Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decree No. 92/2006/ND-CP dated September 7, 2006 of the Government on the establishment, approval, and management of overall socio-economic development plans and Decree No. 04/2008/ND-CP dated January 11, 2008 of the Government amending and supplementing certain articles of Decree No. 92/2006/ND-CP;

Considering the proposal of the People's Committee of Kon Tum Province,

DECISION:

Article 1. Approves the overall socio-economic development plan for Kon Tum Province until 2020 with the following main contents:

I. DEVELOPMENT VIEWS

1. The overall socio-economic development plan for Kon Tum Province until 2020 must be consistent with the national socio-economic development strategy, the overall socio-economic development plan for the Central Highlands region; ensuring synchronization and consistency with sectoral and field planning.

2. Effectively exploit the potential and advantages of the locality and mobilize and utilize all resources well to develop the economy and society rapidly, sustainably, and protect the environment; accelerate economic growth rates and quickly lift Kon Tum out of poverty.

3. Gradually improve infrastructure and urbanization; promote the development of some economic driving regions to create favorable conditions to promote the development of difficult areas within the province.

4. Implement social progress and equality at each stage of development. Pay attention to supporting remote, mountainous, and ethnic minority regions to develop comprehensively; preserve and promote traditional cultures of ethnic groups.

5. Link economic and social development with national defense and security assurance; firmly defend national border sovereignty; maintain political stability and social order and safety; strengthen friendly relations and cooperation in the Vietnam-Laos-Cambodia Development Triangle.

II. DEVELOPMENT OBJECTIVES

1. General Objective

Mobilize maximum resources to focus on development, gradually narrow the gap in per capita income compared to other provinces in the Central Highlands region and nationwide; gradually build a modern and synchronized infrastructure system to meet the needs of subsequent development stages; continuously improve the material and spiritual life of the people.

2. Specific objectives

a) On economic development:

- The average annual economic growth rate during the period 2011-2020 will reach 14.7%, including 15.0% for the period 2011-2015 and 14.5% for the period 2016-2020. Per capita GDP in 2015 will reach 27.9 million VND/person (twice that of 2010) and in 2020 will reach 53.2 million VND/person (1.9 times that of 2015);

- The proportion of industry-service-agriculture in the economic structure will be 31.5%, 35.5%, and 33.0% in 2015 and 38.5%, 36.4%, and 25.1% in 2020;

- Strive for export turnover to reach approximately 125-130 million USD in 2015 and approximately 300-320 million USD in 2020;

- The tax revenue ratio will account for about 13.5-14.0% of GDP in 2015 and about 14.0-15.0% in 2020.

b) On social development:

- By 2015, the population size will reach 510 thousand people and approximately 600 thousand people in 2020; the urban population ratio will be about 46.1% in 2015 and 53.3% in 2020;

- Reduce the poverty household ratio (according to current standards) by 3-4% annually; the labor force training ratio will reach 45% in 2015, including vocational training at 33%; by 2020, it will reach 55-60%, with vocational training exceeding 40%;

- Strive to have 10-11 doctors and 41.5 hospital beds per 10,000 people in 2015 and 11-12 doctors and 46.3 hospital beds per 10,000 people in 2020. Reduce the malnutrition rate among children under five years old to below 22% in 2015 and below 17% in 2020;

- By 2020, the number of districts and cities recognized as having universal secondary education coverage will reach 40%;

- Strive to achieve a household water supply sanitation usage rate of about 90% in 2015 and basically solve the issue of clean water supply for rural residents by 2020.

c) On environmental protection

- Increase forest cover to 68% in 2015 and over 70% in 2020; increase green space in urban areas;

- By 2020, collect and treat about 80% of domestic waste; manage and treat 100% of hazardous industrial waste and medical waste to standard before disposal;

- Use natural resources reasonably, protect biodiversity; enhance education, training, and raise awareness and management capacity for environmental protection.

III. DIRECTION FOR DEVELOPMENT OF SECTORS AND FIELDS

1. On agriculture, forestry, fisheries, and rural development

Based on fully utilizing the potential of land resources and climate to develop comprehensive agriculture towards commodity production linked with processing industry. Strive for an average annual growth rate of about 8.4% during the period 2011-2020, including 8.7% for the period 2011-2015 and 7.9% for the period 2016-2020.

