CIRCULAR

Issuing the National Technical Regulation on State Reserve for Lifebuoy

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Based on the National Reserve Ordinance;

Pursuant to the Government Decree No. 196/2004/NĐ-CP dated December 2, 2004 detailing the implementation of the National Reserve Ordinance;

The Minister of Finance promulgates this Circular amending and supplementing Clause 1, Article 15 and the attached forms of Circular No. 86/2013/TT-BTC dated June 27, 2013 of the Ministry of Finance concerning the application of preferential treatment regimes in customs administration for enterprises meeting the required conditions as follows:

Article 1. The National Technical Regulation on State Reserve for Lifebuoy is issued together with this Circular.

Article 2. This Circular takes effect six months from the date of issuance and replaces TCN 06: 2004 issued together with Decision No. 35/2004/QĐ-BTC dated April 14, 2004 of the Minister of Finance.

Article 3. The Director of the National Reserve Agency, heads of relevant agencies, organizations, and individuals involved in the management, import, export, and storage of lifebuoys shall be responsible for implementing this regulation.

During the implementation, if there are any difficulties, agencies, organizations, and individuals shall promptly report to the Ministry of Finance for study, amendment, and supplementation.
