PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Based on Directive No. 01/2003/CT-TTg dated January 16, 2003 of the Government Chairman on continuing to promote the restructuring, modernization, development, and improvement of efficiency of state-owned enterprises;
Considering the proposal of the Board of Directors of the Vietnam Oil and Gas Corporation, opinions of the Ministries of Industry, Planning and Investment, Finance, Labor, War Invalids and Social Affairs,
Considering the proposal of the People's Committee of Yen Bai Province at Circular No. 1132/TTr-UB; opinions of the Ministries of Planning and Investment, Finance, Labour - Invalids and Social Affairs, Home Affairs.
DECISION:
Article 1. Approves the overall restructuring and renewal plan for state-owned enterprises of the People's Committee of Yen Bai Province for the period 2003-2005 as attached Appendix.
Article 2. The Chairman of the People's Committee of Yen Bai Province shall be responsible for directing the implementation of the restructuring and renewal of state-owned enterprises directly under it according to the approved content and schedule. Any adjustments or supplements must be approved by the Prime Minister.
Article 3. The Ministries of Finance, Planning and Investment, Home Affairs, Labour - Invalids and Social Affairs and related agencies and localities shall be responsible for coordinating with the People's Committee of Yen Bai Province in implementing this Plan in accordance with current procedures and regulations.
The Steering Committee for Enterprise Renewal and Development shall be responsible for directing, urging, guiding, and monitoring the implementation of this Plan, and at the same time recommending solutions to overcome difficulties during the implementation process to the Prime Minister.
Article 4. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
The Chairman of the People's Committee of Yen Bai Province and heads of related agencies are responsible for enforcing this Decision.
