Pursuant to Decree No. 08/2005/NĐ-CP dated January 24, 2005 of the Government on planning construction;
Considering the proposal of the Ministry of Construction at Report No. 31/TTr-BXD dated April 23, 2008 regarding the approval of the Master Plan for Construction Development of the Ho Chi Minh City Region until 2020 and Vision to 2050,
DECISION:
Article 1. Approves the Master Plan for Construction Development of the Ho Chi Minh City Region until 2020 and Vision to 2050 with the following main contents:
1. Development Goals:
- To leverage the role, position, and potential of the region according to a multi-pole model, with Ho Chi Minh City as the core city and aiming to become a city on par with regional and international standards;
- To develop the spatial structure of the entire region, leveraging the role, position, and potential of the Ho Chi Minh City region as an international trading gateway, a leading economic center of the country and region, connecting provinces and cities within the region, and linking the Ho Chi Minh City region with national and international regions;
- To build and develop regional-level and sub-regional-level commercial and financial centers, high-end service centers with regional and international standards within a radius of 30 kilometers, and national-level and sub-regional-level service centers with appropriate service radii;
- To establish a system of cities throughout the region, linking and supporting between urban areas, particularly the central urban area within a radius of 30 kilometers. Forming counterbalancing urban areas to the development poles as core cities, connected to the central urban area along economic corridors;
- To develop high-tech industrial zones and concentrated specialized industries. Establishing industrial and service economic corridors, creating impetus for rapid and sustainable development of provinces in the region;
- To form a diverse and flexible social infrastructure system;
- To develop tourism areas and international-level tourism centers linked with culture, urban areas, and natural landscapes;
- To achieve balanced development between urban and rural areas. Forming an ecological landscape environment;
- To direct the development of transportation infrastructure, power supply, water supply and drainage, and environmental sanitation with regional connectivity, ensuring the exploitation of each area's advantages for rapid and sustainable economic and social space development;
- To form strategic projects with significant influence, wide-ranging impact, and promotion of regional development;
- To establish an effective management and control mechanism for the comprehensive development of the construction space in the region.
2. Vision to 2050:
The Ho Chi Minh City region will be a dynamic economic zone with high and sustainable economic growth rates; a leading economic driving force nationwide, a regional and Asian economic center; an international-level trade and finance service center, a high-specialization high-tech industry center; and simultaneously a high-quality cultural, educational, and healthcare center, a region with good scenery and environment.
3. Scope of Planning:
The scope of the Ho Chi Minh City region planning includes the entire administrative boundaries of Ho Chi Minh City and seven surrounding provinces including Binh Duong, Binh Phuoc, Tay Ninh, Long An, Dong Nai, Ba Ria-Vung Tau, and Tien Giang, with an area of approximately 30,404 square kilometers, and an influence radius of 150 to 200 kilometers.
4. Population Forecast:
- By 2020: the population in the region is expected to be around 20 to 22 million people, with the urban population estimated at 16 to 17 million people, and an urbanization rate of about 77 to 80%;
- Vision to 2050: the population in the region is expected to be around 28 to 30 million people, with the urban population estimated at 25 to 27 million people, and an urbanization rate of about 90%.
5. Land Use Planning:
- Current Status: the total natural land area of the Ho Chi Minh City region is 30,404 square kilometers;
- Projected scale of land for urban construction:
+ By 2020: approximately 180,000 to 210,000 hectares;
+ By 2050: approximately 250,000 to 270,000 hectares.
- Projected scale of land for concentrated industrial zones:
+ By 2020: approximately 30,000 to 40,000 hectares;
+ By 2050: approximately 50,000 to 70,000 hectares.
6. Regional Development Model:
The Ho Chi Minh City region's development model follows a centralized-multi-pole pattern with a central area within a 30-kilometer radius and five development poles.
7. Orientation for Regional Spatial Development:
a) Regional Spatial Structure:
- Urban-industrial spatial structure: includes the central area within a 30-kilometer radius with Ho Chi Minh City as the core and satellite cities directly under the second ring road into the center; the peripheral area from 30 to 50 kilometers along the third ring road, developing low density tied to the ecological landscape area. Counterbalancing development poles include:
+ Southeast Pole towards Ba Ria-Vung Tau with Vung Tau City as the core city and Phu My, Ba Ria, Long Hai supporting cities forming the Vung Tau City urban area;
+ East Pole including cities such as Dau Giay, Long Thanh, Gia Ray, Dinh Quan, Tan Phu, Vinh Cuu with Long Khanh City as the core;
+ North Pole including cities such as My Phuoc, Chon Thanh, An Loc, Loc Ninh, Hoa Lu; Dong Xoei with Chon Thanh as the core;
+ Northwest Pole including cities such as Trang Bang, Go Dau, Moc Bai, Tay Ninh, Xa Mat, among which Trang Bang, Go Dau, Moc Bai, Tay Ninh are the cores;
+ Southwest Pole including cities such as Ben Luc, Tan An, Tan Hiep, My Tho; among which My Tho City and Tan An City are the cores.
