Pursuant to the Law on Electronic Transactions dated November 29, 2005;

Pursuant to Decree No. 26/2007/NĐ-CP dated February 15, 2007 of the Government detailing the implementation of the Electronic Transactions Law regarding digital signatures and digital signature certification services;

BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS;

AT THE REQUEST OF THE HEAD OF THE SCIENCE AND TECHNOLOGY DEPARTMENT AND THE DIRECTOR OF THE INFORMATION TECHNOLOGY APPLICATION DEPARTMENT,

DECISION:

Article 1. ATTACHED TO THIS DECISION IS THE "LIST OF COMPULSORY STANDARDS FOR DIGITAL SIGNATURES AND CERTIFICATION SERVICES FOR DIGITAL SIGNATURES".

Article 2. NATIONAL DIGITAL SIGNATURE CERTIFICATION SERVICE PROVIDERS; PUBLIC DIGITAL SIGNATURE CERTIFICATION SERVICE PROVIDERS; SPECIAL-PURPOSE DIGITAL SIGNATURE CERTIFICATION SERVICE PROVIDERS WHO HAVE BEEN ISSUED A CERTIFICATE BY THE MINISTRY OF INFORMATION AND COMMUNICATIONS CONFIRMING THAT THEY MEET THE SECURITY REQUIREMENTS FOR DIGITAL SIGNATURES; FOREIGN DIGITAL SIGNATURE CERTIFICATION SERVICE PROVIDERS RECOGNIZED BY THE VIETNAMESE GOVERNMENT MUST COMPLY WITH THE STANDARDS SET OUT IN THE LIST OF STANDARDS ISSUED BY THIS DECISION.

Article 3. THIS LIST OF STANDARDS WILL BE REGULARLY REVIEWED, UPDATED, REVISED, AND SUPPLEMENTED AS NECESSARY TO SUIT THE ACTUAL CONDITIONS IN VIETNAM.

Article 4. THIS DECISION SHALL TAKE EFFECT 15 (FIFTEEN) DAYS AFTER ITS PUBLICATION IN THE OFFICIAL GAZETTE.

Article 5. THE CHIEF OF THE OFFICE, THE HEAD OF THE SCIENCE AND TECHNOLOGY DEPARTMENT, THE DIRECTOR OF THE INFORMATION TECHNOLOGY APPLICATION DEPARTMENT, THE HEADS OF MINISTRY AFFILIATED ORGANIZATIONS, AND OTHER RELATED ORGANIZATIONS AND INDIVIDUALS ARE RESPONSIBLE FOR IMPLEMENTING THIS DECISION./.
