Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Ordinance on the Capital City of Hanoi dated December 28, 2000;
Considering the proposal of the Chairman of the People's Committee of Hanoi City at Document No. 96/TTr-UB dated October 29, 2001; and the Director of the Ministry of Planning and Investment at Circular No. 2325/BKH/VPTĐ dated April 15, 2002.
DECISION:
Article 1. Approving the overall planning for socio-economic development of Hanoi Capital during the period 2001-2010 with the main contents as follows:
1. Objectives:
Hanoi Capital is the national political-administrative center, a large center for culture, science, education, economy, and international transactions. In the next ten years, coinciding with the commemoration of the 1000th anniversary of Thang Long-Hanoi, the city must ensure stable and solid political security, social order and safety, comprehensive, rapid, effective economic, scientific and technological, cultural and social development, and sustainable environmental protection. Building an important step towards material and technical infrastructure and society of a beautiful, civilized, elegant, harmonious, modern socialist capital: preserving and promoting the essence of traditional culture of the thousand-year-old capital; focusing on purifying and cleaning up the cultural-social environment, preventing and eliminating negative phenomena and social evils; improving the material and spiritual life of the people; taking the lead in actively integrating into the international economy, preparing the groundwork for a knowledge-based economy, becoming a more reputable center in the region, worthy of the title "Heroic Capital".
2. Basic viewpoints on development:
- Developing Hanoi is a key point in the strategy of building and defending the socialist fatherland of the country during the period of accelerating industrialization and modernization, actively integrating into the international economy, which is the responsibility and duty of the entire Party, people, and military. It is necessary to fully mobilize the combined strength of the Central Government, Hanoi, the whole country, all economic sectors, and international cooperation in the process of developing Hanoi; exploiting internal resources as the decisive factor, external resources as an important element.
- The strategy for socio-economic development of Hanoi must be built and implemented in an organic relationship with the socio-economic development of the whole country, with the construction and implementation of regional and inter-regional socio-economic development strategies, using the strength of Hanoi as a driving force to promote regional development, creating close division of labor and cooperation within a unified structure across the country.
- In guidance and implementation, the principle is that socio-economic development is the central task, Party building is the key task, urban management is an important ongoing task. In organization and implementation, it is necessary to harmoniously combine political, economic, cultural, social, security, and defense fields; develop productive forces in conjunction with building and consolidating production relations, addressing urgent issues while persistently achieving long-term goals. Accurately identify the key breakthrough points, adopt comprehensive, effective measures, take shortcuts, anticipate trends, accelerate the pace of Hanoi's development.
3. Some key indicators:
3.1. On Economy:
- Increase Hanoi's share of the national GDP from 7.3% in 2000 to about 8.2% in 2005 and 9.8% in 2010.
- Strive to achieve an average annual GDP growth rate of about 10-11% during the period 2001-2010.
- Average per capita GDP in 2005 will increase 1.4 times compared to 2000, and in 2010 will increase 1.5 times compared to 2005.
- Economic Structure:
+ During the period 2001-2005, shift the economic structure towards industry - services - agriculture;
+ During the period 2006-2010, towards services - industry - agriculture (In 2010, the share of industry and construction will account for about 42%, services 56%, and agriculture 2% of the city's total GDP).
+ Industrial production value growth rate 14.5%/year, agriculture 3.0%/year, services 8.6%/year;
- Export value growth rate during the period 2001-2010 will average about 16-18%/year.
3.2. On Population and Human Resources:
By 2010, Hanoi's population scale will reach approximately 3.3 million people; trained labor will account for 60-65%. By 2005, standardize the municipal and district-level civil servant corps; by 2010, standardize the commune and ward-level civil servant corps. Reduce the urban unemployment rate to 5.5-6%; strictly manage the number of workers from other localities moving to Hanoi.
3.3. On Culture, Society, Education, Health Care, Physical Education and Sports:
Develop the education and training of Hanoi into a human resource training and talent cultivation center for the country; young people of school age reaching secondary education level (including: high school, vocational high school, vocational training) will be 70% by 2005 and universal secondary education by 2010. Build a progressive culture rich in national characteristics, Hanoians "civilized, elegant - modern". Preserve and promote tangible and intangible cultural values. Develop the health care industry to improve the physical health of the people. Build a modern sports foundation with athletes reaching high levels in the region, including some disciplines reaching world standards; promote mass sports activities. Effectively implement the policy of socializing education, culture, healthcare, and sports.
