Pursuant to the proposal of the Ministry of Finance in Circular No. 6589 TC/NSNN dated December 29, 1999,

Pursuant to the Government Organization Law dated September 30, 1992;

The Prime Minister hereby stipulates the bonus amount and the usage regulations for the excess revenue over the state budget estimate (the portion remitted to the central budget) from the value-added tax in 1999 as follows:

Article 1. 1. Provinces and centrally-administered cities with excess revenue up to 10 billion VND shall be awarded 100% of the excess revenue, while additional excess revenue above 10 billion VND shall be additionally rewarded at 50% of the additional excess.

2. Specifically, provinces in Central Vietnam affected by major floods and Dak Lak Province shall be awarded 100% of their excess revenue over the assigned estimate.

3. The use of the bonus funds shall be carried out in accordance with Decision No. 737/QĐ-TTg dated July 28, 1999 of the Prime Minister, to invest in local economic and social infrastructure projects and to address flood aftermaths.

4. The bonus amount mentioned above shall be accounted for and settled within the 2000 fiscal year.

The Minister of Finance and the Chairmen of the People's Committees of provinces and centrally-administered cities are responsible for implementing this Decision.

Article 2. This Decision shall take effect from the date of signing.

Article 3. The Minister of Finance, the Chairpersons of the People's Committees of the provinces and centrally governed cities are responsible for implementing this Decision.