- Landscape spatial structure: includes the Sai Gon River, Nha Be River, Be River, Vam Co Dong River, Co Tay River, Tien River, Soai Rap River, Thi Vai River, Lung Tau River, together with Tri An Lake, Dau Tieng Lake, and the Eastern Sea; natural landscape areas such as Binh Chau-Phuoc Buu, Nam Cat Tien, Vinh Cuu, Thac Mo, Bu Gia Map, Lo Go-Xa Mat, Tram Forest in Dong Thap Muoi, and the Can Gio Biosphere Reserve.
b) Orientation for Organizing Regional Spatial Development until 2020:
- Functional zoning:
+ Metropolitan development area: Central urban area within a 30 km radius: including the core city of Ho Chi Minh City, independent satellite cities (including the cities of Bien Hoa and Thu Dau Mot), dependent satellite cities (including new cities: Nhon Trach, Tam Phuoc, Hiep Phuoc, Cu Chi, Duc Hoa, Long Thanh, Trang Bom, An Lac, Nha Be, Can Gio, Dian An - Thu An), and peripheral cities (including third and fourth category cities outside the third ring road: Dau Giay, Vinh Cuu, Tan Uyen, My Phuoc, Hau Nghia, Ben Luc, Can Gioc).
+ Counterbalance area: Southern East counterbalance urban area (Ba Ria - Vung Tau economic corridor along National Highway 51); Eastern counterbalance urban area of Ho Chi Minh City (Dong Nai economic corridor along National Highway 1A); Northern counterbalance urban area (Binh Phuoc economic corridor along National Highway 13); Northwest counterbalance urban area (Tay Ninh economic corridor along Asian Highway 22); Southwest counterbalance urban area (Long An, Tien Giang economic corridor along National Highway 1A to Can Tho).

+ Sai Gon River, Dong Nai River, Vam Co Dong River, Nha Be - Soai Rap River, Thi Vai River, and Tien River systems form the main landscape space of the core area;
+ Other landscape spaces in the region include: Can Gio Biosphere Reserve, Vung Tau Sea Area, Long Hai - Binh Chau - Phuoc Buu Coast, Tri An Lake, Nam Cat Tien National Park, Vinh Cuu Forest Park, Thac Mo Lake, Bu Gia Map Nature Reserve, Dau Tieng Lake, Lo Go - Xa Mat Nature Reserve, Dong Thap Muoi Ecological Area. Combining river systems within the region and forestry and agricultural spaces creates an open natural landscape and ecological environment throughout the region.
+ Industrial-commercial service space.
. Central space within a radius of 30 kilometers includes high-tech zones, clean industries with high technological content, international-level commercial, financial, cultural, scientific, and artistic centers;
. Industrial-service spaces in counterbalancing regions linked to core cities, including cities such as Phu My, Long Khanh, My Phuoc, Trang Bang, My Tho, Tan An. These spaces develop flexibly but are well controlled, creating favorable conditions for investors.
- Orientation for social infrastructure development in the region:
+ Distribution of regional training systems:
. Ho Chi Minh City trains university and postgraduate programs oriented towards high-quality research, natural sciences, science and technology, social sciences and humanities, leading-edge and new technologies, modern technologies such as automation information, biotechnology, new materials technology, and management of economic and social managers, policy planners;
. Other training centers in the region are concentrated in cities such as Ho Chi Minh City, Thu Dau Mot, Bien Hoa, My Tho, Vung Tau.
+ Distribution of regional healthcare system:
. First-tier hospital network: located in cities and district capitals (with bed capacity from 50 to 200 beds);
. Second-tier hospital network consists of general and specialized hospitals in provincial capitals (with bed capacity from 300 to 1,000 beds);
. Third-tier hospital network comprises central hospitals meeting high quality standards, located in Ho Chi Minh City and Bien Hoa.
+ Distribution of housing system:
. Central area within the second ring road: developing high-density commercial housing;
. Area from the second ring road to the third ring road: developing according to expanded urban areas and city centers connected to industrial zones and ecological areas;
. Urban areas connected to concentrated industrial zones: developing densely in urban areas and expanding around them, following flexible policies, affordable housing linked to land expansion.
