Regarding the establishment of the Committee for Non-Governmental Organizations from Foreign Countries

Pursuant to the Government Organization Law dated September 30, 1992;

Considering the proposal of the Minister, Head of the Organization-Cadre Department of the Government;

The Minister of Foreign Affairs and the Minister, Chairman of the Government Office,

DECISION:

Article 1. Establish the Committee for Non-Governmental Organizations from Foreign Countries to assist the Prime Minister in directing and resolving issues related to non-governmental organizations from foreign countries operating in Vietnam.

Article 2. The Committee for Non-Governmental Organizations from Foreign Countries shall have the following tasks:

1. Proposing policies and guidelines related to non-governmental organizations from foreign countries operating in Vietnam; coordinating with relevant agencies to guide, monitor, and inspect the implementation of laws and policies related to the activities of non-governmental organizations from foreign countries.

2. Managing the examination, issuance, amendment, and revocation of Operating Licenses, Project Office Establishment Licenses, and Representative Office Establishment Licenses of non-governmental organizations from foreign countries in Vietnam according to the Operational Regulations of Non-Governmental Organizations from Foreign Countries in Vietnam issued together with Decision No. 340/TTg dated May 24, 1996 of the Prime Minister.

3. Regularly reporting to the Prime Minister on the operational situation of non-governmental organizations from foreign countries in Vietnam.

4. Performing other tasks related to non-governmental organizations from foreign countries assigned by the Prime Minister.

Article 3. The Committee for Non-Governmental Organizations from Foreign Countries has the following members:

1. Deputy Minister of Foreign Affairs, Chairperson of the Committee;

2. Chairman of the Vietnam Association of Friendship Organizations, Standing Member;

3. Deputy Minister of Public Security, Member;

4. Deputy Minister of Planning and Investment, Member;

5. Deputy Director of the Organization-Cadre Department of the Government, Member;

6. Director of the Religious Affairs Department of the Government, Member;

7. Deputy Director of the Government Office, Member;

and inviting a Deputy Director of the Central External Relations Department to be a Member.

Article 4. The Committee for Non-Governmental Organizations from Foreign Countries does not have its own staffing, but it has its own seal and uses the premises and administrative apparatus of the Vietnam Association of Friendship Organizations for its operations.

Article 5. The working procedures of the Committee and the specific assignment of tasks to its members shall be decided by the Chairperson of the Committee. Members of the Committee are responsible for assigning their staff and directing their departments and agencies to fulfill the assigned tasks effectively.

Article 6. This Decision takes effect fifteen days after the date of signature. All provisions contrary to this Decision are abolished.

Article 7. The Chairperson of the Committee for Non-Governmental Organizations from Foreign Countries, Ministers, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Chairpersons of People's Committees of provinces and centrally governed cities, and Heads of related agencies and organizations are responsible for implementing this Decision./.