- Study the conversion of area structures of some high-value cash crops such as coffee, rubber, sugar cane, and fruit trees; develop some types of food crops, medicinal plants, vegetables, and cold-region flowers suitable for natural conditions (soil, climate) of each region and market demand in conjunction with concentrated raw material zones;

- Accelerate the construction of concentrated livestock breeding areas with appropriate scales; improve the quality of livestock and poultry herds towards weight gain through non-intensive farm models and household farms; rapidly increase the number of cattle and buffalo herds; develop beekeeping;

- Leverage the advantage of forests to strongly develop forest-based economies; intensify afforestation efforts, increase area, improve quality, and forest cover; pay special attention to effectively managing and protecting upstream protective forests; prevent and control forest fires and illegal deforestation within the territory;

- Form fish farming industries according to cage and raft models in large water bodies of hydropower reservoirs such as Yaly, Plei Krong, Se San 3A, Se San 4A, Upper Kon Tum, small ponds, lakes, and streams suitable for household-scale operations;

2. Regarding industry - construction

Strive to achieve an average growth rate of the industry-construction sector at 18.7% during the period from 2011 to 2020, with a target of 20% annually for the period from 2011 to 2015 and approximately 17.5% annually for the period from 2016 to 2020. The goal is for the industry-construction sector to contribute 38.5% to GDP by 2020 and provide employment for 25% of the social workforce.

- Gradually form and develop advantageous industries such as processing agricultural and forestry products, construction materials, minerals, hydropower; joint ventures and associations in planting, exploitation, processing, especially rare medicinal herbs. Strive to develop strong brands for certain products such as Ngoc Linh ginseng, Hong dang ginseng, Dak Ha coffee; Mang Den vegetables and flowers by 2015.

- On the basis of approved planning, accelerate the progress of implementing hydropower projects that have been approved for investment.

- Develop urban infrastructure and residential arrangements according to the planning of industrial zones, clusters, and craft villages to ensure housing and living needs for local workers.

3. Trade and Services

Vigorously develop key export products such as cassava chips and cassava starch, rubber latex, coffee; wooden products; textile products. Strive for an average annual export value growth rate of 16-17% during the period from 2011 to 2015 and 18-19% during the period from 2016 to 2020.

- Strengthen trade activities, consolidate market systems such as markets, supermarkets, and commercial centers in Kon Tum city, Dak To and Ngoc Hoi districts; develop border markets in Dak Glei, Ngoc Hoi, and Sa Thay districts; border gate market in the Border Economic Zone of Bo Y; organize a network of rural and mountainous area commerce.

- Expand commodity exchanges through border gates; prepare necessary conditions to promote border gate region trade development.

- Diversify tourism products and develop tourism business linked with environmental protection; establish and put into operation the Mang Den eco-tourism area, Dak Uy special-use forest, Ya Ly reservoir, Border Economic Zone of international border gate Bo Y, Highway 14 and natural conservation areas, national parks.

- Vigorously develop transportation services, financial, banking, insurance, technology transfer services, technical supply services serving production and people's livelihood.

4. Social Development Areas

a) Population, Labor, and Employment

- Reduce the natural population growth rate to 1.47% by 2015 and 1.18% by 2020.

- Continue to shift labor structure towards reducing the proportion of labor in the agriculture, forestry, and fishery sectors; gradually increase the proportion of labor in the industry and service sectors.

- Study expanding vocational training forms to create new jobs for workers. Strive to train about 3,500 to 4,000 workers annually; raise the proportion of trained labor to 45% by 2015, including vocational training at 33%; reaching 55-60% by 2020, including vocational training at over 40%.

b) Education and Training

- Develop comprehensive education from preschool, primary school, secondary school, and high school; continue to implement policies on solidifying schools and investing in teaching equipment towards standardization. Strive to reach 25% of preschools, 50% of primary schools, 24% of secondary schools, 33% of high schools, and five boarding high schools meeting national standards by 2020.

- Expand the scale and form of training suitable for types of boarding high schools for ethnic minorities; form some communal high schools in regions with ethnic minority groups where conditions permit according to regulations.