+ Distribution of commercial service system:
Ho Chi Minh City and Vung Tau City are international service-finance-commerce centers; cities such as Ba Ria, Long Khanh, Tam Phuoc, Bien Hoa, Thu Dau Mot, Chon Thanh, Trang Bang, My Tho will form national and regional service centers; tourist sub-region, border gate, and ecological area center cities will form regional service centers with reasonable service radii.
8. Orientation for technical infrastructure system development:
a) Transportation:
- Roadways:
+ Inward-oriented roads:
Renovate and upgrade existing national highways. Construct expressways: Ho Chi Minh City - Vung Tau, Ho Chi Minh City - Long Thanh - Dau Giay - Da Lat, Ho Chi Minh City - Thu Dau Mot - Chon Thanh, Ho Chi Minh City - Mo Bai, Ho Chi Minh City - Trung Luong - Can Tho, Ho Chi Minh City - Nhon Trach; renovate existing provincial roads to support inward-oriented national highways; construct Provincial Road 25C connecting Nhon Trach town with Long Thanh International Airport; extend the road to Phuoc An port, build a bridge over Thi Vai River to connect the Cai Me - Thi Vai port route with the Southern Regional Expressway;
+ Ring roads linking regions: construct ring road routes ensuring convenient connections between core urban areas, functional spaces in the region, meeting the needs of regional socio-economic development.
+ Build cargo transfer terminals at entrances to Ho Chi Minh City's inner city and along the first ring road; renovate and construct domestic customs clearance warehouses to meet the region's transportation needs.
- Railways:
+ National railways:
Construct and renovate the national railway network and related facilities in the region towards modernization, reducing the increasing pressure on road transport; combine with urban rail transit to serve the public transport development of Ho Chi Minh City and the entire region.
- Waterways:
+ Sea vessel channels: improve sea channels and install maritime traffic control systems (VTS) on Long Tau and Soai Rap rivers to ensure container ships with up to 20,000 DWT can be received at the new integrated port in Hiep Phuoc;
+ River vessel channels: improve and upgrade river vessel channels for inter-provincial travel within the region to Class III river standards;
+ Port system: construct a port network in the region consistent with the detailed planning of the Group 5 ports in the Ho Chi Minh City - Dong Nai - Ba Ria - Vung Tau area;
+ River port system: construct a river port network to meet the region's inland waterway cargo and passenger transport needs and the transshipment of goods from the Mekong Delta through the Hiep Phuoc port cluster.
- Aviation:
+ Tan Son Nhat International Airport will become a regional and global air hub by 2020; renovations and upgrades will increase its capacity to 9 million passengers per year by 2010 and 20 million passengers per year by 2020;
+ Develop a project to construct Long Thanh International Airport in Dong Nai Province to begin construction after 2010;
+ Construct Gogang Vung Tau Airport (Ba Ria - Vung Tau);
+ Upgrade Con Dao Cau Ong Airport (Ba Ria - Vung Tau);
+ Construct helicopter airports in urban areas for emergency rescue services, and in the long term, for public transportation.
b) Technical preparation:
- Flood prevention work:
+ For riverbank protection:
To prevent, combat, and reduce the risks of erosion along the Dong Nai and Saigon Rivers, it is necessary to implement comprehensive measures such as:
. Scientifically planned and executed sand extraction and dredging of riverbeds combined with flow regulation through flood release from large upstream reservoirs (Tram An and Dau Tieng Reservoirs) to ensure no adverse impact on the riverbed and no change in the direction and speed of river flow;
. Implement reinforcement measures at weak points prone to erosion, such as building riverbanks and planting protective vegetation.
. Measures to protect the upstream watershed protective forests mainly within the province of Bình Phước and Tây Ninh shall be implemented to retain water, reduce the speed of flow, and prevent flooding and erosion that destroy natural cover.
+ For urban areas located in flood-prone regions, the following measures shall be taken:
. Specifically determine the construction control level for each urban area and residential district based on the highest water level with a frequency of 1% according to current regulations;
. In new urban areas, measures to prevent flooding such as elevating the ground above flood levels or constructing embankments around small watersheds to prevent floods or tidal surges shall be implemented;
. In existing urban areas frequently affected by flooding, comprehensive improvement solutions such as localized elevation or using embankments combined with one-way culverts (to block tides) to prevent water from entering construction areas shall be applied. Existing canals without waterway traffic shall be dredged, banked, landscaped, and equipped with tidal barriers to form natural regulating lakes. The drainage system shall be improved in conjunction with regulating lakes and forced pumping to drain rainwater during the flood season or high tides.
