ON THE FUNCTIONS, DUTIES, POWERS, AND ORGANIZATION OF THE INSPECTION DEPARTMENT

THE MINISTER OF CULTURE, INFORMATION, SPORTS AND TOURISM

Pursuant to Decision No. 244-NQ-HĐNN dated March 31, 1990 of the State Council on the establishment of the Ministry of Culture, Information, Sports and Tourism.

Pursuant to the Inspection Ordinance of the State Council dated April 1, 1990.

Pursuant to Decision No. 138-TC-QĐ dated June 11, 1990 of the Minister of Culture, Information, Sports and Tourism on the establishment of the Inspection Department.

Considering the proposal of the Director of the Cadre and Organization Department 

DECISION:

Article 1. The Inspection Department is an agency assisting the Minister in performing inspection functions in state management over cultural, information, sports, and tourism sectors nationwide.

Article 2. In addition to the duties prescribed by the State Inspection Ordinance, the Inspection Department has the following tasks:

1. Develop annual plans for inspecting the implementation of laws, policies, and regulations by agencies, units, and individuals within the Ministry; coordinate with relevant agencies and units to inspect organizations, units, and individuals nationwide regarding culture, information, sports, and tourism to maintain discipline, order, and enhance the effectiveness of the management system, improve the capabilities and qualities of the cadre and staff.

2. Organize and guide the implementation of the Inspection Ordinance and inspection procedures for subordinate units.

3. Research, identify, and propose preventive measures against signs of law violations.

After each inspection, there must be a conclusion document issued to the inspected unit or individual and recommendations made to competent authorities for handling according to the provisions of the Inspection Ordinance.

Temporarily suspend the execution, amendment, or abolition of inappropriate recommendations regarding the resolution of issues by agencies and units under the Ministry.

Article 3. The Inspection Department consists of the Inspector General, Deputy Inspector General, and Inspectors.

Based on the assigned functions and duties, the Inspector General shall develop operational regulations and working relationships of the Inspection Department for submission to the Minister for examination and decision.

Article 4. This Decision takes effect from the date of signing, all previous documents conflicting with this Decision are hereby abolished.

Article 5. Comrades: Director of the Office, Directors of the Cadre and Organization Department, Inspector General of the Inspection Department, and Heads of related units are responsible for implementing this Decision.