- Improve the quality of training at College of Education, College of Economics and Technology, Health High School; strengthen the quality of Technical Vocational Training Centers; develop Continuing Education Centers in some districts, Community Learning Centers in communes, wards, towns, and Da Nang University Branch in Kon Tum.

- Encourage various economic sectors to invest in developing high-quality educational and training facilities within the territory.

c) Health Care and People's Health

- Gradually modernize and complete the health system towards equity, efficiency, and meeting increasingly higher demands for health protection and care of the people. By 2015, achieve 100% of communes meeting national health commune standards.

- Strive to have one district general hospital or regional district general hospital meeting standards by 2020 in each district or inter-district; gradually consolidate the Rehabilitation Hospital; build traditional medicine hospitals, tuberculosis and lung disease hospitals, and upgrade the Health High School in line with resources available in each phase.

- Socialize health care and protection work; encourage investment in high-quality medical facilities and hospitals.

d) Culture and Sports

- Continue to promote the "All-Vietnam United Building a Civilized Life" movement. Strive to reach 80% of cultural families, 70% of cultural villages, 90% of communes and wards, and 70% of hamlets having cultural houses by 2020.

- Develop material and technical foundations for culture and sports. Strive to complete the construction of the Provincial Sports Complex by 2015. Study building a Sports Athlete Training Center in Mang Den, a database of intangible cultural heritage, and an electronic library in line with planning and resources in each period.

- Implement well the policy of socializing in the field of culture and sports.

e) Science and Technology

- Apply advanced and modern technologies, biotechnology primarily in advantageous industries such as processing agricultural and forestry products, rare medicinal herbs, minerals, construction material production, and potential and advantageous industries.

- Select and apply some high-tech and new techniques in diagnosis and treatment, particularly at provincial and district hospitals.

f) Poverty Reduction and Social Policies

- Continue to effectively implement poverty reduction programs; improve the living standards of poor households to narrow the gap in living standards between urban and rural areas, and among ethnic groups.

- Stabilize and arrange resettlement for residents in areas at high risk of landslides due to flash floods and flooding; spontaneous migration points tied to the New Rural Planning.

- Properly address residential land, production land, and housing for ethnic minority groups in accordance with mechanisms, policies, customs, and traditions of each ethnic group;

- Effectively implement social security policies, policies for families of those who have made contributions to the nation, and support the construction of charitable funds and housing for policy beneficiaries facing difficult circumstances;

g) Environmental protection

- Focus on treating water pollution sources, traditional craft villages, residential areas, industrial zones and clusters; manage and treat solid waste from urban and residential areas; stop illegal gold panning activities;

- Implement training and professional development on environmental protection. Strengthen inspection and supervision regarding environmental protection for investment projects and hotspots; protect ecological environments and biodiversity;

h) National defense, security, and social order and safety

Closely integrate economic and social development with national defense and security consolidation and enhancement; build a robust defensive posture in key areas, especially border regions; build forces and ensure equipment and material resources for combat readiness; prevent and control fires, storms, floods, and search and rescue operations;

5. Infrastructure system

a) Transportation network

Strive to basically complete the construction of modern transportation infrastructure by 2020. Specifically:

- For transportation projects under central management within the province: Coordinate with the Ministry of Transport to gradually invest in and construct the remaining sections of the Ho Chi Minh Highway, the border patrol road (through Kon Tum Province), National Highways 40, 24, and 14C; the Dong Truong Son Road through Kon Plong District;

- For transportation projects under local management: Proactively develop plans to invest in roads connecting to the centers of communes without automobile access; study constructing flood-avoidance routes and auxiliary roads along national highways according to planning; renovate and upgrade intra-city and town roads in line with local capacity and resources; study constructing strategic routes to effectively exploit potential development areas; routes that combine economic development with national defense and security assurance;

b) Power supply network

Continue developing power supply networks, particularly to rural, remote, and ethnic minority areas; construct and upgrade transmission lines and transformer stations, high, medium, and low voltage grids within the province, striving for 100% of households to have access to electricity;

c) Water conservancy system

Strive to ensure stable irrigation water sources for major crops in the locality by 2020; proactively irrigate over 75% of rice cultivation areas during main growing seasons;

d) Water supply and drainage and solid waste collection and treatment systems

- Strive to provide sufficient clean drinking water to urban areas by 2015 and resolve clean drinking water issues for rural residents by 2020;