- Drainage planning for urban areas:
For new urban areas, separate systems for stormwater drainage and sewage shall be constructed. For old urban areas, the common drainage system shall be renovated and upgraded, and solutions such as combined sewers with separation wells to collect sewage leading to centralized wastewater treatment plants shall be selected.
c) Water supply:
- Water sources: The main water sources in the region are primarily extracted from rivers Đồng Nai, Sài Gòn, Tiền River, and reservoirs Trị An, Dầu Tiếng. Groundwater shall only be used for small areas far from surface water sources;
- Comprehensive forecast of water demand:
+ Urban areas: The proportion of the population supplied with clean water shall reach 95% by 2015 and 100% by 2025;
+ Rural areas: The proportion of the population supplied with clean water shall reach 90% by 2015 and 100% by 2025;
+ Total water demand is approximately 7.2 to 7.5 million cubic meters per day; domestic water use Q is 6.2 to 6.7 million cubic meters per day, industrial water supply is 0.8 to 1 million cubic meters per day.
- Water supply solutions:
Study zoning for water supply into main water supply zones; construct regional water supply plants to meet regional water supply needs; link urban water supply networks and regional water supply plants, balance water resources, water demands, and regulate them based on transmission networks and regional water supply plants.
d) Electricity supply:
- Ho Chi Minh City area: Power supply comes from power plants at Hiệp Phước, Thủ Đức, and substations of 500 kV and 220 kV. With the formation of the urban area at Cảng Hiệp Phước, it is expected that additional power plants and power sources will be established in this area;
- Provinces in the Ho Chi Minh City area: The thermal power plant Nhơn Trạch in Nhơn Trạch city with a capacity of 1,200 MW is under construction according to the Sixth Power Development Plan.
đ) Solid waste management:
- Organize collection and treatment of solid waste: Construct two integrated solid waste treatment complexes for large cities with regional characteristics, and one industrial and medical hazardous waste treatment area, which may include a hazardous waste landfill within the complex for joint management;
- Construction of integrated solid waste treatment facilities:
+ Construct an industrial hazardous waste treatment area in Tây - Bắc Củ Chi with a scale of about 800 hectares;
+ Construct an integrated solid waste treatment complex in Thủ Thừa (Long An) for Ho Chi Minh City and Long An with an area of 1,760 hectares;
For existing individual landfills in the region, upgrade them into independent complexes with advanced technology, with an area ranging from 100 to 200 hectares.
+ At districts: Plan locations and determine the scale of waste treatment areas with district-level functions, transport distance less than 10 km, and a scale of 30 to 50 hectares in each district for waste collection and treatment.
e) Cemeteries, burial technologies:
- Ho Chi Minh City and other first-tier cities: Construct 2 to 3 public cemeteries with a scale of 200 to 300 hectares; for independent urban areas and counties, plan 1 centralized public cemetery with a scale of 20 to 50 hectares;
- Plan locations and determine the scale of crematoriums and burial grounds with provincial-level functions, organized in a mixed multi-functional form, including various types within one area, which can be considered as memorial parks, with a transport distance less than 50 km, and a scale of 200 to 300 hectares. Shared for areas: Long Thành, Bà Rịa - Vũng Tàu: located in Long Thành; Ho Chi Minh City, Bình Dương, Bình Phước: located in Bình Dương, Bình Phước; Ho Chi Minh City, Tây Ninh: located in Tây Ninh; Long An, Tiền Giang: built separately for each province; prioritizing development in Long Thành, Bà Rịa - Vũng Tàu, Long An due to no impact on water sources;
- To save land for cemetery construction, encourage the construction of crematories within provincial cemeteries. Cemeteries should be developed as memorial parks, prohibiting the division of plots and the spontaneous construction of tombs as currently practiced.
g) Environmental protection:
- Rational and effective exploitation and utilization of land and natural resources:
+ Land use must comply with its intended purpose, scale, and strictly adhere to economic and technical criteria and indicators stipulated in specialized plans consistent with overall plans and land use plans for each period in provinces and cities and throughout the region;
+ Exploitation of natural resources must be carried out in a coordinated and concentrated manner according to specialized development plans, strictly adhering to technical processes, technologies, and environmental protection measures.
