JOINT CIRCULAR

OF THE MINISTRY OF FINANCE - MINISTRY OF NATIONAL DEFENSE NUMBER 598-TC/QP DATE MAY 16, 1989 GUIDELINES FOR SUPPLEMENTING CERTAIN REGIMES FOR PEOPLE'S MILITIA AND RESERVE SOLDIERS

Pursuant to Decree No. 219-CP dated December 20, 1961, Directive No. 198-TTg dated July 16, 1971, Decree No. 62-CP dated April 7, 1971 of the Council of Ministers, and Circular No. 20-TTLB dated December 3, 1972 of the Ministry of Finance - Ministry of National Defense; to meet new requirements; with the agreement of the Council of Ministers and opinions from relevant ministries, the Ministry of Finance and the Ministry of National Defense have unified guidelines for supplementing certain regimes for people's militia and reserve soldiers as follows.

A. SUBSIDIES AND SUPPORT WHEN PERFORMING MILITARY TRAINING TASKS AND ACTIVITIES NECESSITATING WITHDRAWAL FROM PRODUCTION

1. For people's militia and reserve soldiers in rural areas and streets, not included in state staffing:

a) When attending centralized training classes or mobilization exercises organized and managed by the military command of the district or city according to the plan of the provincial or municipal military command, they will be subsidized with 1.5 kilograms of rice per person per day, funded by the district or city budget.

b) When mobilized by the military command of the district or city to perform regular combat duties, tracking reconnaissance, special forces, border patrols... or when mobilized by the People's Committee of the district or city to support combat such as ensuring transportation, repairing damage after enemy attacks, they will be subsidized with 2 kilograms of rice per person per day, funded by the district or city budget.

c) When mobilized by the People's Committee of the commune or ward to perform regular security duties, training at the commune or ward level that necessitates withdrawal from production, they will be subsidized with 1 kilogram of rice per person per day, funded by the commune or ward budget.

d) The mobilization of people's militia and reserve soldiers to perform combat and combat support tasks in other provinces can only be carried out upon orders from the Ministry of National Defense. The expenses for people's militia and reserve soldiers mobilized by the Ministry of National Defense to perform tasks in other provinces will be funded by the national defense budget.

2. For self-defense personnel and reserve soldiers who are cadres, workers, and officials in state sectors and units:

a) Time spent being mobilized to perform regular combat and combat support duties is counted towards their production time as stipulated in Directive No. 198-TTg, they will receive full salary and allowances, bonuses according to current regulations. In production units, these costs are included in the product cost.

b) During on-site military training at offices, factories, farms, forestry farms..., they will be provided with lunch subsidies funded by each unit (included in the unit's cost or welfare fund).

B. TIME USED FOR TRAINING AND EDUCATION OF PEOPLE'S MILITIA AND RESERVE SOLDIERS

a) New heads of militia and security cadres in communes and wards and specialized security cadres in state sectors and units will receive 15 days of training and education in local military schools in their province or city in their first year. Experienced cadres will receive 5 days of training annually.

b) Squad leaders will undergo centralized training for 5 days annually organized by the district or city; thereafter, they will directly serve as instructors for people's militia and reserve soldiers for 5 to 7 days annually at their base.

c) All core members of the people's militia and squad leaders will undergo centralized training for 5 to 7 days annually.

The above are some supplementary provisions, the Ministry of Finance and the Ministry of National Defense have issued these guidelines for localities and bases to implement. Other regimes will continue to be implemented according to current state regulations.

Any issues encountered during implementation should be promptly reported by localities and sectors to the two Ministries for study and submission to the Council of Ministers for consideration.
