Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on Mobilization and Reward dated November 26, 2003 and the Law Amending and Supplementing Certain Provisions of the Law on Mobilization and Reward dated June 14, 2005;
Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No. 48/2008/NĐ-CP dated April 17, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Considering the proposal of the Minister of Home Affairs,
DECISION:

Article 1. Position and Functions

1. The Central Steering Committee for Mobilization and Reward is an agency under the Ministry of Home Affairs, with the function of advising and assisting the Minister of Home Affairs in managing state affairs related to mobilization and reward.

2. The Central Steering Committee for Mobilization and Reward is equivalent to a General Department, having legal personality, a seal bearing the State Emblem, a separate account in accordance with the law, and its office located in Hanoi City.

b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;

The Central Steering Committee for Mobilization and Reward performs tasks and powers as prescribed by the Law on Mobilization and Reward, relevant laws, and the following specific tasks and powers:

1. It is the permanent body of the National Council for Motivation and Recognition.

2. Submit to the Minister of Home Affairs for submission to the Government and the Prime Minister for consideration and decision:

a) Draft laws, draft resolutions of the National Assembly, draft ordinances, draft resolutions of the Standing Committee of the National Assembly, draft decrees of the Government, draft decisions, and directives of the Prime Minister regarding mobilization and reward;

b) Strategies, plans, national target programs, action programs, projects, and important initiatives concerning mobilization and reward;

3. Submit to the Minister of Home Affairs for consideration and decision,

a) Long-term, five-year, and annual development plans for the sector of motivation and recognition and related projects and initiatives;

b) Plans for coordinating activities between ministries, ministerial-level agencies, central-level agencies under the Government, provincial People's Committees (hereinafter referred to collectively as ministries, sectors, and localities), political organizations, political-social organizations, and social organizations at the central level in implementing tasks related to mobilization and reward.

4. Guide, urge, inspect ministries, sectors, localities, the Vietnam Fatherland Front, political organizations, political-social organizations, and social organizations at the central level in organizing and implementing mobilization campaigns and implementing reward policies of the Party and the State.

5. Review files submitted for rewards by ministries, sectors, localities, the Vietnam Fatherland Front, political organizations, political-social organizations, and social organizations at the central level. Carry out according to the authorization of the Minister of Home Affairs to submit to the Government or the Prime Minister for decision on rewards, or to the Prime Minister for recommendation to the President for decision on rewards in accordance with the law.

6. Direct and organize the implementation of programs, plans, projects, and initiatives on motivation and recognition after approval by competent authorities.

7. Develop content and training programs for staff working in mobilization and reward in ministries, sectors, and localities; organize research and application of science and technology in the field of mobilization and reward.

8. Coordinate with the Vietnam Fatherland Front, political organizations, political-social organizations, and social organizations at the central level, and mass media agencies to organize mobilization campaigns and promote exemplary models.

9. Manage and archive reward files in accordance with the law; build and manage databases on mobilization and reward.

10. Be responsible for preparing, preserving, distributing awards attached to rewards from the President, the Government, and the Prime Minister; recover, issue, and exchange awards in accordance with the law.

11. Implement administrative reform programs in accordance with approved objectives and contents of state administrative reform programs.

12. Mobilize financial support and manage and utilize the central mobilization and reward fund; direct, guide, and inspect the management of mobilization and reward funds at all levels and sectors in accordance with the law.

13. Organize the implementation of inspection and supervision of the implementation of the Party's guidelines and the State's policies on mobilization and reward; organize reception of citizens, handling complaints and denunciations related to mobilization and reward in accordance with the law.

14. Implement international cooperation in mobilization and reward in accordance with the law.

15. Manage the organizational structure, staffing, finance, and assets assigned; implement salary systems and other incentive, reward, disciplinary, training, and development policies for cadres, civil servants, public officials, and employees under the management of the Committee in accordance with the law and the delegation of the Minister of Home Affairs.

16. Perform other tasks and powers delegated by the Minister of Home Affairs and as prescribed by law.

Article 3. Organizational Structure

1. Research and Synthesis Department (referred to as Department I).

2. The Mobilization and Reward Department of central ministries, sectors, and mass organizations (referred to as Department II).

3. The Mobilization and Reward Department of provinces and centrally-administered cities (referred to as Department III).

4. Cadres and Civil Servants Organization Department.

5. Inspectorate.

6. Office.

7. Representative office in Ho Chi Minh City.

8. Information Technology Center

9. Journal of Mobilization and Reward.

In this Article, the organizations specified in Clauses 1 through 7 are administrative agencies assisting the Director in performing state management tasks; the organizations specified in Clauses 8 through 9 are subordinate units under the Central Steering Committee for Mobilization and Reward.

The Minister of Home Affairs decides on the establishment, renaming, dissolution, reorganization, and restructuring of other subordinate units under the Central Steering Committee for Mobilization and Reward in accordance with the law.

Article 4. Leadership

1. The National Council for Motivation and Recognition has a Director and not more than three Deputy Directors.

2. The Minister of Home Affairs assigns a Deputy Minister of Home Affairs to concurrently serve as the Director of the Central Steering Committee for Mobilization and Reward, who is responsible before the Minister and the law for all activities of the Committee. The Director of the Central Steering Committee for Mobilization and Reward is the Vice Chairman of the Central Steering Committee for Mobilization and Reward.

3. The Minister of Home Affairs appoints and dismisses Deputy Directors upon the proposal of the Director of the Central Steering Committee for Mobilization and Reward, and assigns one Deputy Director to be a member of the Central Steering Committee for Mobilization and Reward. Deputy Directors are responsible before the Director and the law for the areas of work they are assigned.

The Director of the Central Steering Committee for Mobilization and Reward issues the Working Regulations of the Committee; specifies in detail the functions, tasks, powers, and organizational structure of subordinate agencies and units; appoints and dismisses leaders and managers within the Committee in accordance with the law and the delegation of the Minister of Home Affairs.

4. The staffing of the Central Steering Committee for Mobilization and Reward is decided by the Minister of Home Affairs within the total staffing of the Ministry of Home Affairs.

Article 5. Effectiveness and Responsibility for Implementation

1. This Decision shall take effect 45 days from the date of issuance.

2. The Minister of Home Affairs, ministers, heads of ministerial-level agencies, heads of central-level agencies under the Government, Chairmen of provincial People's Committees directly under the central government, and the Director of the Central Steering Committee for Mobilization and Reward are responsible for implementing this Decision./.
