Pursuant to the Law on Organization of the Government dated December 25, 2001;
The Task Force to monitor and direct the implementation of Decision No. 178/2004/QĐ-TTg dated October 5, 2004 of the Prime Minister on approving the "Comprehensive Development Plan for Phu Quoc Island, Kien Giang Province until 2010 and vision until 2020" is hereby established to organize monitoring, assist, support, create conditions, and supervise the effective implementation of the Plan, coordinate development activities among relevant ministries, sectors, Kien Giang Province, Ho Chi Minh City, and related localities in developing Phu Quoc Island.

Tasks and authorities of the Task Force to monitor and direct the implementation of Decision No. 178/2004/QĐ-TTg dated October 5, 2004 of the Prime Minister are as follows:
Article 3. - Monitor, supervise, and coordinate the implementation of Plans, programs, plans, overall balances, and inter-sectoral balances of relevant ministries and sectors on Phu Quoc Island to report and propose solutions to address sudden changes and general situations periodically to the Prime Minister;
- Aggregate existing preferential mechanisms and policies nationwide to submit to the Prime Minister for approval to apply to Phu Quoc Island;
- Study and propose superior preferential mechanisms and policies regarding capital mobilization, entry-exit procedures, tourism development, infrastructure development (especially ports and aviation), urban development, and human resource development applicable to Phu Quoc Island;
Examine and recommend to the Prime Minister solutions to issues arising from the implementation of Decision No. 178/2004/QĐ-TTg dated October 5, 2004 of the Prime Minister.
Rules of operation.
Article 4. - In annual and five-year planning periods, the Head of the Task Force to monitor and direct the implementation of Decision No. 178/2004/QĐ-TTg dated October 5, 2004 of the Prime Minister shall be responsible for coordinating with members of the Task Force to closely cooperate with the leadership of each relevant ministry and sector and localities, to arrange specific projects and works in the planning periods to facilitate the development of Phu Quoc Island, meeting requirements at different times with specific tasks.
- Meet every six months to hear reports from relevant ministries, sectors, and localities on the implementation of Decision No. 178/2004/QĐ-TTg of the Prime Minister.
- Conduct annual evaluations of the implementation results of relevant ministries, sectors, and localities, aggregate them, and submit to the Prime Minister.
Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of the People's Committees of Kien Giang Province and Ho Chi Minh City, and the individuals named in Article 2 are responsible for implementing this Decision./.
Article 5. This Decision shall take effect from the date of signing.
Article 6. Implementing organization.
The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairman of the People's Committee of Kiên Giang Province, Ho Chi Minh City, and the persons named in Article 2 shall be responsible for implementing this Decision./.