3.4. On Living Standards:
Continuously improve all aspects of living standards for the people. Increase the average life expectancy and height of Hanoi residents. Increase food intake and nutritional quality, with each resident's average daily caloric intake reaching 2500 kcal. Ensure 100% of households have access to and enjoy culture and art. Strive to achieve 100% of households having clean water for daily use and receiving medical care; reduce the poverty rate (according to new criteria) to about 1%; reduce the rate of malnourished children under 10%.
3.5. On Environment:
Build a green, clean, beautiful, civilized Hanoi environment, reaching a moderate advanced level in the region. Urgently build and effectively organize the implementation of
The Comprehensive Environmental Protection Plan for the city to contribute to improving the quality of life for the people.
3.6. On Political Security and Social Order and Safety::
Ensure stable political security and social order and safety in all situations. Create a clear new change in the management of social order and safety, urban lifestyle, and the struggle against various types of crime and social evils.
4. Main tasks for developing industries, sectors, and building Hanoi Capital:
4.1. Developing and modernizing key service sectors such as commerce, import-export, tourism, finance, banking, insurance, telecommunications, science and technology, and other services serving production, business, and diverse activities of the capital city, the Red River Delta economic zone, and the whole country. Building Hanoi into a leading center for trade, tourism, finance, and banking in the northern region, nationwide, and in Southeast Asia.
4.2. Building Hanoi into a major industrial center:
Prioritizing the development of high-tech industries, focusing on producing high-quality products, key industries such as electricity-electronics-information technology; machinery; textiles-clothing-leather-shoes; food processing; new materials, and labor-intensive industries. Investing in modern technological upgrades and advanced equipment to improve product quality and competitiveness to meet domestic consumption and export demands. Developing industrial zones and clusters including medium and small industrial zones and traditional craft villages in line with the city's expansion plan and the overall region, establishing division and cooperation relationships with neighboring provinces and cities. Gradually relocating unsuitable facilities from the downtown area to concentrated industrial zones to ensure a sustainable environment.
4.3. Developing agriculture and rural areas towards structural transformation and upgrading urban agricultural, ecological, and craft village products.
Forming specialized crop production areas for goods such as clean vegetables, flowers, ornamental plants, fruits, and livestock breeding linked with processing industries, diversifying products to achieve quality, clean products, efficiency, and a sustainable environment. Developing key infrastructure, investing ahead of time to promptly meet the requirements of economic and social development of the capital and the entire country.
- Effective measures are needed to improve, upgrade, and comprehensively modernize infrastructure to quickly address current overloads and inadequacies; developing according to long-term planning at par with the level of advanced and civilized cities in the region and worldwide.
- Expanding, upgrading, completing, and opening radial roads connecting national highways starting from Hanoi, fully developing Ring Roads I, II, III, and planning the construction of Ring Road IV; completing and thoroughly addressing inner-city traffic intersections, gates, and static traffic systems, renovating Long Bien Bridge, and constructing two new bridges across the Red River. Upgrading and supplementing urban and rural transportation systems, focusing on developing public transportation mainly through buses and electric vehicles; resolving traffic congestion and environmental pollution issues, ensuring smooth traffic within Hanoi, between Hanoi and northern provinces, throughout the country, and transnational traffic.
- Constructing additional 500KV, 200KV, and 110KV transmission stations, undergrounding medium voltage power networks; gradually phasing out 35KV, 10KV, and 6KV voltage levels, retaining only 22KV/0.4KV. Building a city-wide power grid dispatch center and a call center for power repairs.
- Developing a modern telecommunications network at international standards, using advanced technology, increasing capacity of existing exchanges. Renovating and constructing new internal city transmission conduit and optical cable systems; investing in mechanization and automation of postal networks.
- Maintaining, repairing, renovating, expanding existing water treatment plants, completing water supply networks. Constructing Bac Thang Long Water Treatment Plant, surface water utilization plant, 60 rural water supply stations, expanding water supply coverage for the entire city; investing in renovation and installation of new water transmission pipelines, distribution networks, and clean water supply systems to households. Reducing water loss below 30%, achieving a water supply standard of 170 liters/person/day by 2010.
- By 2005, basically solving flooding problems. Emphasizing the renovation of rivers, drainage channels, flood control reservoirs, pumping stations; renovating and constructing new drainage and wastewater treatment facilities for underdeveloped areas of the city, effectively coordinating with nearby provinces in wastewater treatment.