- Upgrade and renovate wastewater and stormwater drainage systems in cities and densely populated areas; construct separate wastewater drainage systems at industrial zones and border economic zones meeting standards before discharging into the environment;

- Based on approved planning, research and construct appropriate solid waste landfill sites for border economic zones, towns, and concentrated residential areas;

đ) Information, communication, and broadcasting and television

- Popularize multiple services to post offices, postal and cultural centers, and improve postal services towards better service quality. Modernize equipment and research building an information and communication technology center to meet people's communication needs;

- Increase broadcast time and programs; add broadcasting and television programs in ethnic languages. Strive to cover television broadcasts to all areas;

IV. ORIENTATION FOR DEVELOPMENT SPACE ORGANIZATION

Harmoniously and sustainably develop between regions, build civilized, clean, and comprehensive new rural areas; narrow the development gap between regions within the province;

1. Urban and rural community development

- Develop urban networks:

Strive to achieve an urbanization rate of about 46.1% by 2015 and about 53.3% by 2020. Aim to transform Kon Tum City into a second-tier city before 2020; upgrade the main urban network such as border gate Bo Y, towns (Pleiku, Dak To); market towns (Dak Ha, Dak Glei, Sa Thay, Kon Plong, Tu Mo Rong; Dak Tan, Mo Rai) and some market towns in districts when they meet the required conditions;

- Stabilize rural population development:

Gradually redistribute the population across various areas; research and invest in infrastructure for commune cluster centers, concentrated residential areas, and newly divided communes in conjunction with the New Rural Development Plan;

2. Development of economic growth regions

- Central region: Concentrate investments to develop Kon Tum City together with industrial zones (Hoang Binh, Sao Mai) and new urban areas into the provincial industrial-service center;

- Northwest region: Develop the Border Economic Zone at Bo Y International Border Gate, upgrading Plei Kran Town into an economic linkage center for the Vietnam-Laos-Cambodia Triangle Development Area;

- Eastern region: Build and develop Kon Plong District Center with Mang Den Ecotourism Area into a modern tourist and resort center rich in ethnic culture, aiming to become one of the largest tourist centers in the Central Highlands-Western Region;

3. Economic and social development in difficult areas

- Continuously invest in economic and social infrastructure; raise the education level and income of residents; gradually narrow the living standard gap between difficult areas and developed areas in the province;

- Organize and implement well-established policies for difficult areas, calling for organizations, individuals, and businesses from various economic sectors to invest in this area's development;

V. PRIORITY PROJECTS LIST FOR INVESTIGATION AND INVESTMENT

VI. SOME IMPLEMENTATION SOLUTIONS FOR THE PLAN

1. Mobilizing investment capital

The capital investment demand for the period from 2011 to 2020 is approximately 103 to 105 trillion VND, including about 32 to 33 trillion VND for the period from 2011 to 2015 and 70 to 71 trillion VND for the period from 2016 to 2020.

In addition to investment sources from the state budget, the Province needs to have specific solutions to effectively mobilize domestic and foreign resources for development investment such as:

- On the basis of the list of programs and projects that need to be called for investment until 2020; intensify promotional activities to attract businesses and investors to the Province, focusing on tapping Official Development Assistance (ODA) funds and other sponsors' funds;

- Create favorable conditions regarding infrastructure in industrial zones, clusters, tourist areas, traditional craft villages to be ready to receive investment projects;

- Enact attractive, transparent policies in accordance with the law to attract investment capital from various economic sectors; simplify administrative procedures;

- Promote socialization of investment, especially in education, training, healthcare, culture, sports, broadcasting, television, science and technology, environmental protection.

2. Human resource development

- Effectively implement training and human resource development at local level; have policies to encourage highly skilled professionals to work in the locality. Focus on training and retraining the cadre of civil servants and current workforce to adapt to new human resource requirements;

- Prioritize training laborers who are ethnic minority people; organize vocational training well for rural youth to accelerate the transformation of agricultural and rural economies; address employment issues for trained workers;

- Harmonize between training and improving quality with the physical condition of human resources to meet the development needs of industries and fields within the region.