- Protection of upstream forest ecosystems and protective vegetation:
+ Restore and protect natural forest ecosystems and existing green cover: within the delineated areas in provinces and cities within the "Planning Region," restore and protect natural forest ecosystems. Maintain and stabilize plantation areas in Đồng Nai, Bình Phước, and Tây Ninh provinces.
+ Zoning land for protection along the Dong Nai River and Sai Gon River: Develop vegetation along the Dong Nai River and Sai Gon River to protect freshwater and groundwater resources. Strictly prohibit the construction of harmful industries such as dyeing, paper, leather tanning, heavy industries like iron and steel, motorcycle and automobile manufacturing, electroplating... within the freshwater areas of these two rivers. Industrial zones and factories must maintain a buffer zone to control wastewater and facilitate treatment.
- Exploitation and utilization of water resources
+ Surface water sources: Rivers Dong Nai, Sai Gon, Be River, usage must be in accordance with the intended purpose and strictly follow the water balance planning; exploitation must comply with technical procedures. Strictly prohibit the construction of industrial plants that discharge toxic wastewater in protected water source areas;
+ Reservoir water sources: Reservoirs Tri An, Dau Tieng, Thac Mo in Binh Duong, Binh Phuoc, Da Den Lake, Ray River, Phuoc Thai, Ca Suoi, La Buong in Dong Nai and Ba Ria - Vung Tau are important water supply sources for cities, therefore strictly prohibit fish farming, livestock farms in the reservoir area as well as upstream areas, strictly prohibit production and business activities discharging wastewater into the reservoir... buffer zones around the reservoirs must be established, prohibiting the construction of industrial plants and residential areas upstream.
+ Underground water sources: Assess reserves, develop rational exploitation and utilization plans, follow technical procedures... allocate reasonably, avoid excessive concentrated exploitation in specific areas, do not exploit continuously beyond limits which may lead to depletion, lowering of underground water levels reducing reserves and causing uncontrollable impacts affecting environmental quality;
- Control agricultural production and aquaculture activities:
+ Plan and improve the system of plant protection centers and stations to ensure the ability to monitor inputs and outputs in fertilizer and plant protection chemical usage activities;
+ Establish a system for aquatic animal health alongside the veterinary system, livestock and poultry protection systems to ensure the ability to monitor water quality inputs and outputs, vaccines and medications;
9. Priority investment programs and resource forecasting:
a) Priority investment programs:
- Infrastructure development programs:
+ Development of regional ring roads;
+ Development of public transportation networks in Ho Chi Minh City, prioritizing the development of intra-city and inter-regional rail systems;
+ Development of port systems;
+ Development of national highways and expressways connecting regions;
+ Construction of Long Thanh Airport;
+ Development of a regional energy supply network;
+ Development of a regional water supply system.
- Programs to enhance living standards and environmental protection:
+ Development of central urban space (within Ring Road 2);
+ Development of international, national, and regional public service facilities;
+ Programs to control and protect landscape and water resources;
+ Programs to develop tourist and resort areas;
+ Program to develop housing for low-income individuals and centralized industrial zones.
b) Resource forecasting for implementation:
- Budget capital;
- ODA loans;
- Capital from domestic and foreign investors;
- Utilize land value potential for development.
10. Implementation organization:
- The Prime Minister decides to establish the Steering Committee for Planning and Investment Construction of the Ho Chi Minh City Region to direct and organize research on policies, mechanisms, and strategies for comprehensive urban development in the region in line with long-term vision, coordinating adjustments to the development of key economic zones to ensure sustainable development for the entire region.
- Entrust the People's Committee of Ho Chi Minh City and the People's Committees of provinces in the region to review, adjust or request the Prime Minister to adjust approved planning and investment projects that are no longer suitable, including: general planning of provincial capitals, new urban areas, centralized industrial zones.
- Entrust the Ministry of Transport to take the lead, coordinate with the Ministry of Construction and the People's Committees of provinces and cities in the region to develop the transport planning of the Ho Chi Minh City Region, particularly the modern and reasonable development of public passenger transport systems in the region to reduce traffic congestion in Ho Chi Minh City, submit to the Prime Minister for approval.
Article 2. This Decision shall take effect fifteen days after its publication in the Official Gazette.
Article 3. The Ministers of Planning and Investment, Transport, Natural Resources and Environment, Education and Training, Defense, Finance, Industry and Trade, Construction, Culture, Sports and Tourism; the People's Committee of Ho Chi Minh City, the People's Committees of the provinces: Binh Duong, Binh Phuoc, Tay Ninh, Long An, Dong Nai, Ba Ria - Vung Tau, Tien Giang, and related organizations are responsible for implementing this Decision.
