THE MINISTER OF HEALTH

Pursuant to Article 14 of Decree No. 25/CP of the Government dated May 23, 1993 on the issuance of standards and management of civil service ranks and positions.

Pursuant to Circular No. 276/TCCP-VC dated July 21, 1994 of the Government Organizational and Cadre Affairs Board agreeing with the Ministry of Health to issue a decision on the issuance of professional standards for the Director of the Department of Health.

At the proposal of the Director of the Personnel and Cadres Department, Ministry of Health;

Article 1. Now hereby issues the professional standards for the Director of the Department of Health of provinces and centrally-administered cities (with attached professional standards).

Article 2. The professional standards for the Director of the Department of Health serve as the basis for localities to implement the use, appointment, training, and upgrading, salary grading... in accordance with the regulations of the State.

Article 3. All previous provisions regarding the professional standards for the Director of the Department of Health that conflict with this Decision are abolished.

Article 4. Chairmen of People's Committees and Directors of the Department of Health of provinces and centrally-administered cities, Messrs. Heads of Offices, Heads of Departments: Organization and Cadres, Planning and Finance Accounting, Treatment, Science Training, Pharmacy, Inspection, Medical Equipment and Health Construction... are responsible for implementing this Decision.

 

PROFESSIONAL STANDARDS FOR THE DIRECTOR OF THE DEPARTMENT OF HEALTH

1. Responsibilities:

Is a leading civil servant (commanding, controlling) heading the machinery of the Department of Health under the province or centrally-administered city (hereinafter referred to collectively as the province); accountable to the Chairman of the Provincial People's Committee; at the same time accountable to the Ministry of Health for the unified state administration in the field of health within the provincial territory (as determined by the functions and tasks of the Department and the content of decentralization by the Ministry of Health to the locality).

Specific duties:

Based on the planning and general development plan for the economy and society of the province; organize and build specific projects of the sector and operational measures to be implemented throughout the province to submit to the Chairman of the Provincial People's Committee for approval to achieve effectiveness.

Organize and direct the establishment of legal and regulatory documents to concretize the policies of the Party and the State for the health sector in the locality, based on national regulations and professional guidance from the Ministry of Health to issue within their authority or submit to the Chairman of the Provincial People's Committee for issuance; simultaneously directing, inspecting, and urging the effective implementation of these documents.

In accordance with the regulations on the decentralization of organizational management of superiors:

Organize the division of work, rational staffing, and arrangement of the machinery to fulfill the functions and tasks of the Department and perform all aspects of state administration delegated by the Ministry of Health to the province and specific tasks assigned by the Provincial People's Committee, ensuring the effectiveness of the machinery of the Department Office and subordinate organizations.

Directly responsible for organizing and assigning civil servants and officials within the Department; establish scientific management practices with strict regulations; properly manage civil service ranks; organize the evaluation and management of civil servants according to regulations; implement the transfer and appointment of civil servants to ranks; organize training, upgrading, and promotion to utilize the best capabilities and working time of civil servants and officials in the sector.

Organize the establishment of professional health management practices, collect and synthesize information to understand the activities of the sector within the provincial territory, while analyzing and evaluating such information to propose timely measures.

Organize and direct regular inspection and supervision work in the professional health and pharmaceutical fields (related to collective and individual entities involved in the health and pharmaceutical sectors within the territory) to promptly correct deviations during implementation to enhance the effectiveness of state administration in the sector.

Organize coordination work within the Department with related agencies to ensure cooperation and consistency in management, in accordance with the rights and responsibilities of the Department.

Organize and direct the summary of professional health work to improve and innovate management practices suitable to the actual situation of the locality.

2. Knowledge:

Understand the policies and guidelines of the Party and the State related to the sector.

Be familiar with laws, mechanisms, policies, and regulations of the State concerning the health sector and related issues.

Be familiar with the basic content of state administration in the sector to apply it to the actual situation of the locality.

Understand the economic development, social life, and societal conditions of the locality and nationwide.

Have the ability to organize, manage, and quickly summarize and predict the development of the sector in the locality.

Have the ability to propose and creatively apply professional health work in the locality.

3. Requirements for Qualifications and Moral Standards:

a) Qualifications:

Must be a senior specialist in the field of health, having in-depth knowledge in one of the areas (prevention or treatment) managed by the Department, having held the position of Deputy Director of the Department, Head of a Department, Director of a General Hospital, Director of Provincial Prevention Centers, and Director of District Health Centers for at least three years.

Hold a Political College degree or higher.

b) Moral Standards:

Loyal to the political line and viewpoints of the Party and the State. Persistent in the goal of national renewal.

Possess organizational discipline, loyalty, integrity, decisiveness, willingness to take responsibility, and trust from colleagues.

Possess the ability to unite and mobilize colleagues and related sectors./.
