engine number, and chassis number of the vehicle. In cases where multiple vehicles share one stamp duty receipt, each vehicle must have a certified copy as required or confirmed by the issuing authority.
b) For vehicles exempted from stamp duty: The stamp duty declaration form with confirmation from the tax authority.
Article 9. Vehicle Owner Documents
1. For Vietnamese owners: Present a Citizen Identification Card, a Citizen Identity Card, or a Household Registration Book. For military personnel: Present a Public Security Citizen Identification Card, a People's Army Citizen Identification Card, or a confirmation letter from the head of the agency or unit where they work at the level of battalion, department, county-level public security agency, or equivalent (in case there is no military identification card).
2. For Vietnamese owners who have returned to Vietnam to live and work: Present a Temporary Residence Book, a Household Registration Book, or a Passport (still valid) or other documents that can replace a passport.
3. For foreign owners:
a) Foreign individuals working in diplomatic missions, consular offices, or international organizations' representative offices: An introduction letter from the State Protocol Bureau or the Department of Foreign Affairs and present a Diplomatic Identification Card or a Service Identification Card (still valid).
b) Foreign individuals working or studying in Vietnam: Present a visa valid for one year or longer or other documents that can replace a visa.
4. For owner agencies or organizations:
a) For Vietnamese owner agencies or organizations: Present a Citizen Identity Card or a Citizen Identification Card of the person registering the vehicle. Military enterprise vehicles must have an introduction letter signed and stamped by the Head of the Motor Vehicle Department of the Ministry of National Defense.
b) For owner agencies or organizations that are diplomatic missions, consular offices, or international organizations' representative offices in Vietnam: An introduction letter from the State Protocol Bureau or the Department of Foreign Affairs and present a Diplomatic Identification Card or a Service Identification Card (still valid) of the person registering the vehicle.
c) For owner enterprises with 100% foreign capital, representative offices, foreign enterprises winning bids in Vietnam, non-governmental organizations: Present a Citizen Identity Card or a Citizen Identification Card or a Passport (for foreigners) of the person registering the vehicle.
5. For authorized persons handling vehicle registration procedures, in addition to the owner's documents as stipulated in Clause 1, Clause 2, and Clause 3 of this Article, they must also present a Citizen Identity Card, a Citizen Identification Card, or a Diplomatic Identification Card, a Service Identification Card (still valid).
PART B
ISSUANCE, TRANSFER, RENEWAL OF REGISTRATION AND LICENSE PLATES FOR VEHICLES
Article 10. Issuance of registration and license plates
1. First-time issuance of registration and license plates:
a) The vehicle owner submits documents as prescribed in Article 7, Article 8 and presents the owner's documents as prescribed in Article 9 of this Circular;
b) Staff members responsible for vehicle registration check the file and the actual vehicle in accordance with regulations;
c) Guide the vehicle owner to select a license plate on the vehicle registration system;
d) The vehicle owner receives a notice to collect the certificate of vehicle registration, pays the registration fee, and receives the license plate;
đ) Staff members responsible for vehicle registration complete the file and issue the certificate of vehicle registration in accordance with Article 4 of this Circular.
2. Transfer registration:
a) Organizations or individuals selling, transferring, giving, donating, allocating, or inheriting vehicles: Declare and submit the certificate of vehicle registration and license plate as prescribed in Clause 3, Article 6 of this Circular;
b) Staff members responsible for vehicle registration perform the recovery of registration and license plates on the vehicle registration system, issue a certificate of recovered registration and issue temporary license plates;
c) Organizations or individuals purchasing, being transferred, given, donated, allocated, or inheriting vehicles contact the vehicle registration authority where they reside: Submit documents as prescribed in Article 7; Clause 2, Clause 3, Article 8, the certificate of recovered registration and license plate (not applicable in cases of immediate transfer within the same province after completing the procedures for transferring ownership of the vehicle), and present the owner's documents as prescribed in Article 9 of this Circular to process the transfer registration. The procedure for issuing license plates follows the provisions at point b, point đ (for cars transferred within the same province, motorcycles transferred within the same registration point) and points b, c, d, đ Clause 1 of this Article (for transfers between provinces).
3. Vehicle registration when the vehicle registration authority's database connects with the electronic databases of ministries and sectors: Documents prescribed in Articles 7, 8, and 9 of this Circular are replaced by electronic data as the basis for issuing registration and license plates.
a) Check the information of the vehicle owner: Based on the citizen identification information recorded in the Vehicle Registration Declaration Form (Form No. 01), staff members responsible for vehicle registration check and compare the owner's information against the citizen identification database or through the National Public Service Portal;
b) Check the electronic information of the vehicle: Based on the electronic invoice information, tax declaration form code, customs declaration electronic information, domestic production and assembly vehicle information recorded in the Vehicle Registration Declaration Form (Form No. 01), staff members responsible for vehicle registration check and compare the content of the electronic invoice data, electronic tax payment data submitted by organizations or individuals through banks, state treasuries, or intermediary service providers of the General Tax Department transmitted to the Traffic Police Corps or through the National Public Service Portal; check and compare the content of the customs declaration electronic data, domestic production and assembly vehicle data transmitted to the Traffic Police Corps or through the National Public Service Portal.
4. Online vehicle registration (via the Internet): The vehicle owner fills in the vehicle and owner information on the Vehicle Registration Declaration Form (Form No. 01) on the electronic website of the Traffic Police Corps or the National Public Service Portal to register the vehicle online and receive a serial number and appointment schedule via email or SMS. Staff members responsible for vehicle registration check the filled-in information and proceed with the registration for the owner. The vehicle file is as prescribed in Article 8, Article 9, and the issuance procedure for registration and license plates is as prescribed in Article 10 of this Circular.