3. Solutions concerning science and technology and environment

- Study and build mechanisms, policies, and programs for transferring advanced science and technology to serve production and daily life;

- Vigorously apply and transfer advanced science and technology; attract top experts in key fields to transfer scientific and technical programs and projects into business operations in advantageous industries;

- Popularize environmental laws; continuously raise public awareness about environmental protection; strictly monitor the implementation of environmental protection regulations.

4. Linkage and cooperation for development

- Continue to effectively implement the linkage and cooperation program with West Highland provinces and nationwide, with a focus on comprehensive cooperation with Ho Chi Minh City and Central Coast provinces;

- Concentrate on cooperation with southern Laos and northeastern Cambodia to develop the economy along the border gate connecting Cambodia with the international border gate Bo Y; promote the development of processing industry, agriculture, hydropower in the three-country development triangle area; coordinate with Attapeu, Sekong (Laos) and Ratanakiri (Cambodia) provinces to control and prevent diseases in border areas; enhance cultural, sports, and tourism exchanges;

- Study and build a tourism route connecting Kon Tum with Ubon Ratchathani and Mukdahan (Thailand); call for Thai enterprises to invest in processing agricultural and forest products, mining construction materials, and other potential fields.

VII. ORGANIZATION AND SUPERVISION OF IMPLEMENTATION OF THE PLAN

1. Publicizing and disseminating the Plan

Organize the publicizing and dissemination of the overall socio-economic development plan of the Province until 2020 to Party committees, authorities, sectors, mass organizations, enterprises, and the people in the Province based on the contents and goals of the Plan, and carry out specific activity programs to gradually achieve the Plan's objectives.

2. Building action programs

- After the Plan is approved by the Prime Minister, based on the contents and goals of the Plan, the Province needs to build action programs to implement the Plan;

- Specificize the Plan's goals through five-year plans, annual plans to effectively implement the Plan. Annually assess the implementation of the Plan, based on which review and propose adjustments and supplements to the Plan according to authority to suit the socio-economic development situation of the Province during each period;

- All levels, sectors, political-social organizations, and the people have the responsibility to inspect and supervise the implementation of the Plan.

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThe overall socio-economic development plan of Kon Tum Province until 2020 serves as the foundation for establishing, approving, and implementing sectoral plans (urban planning, land use planning, and related plans), and investment projects in Kon Tum Province.

Article 3. Entrust the People's Committee of Kon Tum Province to base on the targets, tasks, and directions of socio-economic development of the Province in the approved Plan; take the lead and coordinate with relevant ministries and sectors to direct the establishment, approval, and implementation of the following contents according to regulations:

1. Overall socio-economic development plan at the district level; urban planning; land use planning; industry and field development plans to ensure comprehensive and synchronized development between socio-economy and national defense and security.

2. Establish long-term, medium-term, and short-term plans, key socio-economic development programs, and specific projects to concentrate investments and reasonably allocate capital.

3. Study and build, issue, and submit to competent state agencies for issuance (if beyond authority) some appropriate mechanisms and policies in line with the development requirements of the Province in each phase, aiming to attract and mobilize resources to implement the Plan.

Article 4. Relevant ministries and sectors within their functions, tasks, and authorities are responsible for:

1. Guide and assist the People's Committee of Kon Tum Province in the process of implementing the Master Plan; study, issue, or submit to competent authorities for issuance certain mechanisms and policies appropriate to the requirements of economic and social development of Kon Tum Province at each stage to effectively utilize resources; encourage and attract investment in accordance with the economic and social development goals set out in the Master Plan.

2. Coordinate with the People's Committee of Kon Tum Province in adjusting and supplementing sectoral and field-specific plans to ensure the consistency and uniformity of the Master Plan; consider and support the Province in mobilizing domestic and foreign investment capital to implement the Master Plan.

Article 5.This Decision takes effect from the date of issuance.

Article 6.The Chairman of the People's Committee of Kon Tum Province, Ministers, Heads of ministerial-level agencies, and Heads of government agencies shall be responsible for enforcing this Decision./.
