ISSUING THE LIST OF TOP SECRET STATE SECRETS IN THE EDUCATION AND TRAINING SECTOR

Pursuant to the Law on Competition and Rewards dated December 26,, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP ph总理府于20年6月19日15;

Article 1. The List of Top Secret State Secrets in the Education and Training Sector includes information and documents within the following scope:

1. Information and documents of the education and training sector regarding the implementation of the national security strategy; plans for national defense; plans to counter war mobilization; plans to shift agencies from peacetime to wartime operations (Plan A); plans to ensure defense needs in the first year of war (Plan B); plans to protect agency and organizational units (Plan C); anti-terrorism plans; plans to implement the Regulation on Joint Construction of National Defense Zones between the Ministry of Education and Training and the Command of Hanoi City; plans for joint execution of military, defense, national defense education, and security tasks between the Ministry of Education and Training, the Ministry of Defense, and the Ministry of Public Security that have not been published or will not be published.

2. Reports, letters, and documents of the Party Cadre Members' Board and the Minister of Education and Training seeking directives from the Politburo, the Secretariat, and leaders of the Party and State on education and training that have not been published or will not be published.

3. Reports and documents on internal political protection work of the Party Cadre Members' Board of the Ministry of Education and Training that have not been published or will not be published.

4. Scientific works, inventions, patents, useful solutions, and particularly important trade secrets related to national defense, security, economy, science, and technology managed by agencies, organizations, and individuals under the Ministry of Education and Training that have not been published or will not be published.

5. Official examination questions, backup examination questions, answers, grading scales, examination question-setting locations, printing locations, and related materials for national high school graduation examinations, student excellence selection examinations at various levels, international and regional Olympic team selection examinations, graduation examinations, admission examinations, and final examinations at various educational levels, fields, and training programs that have not been published.

6. Information, documents, and files related to cadres from the Ministry of Public Security and the Ministry of Defense sent for training according to the Regulations on Intelligence that have not been published or will not be published.

7. Official examination questions, backup examination questions, examination papers, answers, and related materials for civil servant recruitment examinations in the education and training sector and examinations for promotion of civil servants in the education and training sector that have not been published.

8. Documents using information and documents included in the List of Top Secret State Secrets of other agencies and organizations.

Article 2. Effective Date

This Decision takes effect from February 15, 2017, and replaces Decision No. 32/2005/QĐ-TTg dated February 7, 2005, of the Prime Minister on the list of top secret state secrets in the education and training sector.

Article 3. Responsibility for Implementation

Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the central government shall be responsible for implementing this Decision.