Article 11. Issuance of replacement vehicle registration certificates and license plates
1. Objects for issuance of replacement vehicle registration certificates: Vehicles that have been modified, repainted, or engaged in commercial transportation operations with white background license plates with black letters and numbers; extension of vehicle registration certificates; vehicle registration certificates that are blurred, torn, lost, or contain changed information about the owner (name, address); or owners who wish to replace old vehicle registration certificates with new ones according to this Circular.
2. Objects for issuance of replacement license plates: License plates that are blurred, broken, damaged, or lost; or owners who wish to change three or four digit license plates to five digit ones; vehicles engaged in commercial transportation operations with white background license plates with black letters and numbers can be replaced with yellow background license plates with black letters and numbers.
3. Procedures and documents for issuing replacement vehicle registration certificates and license plates: Vehicle owners must submit documents as stipulated in Articles 7 and 9 of this Circular, vehicle registration certificates (in cases of replacing vehicle registration certificates) or license plates (in cases of replacing license plates). In cases where vehicles have been modified with new engines or chassis, additional documents include: Property tax payment receipts as prescribed, ownership transfer documents (for engine or chassis replacement) as prescribed, and origin documents for the new engine and chassis.
PART C
1. Exported, imported, or produced and assembled vehicles moving from the factory to the port or warehouse, or from the port, factory, or dealership to the registration office or other storage facilities.
Article 12. Vehicles required to register temporarily
Vehicles not yet registered and issued with official license plates wishing to participate in traffic; vehicles registered abroad permitted to enter Vietnam for tourism, conferences, exhibitions, sports events; vehicles serving conferences organized by the Party, State, and Government; automobiles undergoing procedures to reclaim vehicle registration certificates and license plates for re-exportation or transfer within Vietnam and vehicles subject to transfer, sale, gift, or donation decisions.
Article 13. Documents for temporary vehicle registration
1. Vehicles manufactured or assembled in Vietnam:
a) Vehicle registration application form (Form No. 01);
b) Copy of the sales invoice as prescribed or warehouse release note.
2. Imported vehicles; temporarily imported for re-exportation with a time limit, transit vehicles:
a) Vehicle registration application form (Form No. 01);
b) Copy of the customs declaration for import/export goods or detailed import declaration for vehicles. For vehicles that have completed import procedures and temporary registration and license plate issuance, documents shall be submitted as prescribed in Clause 1 of Article 8 of this Circular.
3. Vehicles permitted by authorized agencies to enter Vietnam to serve conferences, exhibitions, sports events; foreign vehicles entering Vietnam for tourism and vehicles serving conferences organized by the Party, State, and Government: Copy of the vehicle registration certificate or list of vehicles approved by the competent authority for registration.
4. Foreign-owned automobiles registered abroad with right-hand drive (reverse driving) or left-hand drive participating in traffic under the Canavan format, permitted to participate in traffic according to the provisions of the law:
a) Vehicle registration application form (Form No. 01);
b) Document permitting participation in traffic in Vietnam issued by the authorized agency.
Article 14. Validity period of temporary vehicle registration certificates and location for temporary registration
1. Temporary vehicle registration certificates have a maximum validity period of 30 days.
2. Vehicles belonging to the objects specified in Clauses 2, 3, and 5 of Article 13 of this Circular: The validity period of temporary vehicle registration certificates will be recorded according to the duration permitted by the competent authority for such activities.
3. Temporarily registered vehicles are allowed to participate in traffic according to the period, route, and scope of operation recorded on the temporary vehicle registration certificate.
4. Vehicle owners may register at the nearest vehicle registration office.
PART D
RECOVERY OF VEHICLE REGISTRATION CERTIFICATES AND LICENSE PLATES
Article 15. Vehicles subject to recovery of vehicle registration certificates and license plates
1. Vehicles that are damaged and cannot be used or destroyed due to objective reasons.
2. Vehicles whose engines or frames have been removed for replacement on other vehicles.
3. Temporarily imported vehicles of foreign organizations or individuals re-exported or transferred within Vietnam.
4. Vehicles exempt from import tax now being transferred to another purpose.
5. Vehicles registered in special economic zones or international border economic zones according to government regulations when re-exported or transferred into Vietnam.
6. Stolen or seized vehicles not found, with the vehicle owner requesting the recovery of the vehicle registration certificate.
7. Vehicles that have exceeded their service life; vehicles not permitted to operate according to the law; vehicles with conclusions from authorized authorities indicating welding or tampering with engine or frame numbers.
8. Vehicles that have been registered but do not comply with the prescribed license plate system under this Circular.
9. Vehicles subject to transfer of ownership.
10. Military vehicles no longer requiring civilian license plates.
11. Vehicles that have been registered but later discovered to have false vehicle records or improperly issued license plates.
Article 16. Procedures for recovering vehicle registration certificates and license plates
1. The vehicle owner or authorized service individual or organization shall submit the vehicle registration certificate and license plate to the agency specified in Clause 3 and Clause 5, Article 6 of this Circular. In cases where the vehicle registration certificate or license plate or both are lost, the vehicle owner must provide a statement clearly explaining the reason for the loss.
2. Staff members responsible for vehicle registration shall receive information and carry out the recovery of vehicle registration certificates and license plates through the system and issue the recovery certificate as prescribed.
