Regarding the establishment of the Steering Committee for the National Program on Crime Prevention and Control
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
On the basis of Resolution No. 09/1998/NQ-CP dated July 31, 1998 of the Government on strengthening work to prevent and combat crime in the new situation;
Pursuant to Decision No. 138/1998/QĐ-TTg dated July 31, 1998 of the Government approving the National Program on Crime Prevention and Control;
At the proposal of the Minister of Public Security,

Article 1. Supplementing the National Program on Crime Prevention and Control to the list of national programs and targets of the Government.
Article 2. Establishing the Steering Committee for the National Program on Crime Prevention and Control of the Government (referred to as the Steering Committee 138/CP), the membership of the Steering Committee 138/CP includes:
1. The Deputy Prime Minister in charge of the Government Office Nguyen Tan Dung, Chair,
2. The Minister of Public Security, Vice-Chair,
3. The Deputy Minister of Public Security in charge of police, permanent member,
4. The Deputy Director of the Government Office, member.
5. The Deputy Minister of Finance, member,
6. The Deputy Minister of Planning and Investment, member,
7. The Deputy Minister of Justice, member,
8. The Deputy Minister of Defense, member,
9. The Deputy Minister of Home Affairs, member,
10. The Deputy Minister of Labor, Invalids and Social Affairs, member,
11. The Deputy Minister of Culture, Sports and Tourism, member,
12. The Deputy Minister of Education and Training, member,
13. The Deputy Minister of Foreign Affairs, member,
14. The Deputy Head of the Population, Family and Children Commission, member,

17. Inviting representatives of the Supreme People's Court, the Supreme People's Procuracy, the Central Steering Committee for Internal Affairs, the Vietnam Fatherland Front Central Committee, the Vietnam General Confederation of Labor, the Communist Youth Union Central Committee, the Vietnam Women's Union Central Committee, the Vietnam Farmers' Association, and the Vietnam Veterans' Association to participate as members.
The Secretariat of the Steering Committee 138/CP shall be located at the Ministry of Public Security.
Article 3. The Steering Committee for the National Program on Crime Prevention and Control of the Government has the following tasks and powers:
1. Directing, inspecting, urging, and guiding ministries, sectors, mass organizations, provincial people's committees under the central government to implement Resolution No. 09/1998/NQ-CP dated July 31, 1998 of the Government on strengthening crime prevention and control work in the new situation and the National Program on Crime Prevention and Control of the Government.
2. Developing strategies and plans for crime prevention and control in each period. Directing ministries, sectors, mass organizations, and localities to coordinate in implementing crime prevention and control work. Directing coordination among functional agencies and forces combating criminal gangs, dangerous groups, and complex cases operating across multiple areas.
3. The Deputy Prime Minister in charge of the Steering Committee may represent the Government to directly direct functional agencies in handling serious economic, political, and public security cases to protect political security, maintain social order, combat corruption, ensure strict and uniform enforcement of laws.
4. Proposing to the National Assembly and the Government to develop and perfect legal regulations related to crime prevention and control work.
5. Serving as the focal point for coordinating actions in the field of criminal, economic crime prevention and control, and international cooperation in crime prevention and control, receiving and introducing projects with international organizations, governmental and non-governmental organizations both domestically and internationally according to the content of Resolution No. 09/1998/NQ-CP dated July 31, 1998 on crime prevention and control work in the new situation and the National Program on Crime Prevention and Control.
6. Regularly and promptly reporting to the Prime Minister when there are urgent issues. Annually, the Steering Committee conducts a review and reports to the Government.
Article 4. The Ministry of Public Security shall draft the Regulations on the operation of the Steering Committee for the National Program on Crime Prevention and Control; select members, establish functions, and tasks of the Secretariat, and submit them to the Steering Committee for approval.
Article 5. This Decision takes effect from the date of signature.
Article 6. Ministers, heads of ministerial-level agencies, heads of agencies under the Government, Chairmen of provincial people's committees under the central government, and members of the Steering Committee for the National Program on Crime Prevention and Control are responsible for implementing this Decision.
