Pursuant to the Law on Cultural Heritage and Decree No. 92/2002/NĐ-CP dated November 11, 2002 detailing certain provisions of the Law on Cultural Heritage.
Pursuant to Decree No. 81/CP dated November 8, 1993 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture and Information.
After reviewing the relic files and the proposals from the Chairmen of the People's Committees of Thanh Hoa, Bac Ninh, Ha Tay, Hai Duong, Phu Tho, Hoa Binh, Vinh Phuc, and Lao Cai provinces.
Considering the proposal of Mr. Director of the Relic Preservation Museum Department.
DECISION:
Article 1: Classify 17 relics, supplement the classification of 03 relics, change the name and location of 02 relics as follows:
HA TAY PROVINCE (04)
1. Historical relic: Ho Chi Minh Commemorative Site - Van Canh commune, Hoai Duc district, Ha Tay province.
2. Historical relic: Den and Ben Chuong Duong - Chuong Duong commune, Thuan Thanh district, Ha Tay province.
3. Architectural and artistic relic: Dinh La - Tan Minh commune, Thuan Thanh district, Ha Tay province.
4. Architectural and artistic relic: Lang Da Quan Van - Van Tao commune, Thuan Thanh district, Ha Tay province.
BAC NINH PROVINCE (02)
5. Historical and artistic relic: Dinh Tinh Xa - Phu Hoa commune, Luong Tai district, Bac Ninh province.
6. Architectural and artistic relic: Dinh Ngoc Quan - Lam Thao commune, Luong Tai district, Bac Ninh province.
HAI DUONG PROVINCE (02)

Historical relic : War Zone 10 ( Luong Xuan Bach house area, Don hill area - Ha Luong commune, Ha Hoa district, Phu Tho province). Supplementing Decision No. 3777 VH/QĐ dated December 23, 2001 of the Ministry of Culture and Information.
Article 2. Strictly prohibit all construction and exploitation activities within the protected areas of historical and cultural relics and scenic spots. In exceptional cases where land use is required within historical and cultural relics and scenic spots, permission must be obtained from the Minister of Culture and Information.
Article 3. People's Committees at all levels shall implement state management over historical and cultural relics and scenic spots in accordance with the law.
Article 4. The Head of the Ministry’s Office, the Director of the Relic Preservation Museum Department, the Chairmen of the People's Committees of Ha Tay, Hai Duong, Hoa Binh, Thanh Hoa, Bac Ninh, Lao Cai, Vinh Phuc, and Phu Tho provinces, and the Directors of the Culture and Information Departments of these provinces shall be responsible for implementing this decision.