Article 17. Responsibilities of local public security agencies in the recovery of vehicle registration certificates and license plates
1. Responsibilities of the vehicle registration agency:
a) Based on the list of vehicles exceeding their service life and vehicles not permitted to operate according to the law, the vehicle registration agency shall notify the vehicle owners to complete the recovery procedures for registration certificates and license plates. Within thirty days from the date of notification, if the vehicle owner does not voluntarily return the registration certificate and license plate, the vehicle registration agency shall recover them through the vehicle registration management system and inform the local public security agencies responsible for traffic order and safety to detect and handle according to the law.
b) Update the vehicle owner's declaration information on the electronic information page of the Traffic Police Department or the national public service portal regarding vehicles exceeding their service life, vehicles that cannot be used due to damage, vehicles destroyed due to objective reasons, and stolen vehicles to process the recovery of registration certificates and license plates as prescribed. Notify the vehicle owner via email or mobile phone message.
c) For vehicles that have been registered but later discovered to have false records or improperly issued license plates, the vehicle registration agency shall notify the vehicle owner, proceed to issue a Decision on the recovery of registration certificates and license plates (Form No. 10). For false records, refer the matter to the investigation authority for clarification and handling according to the law.
2. Responsibilities of local public security agencies:
a) Through traffic order and social safety work, identify vehicles under Clause 6, Clause 7, Clause 8, and Clause 11 of Article 15 of this Circular, prepare records, handle according to the law, and notify in writing the registration agency about the situation.
b) Based on the list of vehicles exceeding their service life provided by the vehicle registration agency, the local police station where the vehicle owner resides shall notify, recover, and send the vehicle registration certificate and license plate to the issuing agency through the Ministry of Public Security's liaison network or through authorized organizations or individuals.
c) In case of traffic accidents resulting in vehicles being destroyed and unusable, the agency handling the accident shall recover the vehicle registration certificate and license plate and transfer them to the registration agency to process the recovery of the vehicle registration certificate and license plate.
PART E
GUIDANCE ON RESOLVING SPECIFIC CASES
Article 18. Cases related to the engine number and chassis number of vehicles
1. Vehicles with the engine number or chassis number cut, welded, or altered shall not be registered.
2. Registered vehicles whose engine number or chassis number are blurred, rusted, or corroded due to environmental factors, but are concluded by the appraisal agency as not being tampered with or erased, shall be re-registered according to the engine number and chassis number recorded in the vehicle file; in cases where the engine or chassis has been replaced with imported ones without numbers, they shall be re-numbered according to the license plate number.
3. Imported vehicles:
a) Vehicles without engine number or chassis number: If the customs declaration for the imported vehicle states that there is no or cannot find the engine number or chassis number, then the license plate number will be used for re-numbering. In case the actual inspection finds the engine number or chassis number, the owner must confirm this with the customs agency;
b) Vehicles with the engine number or chassis number on the Etekét, painted numbers, or blurred, rusted numbers can be re-numbered according to the numbers confirmed by the customs agency in the import origin declaration. For semi-trailers, semi-truck trailers, tractor units, electric motorcycles, and electric cars with blurred chassis or engine numbers, they can be re-numbered according to the numbers in the certificate of technical quality and environmental protection for imported motor vehicles;
c) If the customs agency confirms that the vehicle only has the VIN number without the engine number or chassis number, the VIN number will replace the chassis number (photograph the VIN number instead of the stamped chassis number), and the engine number will be re-numbered according to the license plate number;
d) Imported vehicles that have been incorrectly re-numbered or have had their engine or chassis numbers tampered with shall not be registered (except in cases resolved by a government or Prime Minister's document).
4. Domestic manufactured or assembled vehicles:
a) Vehicles with the engine number or chassis number on the Etekét or stamped with unclear or blurred numbers can be re-numbered according to the numbers recorded in the Quality Inspection Certificate for Motor Vehicles before Delivery;
b) Vehicles with overlapping engine or chassis numbers must undergo an appraisal. If the appraisal agency concludes that the engine or chassis number has been tampered with, registration will not be accepted; if the conclusion is that the numbers are original, they can be re-numbered according to the numbers recorded in the Quality Inspection Certificate for Motor Vehicles before Delivery;
c) Vehicles with domestic-stamped engine or chassis numbers that have technical issues, subsequently corrected by the manufacturer and confirmed, can be registered.
5. Vehicles with confiscation or evidence processing decisions recording the engine or chassis number, but where long-term storage has led to corrosion, blurring, or rusting of the numbers, or where the appraisal agency concludes that the numbers have been tampered with or erased, or cannot determine the original numbers, shall be re-numbered according to the license plate number.
6. In all cases, re-numbering of the engine and chassis numbers must be carried out by the vehicle registration agency.
Article 19. Procedures for transferring ownership registration for vehicles that have changed ownership multiple times
1. Transfer procedures and documents: The current user of the vehicle shall go to the vehicle registration file management agency to handle the transfer procedures, present documents as stipulated in Article 9 of this Circular, clearly record the legal purchase and delivery process of the vehicle, commit to the origin of the vehicle, and submit the following documents:
a) Vehicle registration certificate and license plates as stipulated in Clause 3, Article 6 of this Circular;
b) Ownership transfer documents of the person named in the vehicle registration certificate and the final seller's ownership transfer documents (if applicable).
2. Registration transfer procedures and documents: The current user of the vehicle shall contact the vehicle registration agency at their place of residence, present documents as stipulated in Article 9 of this Circular, and submit the following documents:
a) Vehicle registration application form (Form No. 01);
b) Stamp duty payment receipt as prescribed;
c) Certificate of license plate and registration cancellation (for cases involving different provinces and motorcycles with different registration points).