- Striving to reach 8 square meters of housing per person by 2010. Basically solving cases of housing less than 3 square meters per person, gradually reducing dilapidated and dangerous buildings in the downtown and suburban areas. Ensuring social equity, providing opportunities for housing creation and the right to have homes for all strata of society, prioritizing policy beneficiaries and low-income individuals.
- Striving to reach an average of 5.0 to 5.5 square meters of green space per person by 2005; reaching 7.0 to 7.5 square meters per person by 2010.
4.6. Consolidating and enhancing the role and function of economic components,
where state-owned economy plays a dominant role, collective economy together with state-owned economy increasingly becoming the foundation. Promoting state enterprise reform, advancing administrative reform, creating a favorable environment, supporting small and medium-sized enterprises, cooperative forms, and cooperatives; continuing to innovate management, apply new technologies, expand markets; enhancing corporate autonomy based on compliance with legal regulations. in which the state economy plays a leading role, collective economies together with the state economy increasingly become the foundation. Promote the reform of state-owned enterprises, advance administrative reform, create a favorable environment, support small and medium-sized enterprises, cooperative economic forms, and cooperatives; continue to innovate management, apply new technologies, expand markets; enhance the autonomy of enterprises based on compliance with legal regulations.
4. 7. Strengthen national defense and security to ensure political stability and social order and safety in the capital city in all situations; effectively serve the activities of the Party, State, and foreign relations. Closely integrate strategic plans and programs for national defense and security protection and social order and safety with economic and social development programs.
5. Urban and rural development:
- Plan the development of Hanoi City commensurate with its role and position as the capital of the Socialist Republic of Vietnam.
- Develop Hanoi with open space towards the North and Northwest, West and Southwest. The long-term direction of Hanoi City's development mainly focuses on the West, Southwest (Mieu Mon-Xuan Mai-Hoa Lac-Son Tay of Ha Tay province); part of the North of the city: Soc Son urban cluster (Hanoi city), Xuan Hoa-Dai La-Phuc Yen (Vinh Phuc province) and other cities to exploit geographical advantages, natural conditions, transportation, and infrastructure of satellite cities. In the short term, expand central Hanoi towards the Northwest, Southwest, and North, prioritizing investment in development areas north of the Red River, studying the management of the Red River, completing plans and implementing urban planning, exploiting both sides of the Red River.
- Strictly manage the process of urbanization and investment construction. Combine renovation and adjustment of old urban areas with expansion of new urban areas according to planning and ensuring technical urban planning standards, architecture, public utilities, and other modern urban standards.
- Develop rural areas in conjunction with urbanization and building new countryside, enhancing investment in technical infrastructure corresponding to the new countryside outside Hanoi. Gradually shift the economic structure and labor structure towards increasing service and industry proportions, reducing disparities between the inner and outer city.
- Strictly manage land within and outside the city, effectively utilizing land according to planning. In the short term, focus on directing the work of detailed land use planning, widely publicizing it to the people; strengthening planning and land use management according to current regulations.
Article 2. The People's Committee of Hanoi City shall have the following tasks:
1. Study and concretize the implementation of Resolution No. 15-NQ/TW dated December 15, 2000 of the Politburo; the Ordinance on Hanoi Capital approved by the Standing Committee of the National Assembly of the 10th term on December 28, 2000.

Enhance the effectiveness of the operation of the management apparatus at all levels along with the reform of cadre arrangement work, building and perfecting the legal system and policies, concretizing division of responsibilities, emphasizing individual and organizational management responsibility.
6. Based on the Government's decision approving the overall planning, concretize goals and implement through economic and social development programs, environmental protection programs, investment projects, long-term, medium-term, and short-term plans to scientifically manage and operate for high efficiency. During the implementation of the plan, regularly update the situation and make timely adjustments when necessary.
Article 3. Responsibilities of ministries, ministerial-level agencies, and provincial-level municipalities directly under the Central Government:
Ministries, ministerial-level agencies, and provincial-level municipalities directly under the Central Government, according to their functions and tasks, have the responsibility to proactively coordinate with Hanoi to implement Resolution No. 15 of the Politburo; the Ordinance on Hanoi Capital; issue preferential and encouraging investment regulations; direct the establishment and implementation of special mechanisms and policies; concretize sectoral planning already approved through investment programs and projects on the local area, implementing according to planning to achieve set goals.
Article 4. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
The Chairman of the People's Committee of Hanoi City, Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairmen of People's Committees of provinces and centrally-administered municipalities are responsible for enforcing this Decision./.
