On implementing certain measures to prevent and mitigate floods in coastal central provinces
in the Central Coast region

In recent years, floods, inundations, and flash floods have continuously occurred in the coastal provinces of the Central Coast region. Due to the steep terrain and heavy, concentrated rainfall, floodwater levels rise quickly and the flood currents are strong, causing significant damage, particularly to human life. To proactively prevent and mitigate losses caused by floods and inundations, the Ministry of Agriculture and Rural Development requests the Chairpersons of the People's Committees of the coastal provinces in the Central Coast region to implement the following contents:
1. Strengthening the Flood Control and Search and Rescue Command at all levels, especially at the commune level, to ensure effective management and control of flood and storm prevention and response operations; inspecting information assurance plans and implementing preventive and remedial measures for flood and storm impacts according to the principle of four localities;
2. Organizing thorough inspections and reviews, and statistics of residential areas, villages, hamlets, and households living in regions prone to flooding, flash floods, mud-rock flows, landslides, and deep inundation zones (areas along rivers, streams, road embankments, mountain slopes, valleys, and downstream of water reservoirs). Based on this, developing specific prevention plans and measures for each region and key points;
3. Immediately setting up warning signs in areas at risk of flash floods, landslides, and deep inundation. Establishing guards at dangerous points to manage residents' travel and business activities. Particularly, each village and commune must take measures to prevent residents from collecting firewood, crossing submerged culverts and roads, and using unsafe ferry crossings when floods occur;
4. Closely coordinating with military forces stationed in the area to organize emergency drills and handle situations when floods and storms occur. Especially utilizing the local police force at various levels to directly guide travel at dangerous points, participate in organizing evacuations, and if necessary, forcibly relocate or evacuate people to ensure their safety;
5. Assigning the provincial Hydro-Meteorological Center to instruct key cadres and frontline forces of communes in areas at risk of floods and inundations, and those frequently affected by deep inundation, to monitor water levels through established flood warning poles to promptly issue warnings and alerts to residents, enabling them to proactively prevent and mitigate risks;
6. Assigning mass media centers to closely coordinate with specialized agencies to carry out publicity and dissemination of knowledge, experiences, and exemplary practices in flood and inundation prevention and mitigation to achieve effectiveness;
7. Integrating flood prevention and mitigation contents into overall planning for residential distribution, production development, and infrastructure construction to contribute to sustainable economic and social development in the region.