3. Responsibilities of the vehicle registration agency:
a) If the current user of the vehicle has ownership transfer documents from the person named in the vehicle registration certificate and the final seller's ownership transfer documents, within two working days from receiving complete valid documents, the vehicle file management agency shall handle the registration, issue license plates (for vehicles transferred within the same province and motorcycles with the same registration point) or issue a Certificate of License Plate and Registration Cancellation for the current user to handle registration and issuance of license plates at their place of residence;
b) If the current user of the vehicle does not have ownership transfer documents, the vehicle file management agency shall issue a receipt allowing the use of the vehicle for thirty days; notify the person named in the registration, publicly post on the traffic police corps' website, and at the agency's office; immediately search the stolen vehicle database and registration data upon receiving the transfer application. After thirty days, if there is no dispute or complaint, the vehicle file management agency must handle the registration, issue license plates (for vehicles transferred within the same province and motorcycles with the same registration point) or issue a Certificate of License Plate and Registration Cancellation for the current user to handle registration and issuance of license plates at their place of residence.
4. Responsibilities of the current user of the vehicle:
a) Directly go to the vehicle registration agency to handle the transfer procedures;
b) Declare and commit responsibility under the law regarding the origin of the vehicle, the purchase and delivery process;
c) Declare and pay stamp duty as prescribed by law.
5. Responsibilities of units managing stolen vehicle databases and evidence vehicles: Upon receiving the request for verification from the vehicle registration agency, the unit managing the stolen vehicle database and evidence vehicles shall respond in writing to the vehicle registration agency.
Article 20. Resolution of certain cases when registering and issuing vehicle number plates
1. Regarding invoices:
a) For vehicles registered for the first time that have been sold through multiple organizations, agencies, enterprises: The original invoice of the final selling organization, agency, or enterprise, if multiple vehicles share one invoice, then a certified copy with each vehicle having its own invoice;
b) For vehicles of enterprises or business establishments: Value-added tax invoice, sales invoice, or self-printed invoice in accordance with the law; in case of purchasing vehicles from liquidation of administrative-state organizations: Invoice for selling state assets or public assets; in case of vehicles confiscated and transferred to the state treasury: Invoice for selling confiscated and transferred state assets or public assets (original or certified copy), vehicles auctioned by banks: Invoice in accordance with regulations;
c) Organizations or individuals contributing capital to enterprises with contribution documents being minutes of contribution or minutes of asset transfer, when withdrawing capital from the enterprise: Minutes of returning vehicles, minutes of asset transfer. In case of contributing capital to an enterprise with a value-added tax invoice, when withdrawing capital, the enterprise issues a value-added tax invoice in accordance with the law. If the enterprise sells the vehicle: Invoice in accordance with the law.
2. Regarding modified vehicles:
a) In case only the engine assembly or chassis assembly (Block) or frame assembly (not both engine and frame) is replaced:
Documents as prescribed in Article 7, Article 9, and property tax documents as prescribed.
A certified copy of the Import/Export Declaration form accompanied by a detailed declaration form of the engine assembly or frame assembly (only the first page and the page indicating the engine assembly or frame assembly confirmed by the importing enterprise) or electronic customs declaration form;
b) In case domestic engine assemblies or frame assemblies are used: Documents as prescribed in Article 7, point b clause 1 Article 8 and Article 9 of this Circular (Quality Inspection Certificate at Factory Exit for Motor Vehicles or clearly stating the engine number or frame number according to the manufacturer's regulations);
c) In case engine assemblies or frame assemblies from already registered vehicles are used: Documents as prescribed in Article 7, Article 9, property tax documents as prescribed, and Certificate of Registration Recovery and Number Plate (clearly stating for engine assembly or frame assembly);
d) In case confiscated engine assemblies or frame assemblies are used:
Documents as prescribed in Article 7, Article 9, property tax documents as prescribed, and Decision on Confiscation by the competent authority accompanied by the invoice for selling confiscated state assets as prescribed;
đ) Not to register vehicles modified from other types of cars to passenger cars or specialized vehicles changing functions before five years and refrigerated vehicles changing before three years (counting from the date of import);
e) Not to use engine assemblies or frame assemblies to replace other vehicles for vehicles that have exceeded their service life according to the law, tax-exempt vehicles; temporarily imported and re-exported vehicles of diplomatic agencies, consular agencies, or international organization representative offices enjoying diplomatic or consular privileges and immunities.
3. Trailers, semi-trailers, tractors, imported electric motorcycles, imported electric cars: Certificate of Quality and Environmental Safety for Imported Motor Vehicles (for registration).
4. Vehicles belonging to goods inventory disposal stored in warehouses within the customs operation area as prescribed by the Customs Law, the documents as prescribed in Article 7, Article 9, property tax documents as prescribed, and attached:
a) Import origin documents as prescribed in point a clause 1 Article 8 of this Circular;
b) Decision on selling inventory goods in bonded warehouses by the Inventory Disposal Council of Bonded Warehouses as prescribed.
For vehicles prohibited from importation according to government regulations, there must be a Seizure Decision (registration documents as prescribed in point d, clause 1, Article 8 of this Circular).
5. Vehicles belonging to goods inventory disposal stored in ports within the customs operation area as prescribed by the Customs Law, the documents as prescribed in Article 7, Article 9, property tax documents as prescribed, and attached: Decision on selling goods by the Inventory Disposal Council at the Port signed by the Chairman of the Council who is the leader of the Customs Department.
