JOINT CIRCULAR
CIRCULAR REGULATING THE INCREASE OF COMPENSATION FOR BLOOD DONORS
CIRCULAR
JOINT MINISTRY OF HEALTH AND FINANCE DECISION NO. 6-TT/LB MARCH 5, 1987
REGULATIONS ON THE INCREASE OF COMPENSATION FOR BLOOD DONORS
To align with living costs in each locality and to meet blood requirements for medical treatment at hospitals, the Joint Ministry of Health and Finance stipulates the following amendments to the compensation for blood donors:
1. Principles for compensating blood donors:
The principle for compensating blood donors is based on necessary physical goods converted to monetary value and additional funds for supplementary compensation, specifically as follows:
a) For every 1 liter of blood donated, 6.5 kilograms of meat and 6.5 kilograms of sugar are compensated, calculated according to the retail prices in the locality where the donor resides.
b) Additionally, there will be an extra amount equivalent to 100% of the monetary value derived from the physical goods specified in point 1a above.
2. According to the aforementioned principles, to match current retail prices, the monetary compensation for blood donors is now increased to 600 dong per 100 milliliters of blood (6,000 dong per liter of blood).
3. To facilitate timely and reasonable compensation adjustments in response to changes in retail prices (meat, sugar) in each locality, if these prices increase by 30% or more compared to the levels at the time this Circular was issued, the People's Committees of provinces, cities, and centrally-administered municipalities shall determine specific compensation amounts for blood donors in their respective localities based on the principles outlined above. For central hospitals under the Ministry of Health, the compensation level shall not exceed that of the localities where the hospitals are located, adjusted to match local retail prices.
