Regarding the issuance of poverty criteria for communes during the period 2001-2005

THE MINISTER OF LABOR, WAR INVALIDS AND SOCIAL AFFAIRS

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decree 96/CP dated December 7, 1993 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;

Pursuant to Decision No. 143/2001/QĐ-TTg dated September 27, 2001 of the Prime Minister approving the National Target Program on Poverty Reduction and Employment for the period 2001-2005;

Pursuant to Notification No. 63/TB-VPCP dated April 5, 2002 of the Government Office regarding the conclusions of Deputy Prime Minister Nguyen Cong Tan at the meeting of the Steering Committee of the National Target Program on Poverty Reduction and Employment on March 11, 2002;

After soliciting opinions from ministries, sectors, and mass organizations

DECISION:

Article 1: Issuing poverty commune criteria (outside Program 135) pursuant to Decision No. 143/2001/QĐ-TTg dated September 27, 2001 of the Prime Minister approving the National Target Program on Poverty Reduction and Employment for the period 2001-2005:

A poor commune is a commune that has:

1- A poverty rate of 25% or more;

2- Less than three out of six essential infrastructure items (including: roads; schools; health stations; clean water; electricity; markets);

+ Less than 30% of households using clean water;

+ Less than 50% of households using electricity;

+ No motorable road leading to the commune center or a road that is not accessible all year round;

+ The number of classrooms (as prescribed by the Ministry of Education and Training) only meets less than 70% of students' needs or temporary classrooms made of bamboo, reed, palm leaves;

+ No commune health station or a temporary one;

+ No market or a temporary one.

Article 2: Based on the criteria stipulated in Article 1 of this Decision, the Chairman of the People's Committee of provinces and centrally-administered cities shall direct and conduct surveys to identify poor communes within their jurisdiction; compile a list of poor communes and report it to the Ministry of Labor, Invalids, and Social Affairs and the Ministry of Agriculture and Rural Development by July 2002 as a basis for developing support plans for poor communes in 2002-2005

Article 3: THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