For vehicles confiscated and transferred to the state treasury, the origin documents shall be implemented as prescribed in point d, clause 1, Article 8 of this Circular.
6. Vehicles subject to additional import tax collection (vehicles already registered but now found to have false origin documents), the documents as prescribed in Article 7, Article 8, Article 9 of this Circular, and attached:
a) Receipts for import tax, special consumption tax, and value-added tax on imported goods (if applicable);
b) Vehicle registration certificate or decision on handling evidence or written conclusion by the investigation agency.
7. Vehicles subject to additional import tax collection, the documents as prescribed in Article 7, Article 8, Article 9 of this Circular, and attached:
a) Decision on additional tax collection by the General Department of Customs of the province or centrally administered city;
b) Payment receipt for import tax paid into the state budget.
8. National reserve vehicles, the documents as prescribed in Article 7, Article 8, Article 9 of this Circular, and attached:
a) Decision on selling national reserve goods by the head of the ministry or sector managing national reserves, if multiple vehicles share one decision, each vehicle must have its own copy (certified copy confirmed by the ministry or sector managing national reserves);
b) Origin declaration form of imported vehicles or confirmation letter from the General Administration of Customs (one original for each vehicle) clearly stating the brand, engine number, and frame number.
9. Vehicles with an auction sale decision by the competent authority
Where a vehicle has valid original records and proof of lawful ownership of the person whose property is being processed, registration shall be granted. In cases where the origin of the vehicle is unclear or there is no proof of lawful ownership of the person whose property is being processed, the application for registration will not be accepted but the owner of the vehicle must be directed to the place where the auction sale decision was made for resolution.
a) For vehicles sold at auction by Enforcement Agencies to enforce judgments, the documents shall comply with the provisions of Articles 7, 8, and 9 of this Circular and include:
Certificate of Vehicle Registration (for registered vehicles). If the Certificate of Vehicle Registration cannot be recovered, a confirmation letter from the Enforcement Agency must be provided.
A copy of the court's decision or an extract from the judgment.
Decision on enforcement issued by the competent Civil Enforcement Agency.
Payment receipts or asset transfer minutes.
b) For vehicles pledged to banks that are sold at auction to recover debts, the documents shall comply with the provisions of Articles 7, 8, and 9 of this Circular and include:
Certificate of Vehicle Registration (for registered vehicles). If the Certificate of Vehicle Registration cannot be recovered, a confirmation letter from the bank selling the asset must be provided instead of the Certificate of Vehicle Registration.
A copy of the credit agreement or guarantee contract (signed by the financial institution).
Purchase and sale contract or asset transfer contract or receipt of assets or auction sale document (depending on the specific case).
Sales invoice in accordance with the law.
In cases involving disputes, lawsuits, or execution of assets, additional documents such as extracts from judgments, copies of judgments, copies of court decisions, and enforcement decisions from enforcement agencies must be provided. In cases where the bank seizes the vehicle without the owner's voluntary surrender, additional documents such as seizure decisions and seizure minutes must also be provided.
c) For vehicles subject to compulsory attachment by authorized agencies to secure the payment of taxes and late fees under customs laws: Documents shall comply with the provisions of Articles 7, 9, and stamp duty documents as prescribed, and include:
Ownership transfer documents; a copy of the administrative compulsory measure decision to seize assets for auction sale, auction sale minutes of the county finance agency or provincial auction service center, and sales invoices in accordance with the Ministry of Finance regulations.
Declaration of the origin of imported motor vehicles (original form 2 or copy of form 1 retained by the customs authority).
10. Motor vehicles of leasing companies shall be registered according to the address of their operational headquarters.
a) Documents as prescribed in Articles 7, 8, and 9 of this Circular.
b) A letter from the leasing company requesting registration at the residence or operational headquarters of the lessee.
11. Foreign leased special purpose vehicles.
a) Documents as prescribed in Articles 7, 9, and stamp duty documents as prescribed, and include:
b) Lease contract.
c) Goods import/export declaration as prescribed by the Ministry of Finance.
12. Vehicles from foreign aid projects upon expiration and transfer to Vietnam.
a) Documents as prescribed in Articles 7, 9, and stamp duty documents as prescribed, and include: Certificate of Vehicle Registration; Decision establishing state ownership of the vehicle (for central agencies, it is a document from the head of the ministry, for local agencies, it is a document from the provincial People's Committee Chairman); Minutes of asset handover from the donor;
b) In cases where aid project vehicles expire and need to be sold, a decision on asset disposal by the competent authority is required.
13. Registered vehicles from one project transferred to another project for continued use.
a) Documents as prescribed in Articles 7, 9, and stamp duty documents as prescribed, and include: Certificate of Vehicle Registration;
b) Transfer document of the foreign project owner;
c) Confirmation letter of aid goods from the Department of Debt Management and Foreign Financial Affairs - Ministry of Finance.
14. For non-reimbursable aid and humanitarian aid vehicles, normal transfer procedures shall apply as prescribed in this Circular.
15. Registered vehicles now subject to disposal decisions by authorized authorities from terminated projects and other state assets.
a) Documents as prescribed in Articles 7, 9, and stamp duty documents as prescribed, and include: Certificate of Vehicle Registration;
b) Disposal decision by the authorized authority;
c) Sales invoice for state assets or sales invoice for public assets issued by the Ministry of Finance in the case of sale or liquidation; minutes of asset handover and acceptance in the case of asset transfer.
