Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of ministries and ministerial-level agencies.

Pursuant to Decree No. 178/CP dated October 28, 1994 of the Government on the tasks, powers, and organizational structure of the Ministry of Finance.

Pursuant to Decree No. 04/1999/NĐ-CP dated January 30, 1999 of the Government on fees and charges under the State budget.

On the proposal of the Director of the Department of Foreign Financial Affairs.

Article 1: Abolish the application fee for reviewing applications for investment licenses (hereinafter referred to as the application review fee) according to the Law on Foreign Investment in Vietnam issued together with Circular No. 47 TC/TCĐN dated October 21, 1989 of the Ministry of Finance.

Article 2: The Ministry of Planning and Investment, provincial people's committees, and provincial-level Zone Management Boards and Industrial Park Management Boards shall not collect the application review fee when receiving project proposals for investment license applications.

Article 3: This Decision takes effect from July 1, 1999./.
