DECISION OF THE MINISTER OF PUBLIC SECURITY
Regarding the list of State secrets of Confidential level in the Inspection sector
THE MINISTER OF PUBLIC SECURITY
Pursuant to the Ordinance on Protection of State Secrets dated December 28, 2000;
Pursuant to Decree No. 136/2003/ND-CP dated November 14, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;
Pursuant to the Decree No. 33/2002/NĐ-CP dated March 28, 2002 of the Government detailing the implementation of the Ordinance on Protection of State Secrets;
After reaching consensus with the National Inspector General,
DECISION:
Article 1. The list of State secrets of Confidential level in the Inspection sector includes information within the following scope:
1. Annual work plans and programs of the Inspection sector that have not been or will not be published;
2. Directives and opinions from Party and State leaders on inspection work related to security and defense that have not been or will not be published;
3. Information and materials on the content of inspections during the inspection process before an official conclusion is made;
4. Reports on inspection activities and inspection reports serving anti-corruption and anti-smuggling efforts using materials and data belonging to the list of State secrets of Confidential level of other Ministries, agencies, and sectors;
5. Information about the person who submitted the complaint letter;
6. Professional methods employed in inspection activities and the handling of citizens' complaints and denunciations;
7. Content of cooperation with foreign countries and international organizations in the field of inspection and anti-corruption that have not been or will not be published;
8. Planning documents for cadres; personal files of cadres under the National Inspectorate and Chief and Deputy Chiefs of Inspectors at central Ministries and sectors; Chief and Deputy Chiefs of Inspectors at provincial and centrally-administered city levels; review, inspection, and conclusion documents on complaints and appeals within the National Inspectorate that have not been or will not be published;
9. Technical design documents for computer network systems and internal databases of the National Inspectorate; encryption keys, passwords, and protocols for ensuring information security and safety in the use and application of information technology in the Inspection sector.
Article 2. This Decision shall take effect fifteen days after its publication in the Official Gazette. The competent authorities of the National Inspectorate and the Ministry of Public Security are responsible for monitoring the implementation of this Decision.
Article 3. Ministries, ministerial-level agencies, governmental agencies, People's Committees of provinces and centrally-administered cities are responsible for implementing this Decision./.