16. Registered vehicles of enterprises that have been dissolved now undergoing asset liquidation.
a) Documents as prescribed in Articles 7, 9, and stamp duty documents as prescribed, and include: Certificate of Vehicle Registration;
b) Dissolution decision by the competent authority or a copy of the decision revoking the business registration certificate.
17. Registered vehicles now involved in accidents and recovered by insurance companies with full compensation.
a) Documents as prescribed in Articles 7, 9, and stamp duty documents as prescribed, and include: Certificate of Vehicle Registration;
b) Handover document of the vehicle owner;
c) Compensation document;
d) Insurance sales invoice to the customer.
18. Unregistered vehicles missing ownership transfer documents, stamp duty documents, origin documents, or all vehicle documents.
a) Vehicle documents as prescribed in Articles 7 and 9 of this Circular;
b) Copies of the documents in the vehicle file (as prescribed in Article 8 of this Circular) confirmed by the issuing agency. In cases of domestically produced vehicles, a confirmation of origin and quality from the production facility is required. After 30 days of notification, if no violations or disputes are found, vehicle registration will be processed.
19. Vehicles as joint property of spouses.
a) The vehicle owner voluntarily declares the vehicle as joint property of both spouses, fully recording the names and signatures of both spouses on the vehicle registration application form. If the vehicle is registered under one spouse's name and now requires registration as joint property of both spouses, the vehicle registration application form signed by both spouses will result in the old Certificate of Vehicle Registration being collected and a new one issued.
b) When jointly owned vehicles are sold, given, or gifted, all owners' signatures or a power of attorney for sale from each owner must be present.
20. Vehicles that have been registered as collateral when transferring ownership, changing, or reissuing the vehicle registration certificate must provide a copy of the certificate of lien cancellation or discharge document or a consent document from the collateral recipient.
21. Registration of vehicles seized and transferred to the state treasury does not require original files. Original documents shall be in accordance with point d, Clause 1, Article 8 of this Circular.
22. Registration of vehicle transfer for sale or transfer to another organization, entity, or individual in another province, but has not yet been registered and resold to an organization, entity, or individual residing in the same province as the owner: Process the registration and issue new license plates or reissue old license plates upon request.
For vehicles that have been registered and issued license plates, if the owner sells them to another person and now requests to re-register under their own name: Re-register and retain the old license plate.
When checking the documents transferring ownership of the vehicle, if it is found that the owner has not complied with the regulations on the deadline for registering the transfer of ownership (to change the owner's name in the vehicle registration certificate), a record of violation should be established and processed according to the regulations, and then submit to the competent authority for a penalty decision.
23. Registration of vehicle transfer for military enterprises
a) Vehicles registered at traffic police agencies now being transferred to the Directorate of Motorcycles, Ministry of National Defense, the file includes:
Decision on the transfer of vehicles to be registered at the Ministry of National Defense signed by the head of the Ministry of National Defense.
Certificate of recovery of vehicle registration and license plates (according to form number 09).
Original vehicle file as prescribed.
When processing the procedures, the owner does not need to bring the vehicle to the registration agency but must return the vehicle registration certificate and license plates and present the owner's documents as required.
b) Military vehicles transferred to civilian use: Documents as stipulated in Article 8 of this Circular and the original vehicle file.
24. Temporarily imported vehicles; imported vehicles exempted from import tax and transferred within Vietnam.
a) The owner processes the recovery of the vehicle registration certificate and license plates at the vehicle registration agency as stipulated in Article 16 of this Circular and submits an introduction letter from the State Guesthouse Department or Provincial Department of Foreign Affairs, then the transferee goes to the Customs Office to process the transfer procedures, pay taxes as prescribed, and submit the transfer file and stamp duty receipts to the vehicle registration agency to process the transfer of ownership.
b) If the Customs Office or the relevant department of the Ministry of Finance issues a written response stating that there is no need to recover taxes, the vehicle can be transferred.
25. Domestic-produced vehicles that have been registered and have technical defects, where the manufacturer replaces the engine or chassis, only require a confirmation of origin and quality from the production facility.
Article 21. Issuance of control stickers for automobiles bearing special economic zones and international border economic zone license plates, operating domestically, as prescribed by the Government.
1. Procedures and documents:
a) Vehicle registration certificate bearing special economic zones and international border economic zone license plates, as prescribed by the Government.
b) Import declaration for automobiles.
2. The authority responsible for issuing control stickers (Traffic Police Department) shall check and compare against the list of managed vehicles, record in the tracking book, and issue control stickers on the same day.
3. Control stickers shall not exceed a validity period of 30 days from the date of issuance. The sticker shall be affixed in the upper right corner inside the front windshield of the vehicle.
4. The control sticker issuance certificate and the tracking book for automobiles operating domestically in Vietnam must be numbered sequentially from 01 to the end, bound into volumes, and managed according to the file system of the Ministry of Public Security.

c) Appendix No. 03. License plate symbols for foreign organizations and individuals' automobiles and motorcycles.
d) Appendix No. 04. Specifications of license plates, letters, and numbers on domestic and foreign organizations and individuals' automobile, motorcycle, tractor, electric motorcycle, trailer, and semi-trailer license plates.
a) Motorcycle and motorbike registration certificate (Form DKX01);

Vehicles with a similar structure to a certain type of vehicle shall use the registration certificate form of that type of vehicle.
Article 23. Validity Period of Vehicle Registration Certificate
1. The vehicle registration certificate for trucks, passenger cars, and converted vehicles shall be recorded according to the usage period as prescribed by the Government.
2. The vehicle registration certificate for automobiles and motorcycles of foreign individuals working at diplomatic missions, consular offices, or international organization representative offices shall be recorded according to the validity period on their diplomatic identification cards or service identification cards; for temporarily imported vehicles of ODA experts or overseas Vietnamese invited to work in Vietnam, it shall be recorded according to the duration of their work in Vietnam.
3. The vehicle registration certificate for automobiles and motorcycles of diplomatic missions, consular offices, or international organization representative offices shall have an initial validity period of five years and can be extended for three years each time.
Article 24. Determination of the Year of Manufacture of Vehicles
For imported vehicles and those produced or assembled from chassis or complete imported automobiles, the vehicle owner must present a quality certification or notification of exemption from technical safety and environmental inspection issued by the competent authority to determine the year of manufacture of the vehicle; in other cases, the year of manufacture is determined based on the tenth character of the vehicle frame number according to current standards. The Traffic Police Department is responsible for coordinating with relevant authorities to copy and send the current standard regulations to the vehicle registration authority for implementation.
Article 25. Provisions on Vehicle License Plates
1. Regarding the material of license plates: Vehicle license plates shall be made of metal, equipped with reflective film, and embedded with security symbols provided by units licensed by the Ministry of Public Security to produce license plates, managed by the Traffic Police Department; temporary vehicle registration plates shall be printed on paper.
2. The symbols, size of letters and numbers on various types of vehicle registration plates shall comply with the provisions set out in Appendices No. 02, 03, and 04 attached to this Circular.
3. Passenger cars shall be fitted with two short license plates, dimensions: Height 165 mm, length 330 mm. In cases where the design of special-purpose vehicles or the nature of the vehicle does not allow for two short plates, the vehicle registration authority shall inspect the actual situation, propose to the Director of the Traffic Police Department (for vehicles registered at the Traffic Police Department) or the Head of the Traffic Police Division (for vehicles registered locally) to switch to two long plates, dimensions: Height 110 mm, length 520 mm or one short plate and one long plate. Any additional costs shall be borne by the vehicle owner.
a) Layout of letters and numbers on domestic license plates: The first two digits are the registration area code, followed by the registration series (letters); the second group of numbers consists of five natural numbers from 000.01 to 999.99;
b) Layout of letters and numbers on foreign vehicle license plates: The first two digits are the registration area code, followed by the second group consisting of the country or international organization code (three natural numbers), and the third group is the series indicating the foreign individual or organization category, the fourth group is the registration sequence number consisting of two natural numbers from 01 to 99;
c) License plates for trailers and semi-trailers consist of one plate mounted at the rear of the vehicle, dimensions: Height 165 mm, length 330 mm; the layout of letters and numbers on the plate follows the layout of domestic automobile license plates.
4. License plates for tractors consist of one plate mounted at the rear of the vehicle, dimensions: Height 140 mm, length 190 mm. The first group of numbers includes the registration area code and registration series, the second group consists of the registration sequence number, which is five natural numbers from 000.01 to 999.99.
5. Motorcycles shall be issued license plates mounted at the rear of the vehicle, dimensions: Height 140 mm, length 190 mm. The first group of numbers includes the registration area code and registration series. The second group consists of the registration sequence number, which is five natural numbers from 000.01 to 999.99. For motorcycles of foreign organizations and individuals, the first group is the registration area code, the second group is the country code of the owner, the third group is the registration series, and the fourth group is the registration sequence number, which is three natural numbers from 001 to 999.

6. License plates for domestic agencies, organizations, and individuals:
a) Blue background with white letters and numbers, using the following 11 letter series in sequence: A, B, C, D, E, F, G, H, K, L, M for vehicles of Party agencies; Office of the President; Office of the National Assembly and National Assembly agencies; Office of Delegations of the National Assembly, People's Councils at all levels; Central Steering Committees; Public Security, Courts, and Procuratorates; Ministries, agencies equivalent to ministries, and government agencies; National Traffic Safety Committee; People's Committees at all levels and specialized agencies under provincial and district People's Committees; political-social organizations (Vietnam Fatherland Front, Vietnam General Confederation of Labor, Communist Youth Union of Ho Chi Minh, Vietnam Women's Union, Vietnam Veterans Association, Vietnam Farmers' Association); public service units, except for public driving test centers; Project Management Board with state management functions;
b) Blue background with white letters and numbers and "CD" symbol for specialized motor vehicles of the Public Security force used for security purposes;
c) White background with black letters and numbers, using the following 20 letter series in sequence: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z for vehicles of enterprises (including police and military joint-stock companies), project management boards under enterprises, social organizations, social-professional organizations, non-public service units, public driving test centers, and personal vehicles;
d) Yellow background with red letters and numbers, including the registration area code and two-letter abbreviation of special economic zones, border economic zones, for vehicles of special economic zones or border economic zones as prescribed by the Government;
đ) Yellow background with black letters and numbers, using the following 20 letter series in sequence: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z for vehicles engaged in commercial transportation;

The license plate with the "KT" symbol is issued to vehicles of military enterprises, upon the proposal of the Motor Vehicle Department under the Ministry of National Defense.
The license plate with the "LD" symbol is issued to vehicles of foreign-invested enterprises, foreign-rented vehicles, and vehicles of foreign companies that have won bids.
The license plate with the "DA" symbol is issued to vehicles of project management boards funded by foreign investors.
The license plate with the "R" symbol is issued to trailers and semi-trailers.
The license plate with the "T" symbol is issued to vehicles registered temporarily.
The license plate with the "MK" symbol is issued to tractors.
The license plate with the "MĐ" symbol is issued to electric motorcycles.
The license plate with the "TĐ" symbol is issued to domestically produced and assembled motor vehicles, subject to approval by the Prime Minister for pilot implementation.
The license plate with the "HC" symbol is issued to passenger cars with limited operating ranges.
Vehicles with a structure similar to a certain type of vehicle shall be issued registration plates of that type.
7. License plates for vehicles of foreign agencies, organizations, and individuals
a) A white background license plate with black numbers and a red series code "NG" is issued to vehicles of diplomatic missions, consular offices, and foreign nationals holding diplomatic identification cards from those agencies. Notably, the license plate of the Ambassador and Consul General has registration number 01, with a red line crossing over the digits indicating nationality and registration order (license plate 01 is reissued when registering a new vehicle);
b) A white background license plate with black numbers and a red series code "QT" is issued to vehicles of international organization representative offices and foreign nationals holding diplomatic identification cards from those organizations. Notably, the license plate of the heads of United Nations agency representative offices has an additional red line crossing over the digits indicating the international organization's code and registration order;
c) A white background license plate with black letters and numbers and a series code "CV" is issued to administrative and technical staff holding service identification cards from diplomatic missions, consular offices, and international organizations;
d) A white background license plate with black letters and numbers and the code "NN" is issued to vehicles of organizations, representative offices, and foreign individuals, except for the entities specified in points a, b, and c above.
8. The production and supply of license plates for vehicles shall be carried out according to the requirements of the vehicle registration authority. Enterprises invested in license plate production lines by the Ministry of Public Security and managed by the Traffic Police Corps must undergo initial product quality acceptance (size, quality, security) and periodic inspections of the production facility. License plates must be strictly managed in accordance with regulations. Data from the license plate production facility must be connected to the Traffic Police Corps for unified management, production, and supply of license plates.
9. The issuance of series and registration numbers for local police license plates must follow the sequence of license plate symbols from low to high and use all 20 series of one symbol before switching to a new symbol. The issuance of new license plate series at the local level can only proceed after written approval from the Traffic Police Corps.
10. In cases of vehicle name change registration; replacement or reissue of license plates, license plates with three digits will be changed to five-digit license plates.
11. For automobiles (excluding automobiles with nine seats or fewer), vehicle owners must mark or affix the license plate number on the rear panel and both sides of the vehicle; write the name of the agency, unit, and cargo weight, self-weight on both door wings (except for personal vehicles).
Chapter IV
IMPLEMENTING PROVISIONS
Article 26. Effectiveness
1. This Circular takes effect from August 1, 2020, and replaces Circular No. 15/2014/TT-BCA dated April 4, 2014, issued by the Minister of Public Security regarding vehicle registration, and Circular No. 64/2017/TT-BCA dated December 28, 2017, issued by the Minister of Public Security amending and supplementing certain provisions of Circular No. 15/2014/TT-BCA dated April 4, 2014, issued by the Minister of Public Security regarding vehicle registration.
2. Vehicles engaged in commercial transportation operations prior to the effective date of this Circular must switch to yellow-background license plates with black letters and numbers by December 31, 2021.
3. Vehicles that have transferred ownership to multiple parties but lack or do not have ownership transfer documents may register and transfer ownership according to Article 19 of this Circular until December 31, 2021.
4. The model of the vehicle registration certificate issued together with Circular No. 15/2014/TT-BCA dated April 4, 2014, issued by the Minister of Public Security and automobile, trailer, and semi-trailer license plates produced before the effective date of this Circular may continue to be used until December 31, 2020.
5. The declaration format on the electronic information page of the Traffic Police Corps for modified vehicles, color changes (including painting, advertising), end-of-service life, non-operational due to damage, destroyed due to external causes, online vehicle registration will be implemented from March 1, 2021.
Article 27. Responsibility for Implementation
1. The Director of the Traffic Police Department shall be responsible for directing, inspecting, and guiding the Public Security units and localities in implementing this Circular; upgrading and perfecting the vehicle registration database system to facilitate data connection with relevant ministries, sectors, the National Public Service Portal, and other operational measures; developing and promulgating operational guidance materials for vehicle registration work. Notify the registration offices specified in Article 3 of this Circular when there are changes or supplements to forms, certificates, and documents related to vehicle registration work as prescribed by law.
2. The Traffic Police Department shall coordinate with the Information Technology Department, the Administrative Management Police Department, and the Office of the Investigation Agency to uniformly guide the implementation of organizing the connection between the vehicle registration database and the citizen identification database, the evidence vehicle database, and the electronic invoice, electronic pre-sale tax, and electronic origin document databases of the General Tax Department, the General Customs Department, and the Vietnam Vehicle Inspection Agency. Develop a plan to cooperate with relevant agencies to organize the exchange of vehicle registration and license plates for vehicle owners engaged in transportation business as prescribed.
3. Organizations, entities, and individuals who have registered their means of transport according to regulations, but now the vehicle owner does not fall within the category eligible for that type of license plate, shall be responsible for returning the vehicle registration certificate and license plate and processing the transfer or change of license plate in accordance with the provisions of this Circular.
4. The Director of the Traffic Police Department, the Heads of subordinate units under the Ministry of Public Security, the Directors of Provincial and Central City Public Security Departments, and related agencies and units shall be responsible for implementing this Circular.
During the process of implementing this Circular, if there are difficulties or obstacles, the Public Security units and localities shall report to the Ministry of Public Security (through the Traffic Police Department) for timely guidance./.
